On 9 October 2025, the HKMA convened an Industry Dialogue on Bank Account Opening and Maintenance, bringing together about 60 representatives from 28 banks to foster collaboration through open dialogue, with a view to enhancing access to banking services. During the session, the HKMA reiterated its supervisory expectations and shared sound practices in the provision of bank account services.  The session also sought to:    • Deepen participants’ understanding of the requirements and expectations on bank account opening and maintenance;   • Encourage fair, transparent, and efficient practices in the provision of bank account services;  • Promote knowledge exchange and collaboration among the banking industry;  • Identify opportunities for enhancement of bank account opening and maintenance processes;  • Support the continued development of inclusive banking services. On 27 June 2025, the Hong Kong Financial Services and the Treasury Bureau (FSTB) and the Securities and Futures Commission (SFC) launched two public consultations on legislative proposals for establishing comprehensive licensing frameworks for virtual assets: 𝟭. 𝗩𝗶𝗿𝘁𝘂𝗮𝗹 𝗔𝘀𝘀𝗲𝘁 𝗢𝘃𝗲𝗿-𝘁𝗵𝗲-𝗖𝗼𝘂𝗻𝘁𝗲𝗿 𝟮. US$1.1bn) convertible bonds by Chow Tai Fook Jewellery Group. The bonds are listed on the Hong Kong Exchanges and Clearing Limited (HKEX) and is one of Hong Kong’s largest convertible bonds this year. Stress in Hong Kong's financial system is spreading from cash-strapped property developers to commercial banks, where lending to commercial real estate averages around 15% of their loan portfolios, according to Fitch Ratings. (....) The debt struggles of New World and other, smaller developers in Hong Kong reflect the increasing challenges banks face in mitigating risks stemming from their property sector exposure, while keeping stressed borrowers afloat.

The World Bank (International Bank for Reconstruction and Development, IBRD, Aaa/AAA) priced its first benchmark bond denominated in Hong Kong dollar (HKD), settling locally through the Central Moneymarkets Unit (CMU). The 5-year Sustainable Development Bond raised HKD 7 billion - the largest supranational deal in the HKD market. Funds will be used to support the financing of the World Bank’s sustainable development activities in its member countries. “We are pleased by the strong investor demand that enabled us to price the largest supranational Hong Kong dollar transaction. Our global funding strategy allows us to raise funds efficiently for development by offering investors a high-quality, liquid product in a variety of currencies,” said Jorge Familiar, Vice President and Treasurer of the World Bank.
