We are glad to hear about the Hong Kong Exchanges and Clearing Limited (HKEX)’s announcement on the expanded use of onshore RMB bonds as collateral in the offshore market. HKEX’s subsidiary, OTC Clear, now accepts Chinese Government Bonds and Policy Bank Bonds held by international investors through Bond Connect as margin collateral for all derivative transactions cleared by OTC Clear. 𝐒𝐡𝐚𝐩𝐢𝐧𝐠 𝐭𝐡𝐞 𝐅𝐮𝐭𝐮𝐫𝐞 𝐨𝐟 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐌𝐨𝐧𝐞𝐲 𝐢𝐧 𝐇𝐨𝐧𝐠 𝐊𝐨𝐧𝐠 Hang Seng has successfully completed two pilots under Hong Kong Monetary Authority (HKMA)’s Phase 2 of the e-HKD Pilot Programme, becoming the only bank to conduct two pilots in programmability and tokenised assets settlement. In the Digital Rewards pilot, supported by FORMS HK, Hang Seng tested programmable digital money to issue digital vouchers backed by a hypothetical e-HKD, demonstrating how instant settlement can potentially enhance customer experiences and improve SME cash flow. Through the Tokenised Fund Settlement pilot, in collaboration with Boston Consulting Group (BCG) and Aptos Labs, the Bank explored using digital money to settle tokenised funds on a public permissioned blockchain. Both pilots provided valuable insights into programmability, privacy, and interoperability, supporting the development of the digital money ecosystem. These findings advance Hang Seng’s commitment to driving financial innovation and supporting Hong Kong’s position as a premier international financial centre. On 27 June 2025, the Hong Kong Financial Services and the Treasury Bureau (FSTB) and the Securities and Futures Commission (SFC) launched two public consultations on legislative proposals for establishing comprehensive licensing frameworks for virtual assets: 𝟭. 𝗩𝗶𝗿𝘁𝘂𝗮𝗹 𝗔𝘀𝘀𝗲𝘁 𝗢𝘃𝗲𝗿-𝘁𝗵𝗲-𝗖𝗼𝘂𝗻𝘁𝗲𝗿 𝟮.
