Defining Moment to boost R&D ecosystem: ₹1 Lakh Crore RDI Fund Launched The Government of India, led by Hon’ble Prime Minister Shri Narendra Modi, has launched the ₹1 lakh crore Research, Development, and Innovation (RDI) Scheme Fund at the Emerging Science, Technology and Innovation Conference (#ESTIC2025). India DST is the nodal ministry of the #RDIFund that will operate through a two-tiered funding structure. India Electronics and Semiconductor Association applauds the visionary initiative that will significantly strengthen India’s innovation ecosystem and empower the private sector to lead cutting-edge R&D across high-impact domains, including #Semiconductors and #AdvancedElectronics. For the semiconductor sector, this fund represents a crucial catalyst to drive indigenous research, design-led manufacturing, and #TechnologyDevelopment — helping India move from being a major consumer to becoming a global innovator and producer. Speaking about the fund, the Prime Minister added, "This Rs 1 lakh crore is for you. It is to increase your capabilities. It is to open new opportunities for you. Our effort is to promote research and development in the private sector as well. For the first time, capital is also being made available for high-risk and high-impact projects." At the first level, a #SpecialPurposeFund (SPF) will be established within the Anusandhan National Research Foundation (ANRF) which will serve as the custodian of the ₹1 lakh crore corpus. The Fund will not directly invest in industries and start ups but will channel capital to second-level fund managers, who can be #AlternativeInvestmentFunds (AIF), #DevelopmentFinanceInstitutions (DFI), Non-banking Finance Companies (NBFCs), among others. IESA will continue to play an active role in facilitating collaboration between government (#DST/ #ANRF, #MeitY), industry, academia and SPF ensuring that this historic initiative translates into impactful outcomes across the semiconductor and electronics value chain. With platforms like #ESTIC2025, India is steadily advancing towards the vision of #ViksitBharat2047 — where science, technology, and innovation drive inclusive and sustainable growth. Ministry of Electronics and Information Technology (MeitY), MyGov India, has approved the first batch of seven projects under the #ElectronicsComponentManufacturingScheme (#ECMS) — marking a major milestone in India’s transition from assembling finished products to manufacturing core components and materials that power the global #ElectronicsEcosystem. Announcing the approvals, Hon’ble Union Minister of Electronics & IT, Shri Ashwini Vaishnaw ji, stated that the projects — involving an investment of ₹5,532 crore — will generate ₹36,559 crore in production and create over 5,100 direct jobs across Tamil Nadu, Andhra Pradesh, and Madhya Pradesh. These facilities will enable India to meet 100% of domestic demand for #CopperCladLaminates, 20% for #PCBs, and 15% for #Camera Modules, with 60% of total output to be exported. The initiative marks India’s strong entry into component materials manufacturing, covering #HDI & #MultiLayerPCBs, #CameraModules, Copper Clad Laminates, and #PolypropyleneFilms — critical for defence, telecom, EVs, renewable energy, and consumer electronics. Commenting on the development, Mr. ashok chandak, President, India Electronics and Semiconductor Association, said: “India’s electronics value-add is now on a fast track — from policy to production. Building on the semiconductor projects already in execution mode, the ECMS scheme is in top gear. With IESA member projects among the first approvals, India is creating a strong foundation in component manufacturing, reducing import dependence, and generating high-skill jobs for a global electronics future.” The ECMS complements India’s initiatives under the #PLIScheme and the India Semiconductor Mission — completing the seamless value chain from devices to chips, components to materials, and manufacturing to innovation.
