It began with a borrowed whiteboard and an unreasonable belief. That a new kind of institution was possible—from India, from the Global South but for the world. That we could reimagine how sustainability was understood and how development was shaped. We didn’t begin with legacy or privilege or resources. We began with questions. Can data speak to dignity? Can we shift narratives for jobs, growth and sustainability? Can climate action become inclusive—with ground-up, distributed and networked solutions? In 2010, those questions became the Council on Energy, Environment and Water (CEEW). Fifteen years later, the journey has taken us: From 1 person to a team of nearly 400 From 1 report to 513 peer-reviewed studies From 1 ministry to 20 state governments From 1 roundtable to 655 convenings From rural surveys to hundreds of millions of people getting access to energy From technological scepticism to kickstarting clean energy markets that did not exist From global insights on climate risks to equity-focused policy and actions in districts, cities, neighbourhoods or villages Scale is not the story. The shift in narrative is. From environment vs development → to climate as the economy. From top-down international negotiations → to ground-up solutions. From centralised systems → to distributed and networked infrastructure. From linear development → to getting comfortable with non-linearity. From asking “who acts first?” → to “how do we build bridges from both sides?” At @CEEWIndia, we’ve always believed: 💡 Evidence is power, but only when made accessible 🤝 Institutions matter, when built with integrity—and love 🍀 Planetary imperatives are important, but must be consistent with climate justice 🌏 The Global South must lead, not just adapt to a changing world If the last 15 years have taught us anything, it’s that doing is believing. That trust takes time. That policy is people’s work. That long-term careers in public policy are possible. And that transformation doesn’t come from intent alone—but from systems, scale, and staying the course. That we’re just getting started. #CEEW15

India's ambitious urban future depends fundamentally on strong and resilient governance. However, an emerging concern is the growing reliance on external consultants, which, if not strategically managed, could impact institutional capacity and long-term sustainability. The increasing integration of a "consultant culture" within public institutions and policy think tanks—often with unclear lines of accountability—risks diluting institutional memory and weakening policy continuity. Consultants undoubtedly bring specialised expertise and play an essential role in bridging knowledge and capacity gaps. However, their engagement must complement—not substitute—the core functions of public institutions. The critical policy roles and policy narratives should remain within the purview of a strong and capable public system. There is an urgent need to recalibrate this balance by investing in internal capacity development and by establishing robust standards for how consultants are engaged. Such measures will help ensure that external expertise reinforces governance frameworks, rather than unintentionally undermining them.
