Your EV is About to Get a Voice! A Breakdown of the New Draft Rules for Vehicle Safety in India. The Ministry of Road Transport and Highways (MoRTH) has released a crucial draft notification, proposing key amendments to the Central Motor Vehicles Rules, 1989. Key Proposal: Mandatory Acoustic Vehicle Alerting Systems (AVAS) The most significant change is the proposed mandate for Acoustic Vehicle Alerting Systems (AVAS) in electrified vehicles . What is it? AVAS is a technology that generates sound to alert pedestrians, cyclists, and especially the visually impaired, to the presence of an otherwise silent electric vehicle operating at low speeds. Which Vehicles? The rule will apply to electrified vehicles of Category M (passenger vehicles) and Category N (goods-carrying vehicles). Proposed Timeline: The implementation is staggered: - From October 1, 2026, for all new models launched. - From October 1, 2027, for all existing models being sold. The Standard: The AVAS must meet the audibility requirements specified in the Automotive Industry Standard (AIS)- 173. Expanding Other Safety Norms The draft notification also proposes to expand the scope of other safety rules. The requirements under Rule 138(4)(a), which previously applied only to M1 category vehicles, are proposed to be extended to L5, L7, E-rickshaws, and E-carts. This broadens the safety net for a wider range of passenger and utility vehicles. This is a pivotal moment for the Indian automotive ecosystem, balancing innovation with the safety of all road users.
