On Oct 24, 2025, the Lutheran World Federation (LWF) organised a meaningful side event at the 85th Ordinary Session of the African Commission on Human and Peoples’ Rights (ACHPR) in Banjul, The Gambia. The event, titled “Borderless Justice: Advancing Freedom of Movement for Forcibly Displaced Persons in the East and Horn of Africa,” brought together advocates, policymakers, and regional stakeholders to discuss the crucial human right of freedom of movement for refugees and displaced persons. Key highlights included: ·      Exploring barriers faced by refugees in countries such as Kenya, Uganda, South Sudan, and Ethiopia ·      Emphasizing freedom of movement as a form of reparative justice, aligning with the AU’s 2025 theme ·      Advancing advocacy for inclusive, rights-based policies ·      Strengthening networks and mechanisms to track progress on refugee movement rights This event underscored LWF’s ongoing commitment to promoting dignity, rights, and freedom for forcibly displaced persons in the region. The International Rescue Committee (IRC) is partnering with Lutheran World Federation (LWF) , refugee-led organizations and other NGOs to take part in the 85th Ordinary Session of the African Commission on Human and Peoples' Rights (ACHPR) in Banjul, The Gambia. 🌍 In the past few weeks, we released a first-of-its-kind policy paper on institutionalizing meaningful refugee participation within Kenya's Shirika Plan. The Shirika Plan is a government-led transformative initiative aimed at transitioning refugee camps into settlements that foster the social and economic inclusion of both refugees and host communities. Our policy paper highlights key recommendations of the proposed conceptual framework for refugee participation, along with an outcome report from a national workshop held in March this year, complemented by several consultative conversations over the past months. As we move forward with further consultations, briefings, and upcoming meetings toward operationalizing the framework—while revising it and incorporating stakeholder feedback—we want to share some of the practical steps it seeks to advance. These steps aim to strengthen refugee participation, moving from ad hoc approaches and the lack of clear mechanisms for engagement to sustainable, meaningful, and structured participation. The focus is on embedding refugee participation across governance, implementation, and monitoring, grounded in Kenya’s policy context and aligned with global best practices. Last week I attended the 2nd annual conference of the Kenya Evidence Platform, which brings together forced displacement researchers (refugees and nationals), policy makers, practitioners and multilateral organizations in Nairobi. It was jointly organized by the Refugee-Led Research Hub , Regional Durable Solutions Secretariat (ReDSS) and Maseno University with support from the Netherlands Government represented by the Embassy of the Kingdom of the Netherlands in Kenya . The discussions were enriching. The panels were insightful. I also eventually met LinkedIn in connections in-person, including Damaris Bonareri , Dennis Kyalo and others. Overall, a lot still needs to be done around inclusion of and accountability towards the affected populations in research as well as in programming.
