CONTEXT

At the heart of the Operations Department in the Operational Centre of Brussels (OCB), the cells are comprised of a multidisciplinary team of 7 people, including Coordinator of Operations (CO), Deputy CO, Medical Officer, Human Resources Officer (HRO), Logistic Officer, Finance Officer, Supply Officer. Their role is to supervise and coordinate MSF activities in several countries. The cells are the direct interface from HQ to international programs. We are looking for a Supply Chain Officer for Cell 6, managing the following countries: Italy, Greece, Lebanon, Syria, Iraq, Yemen and Egypt.

A qualitative, lean, professionalized, and cost-effective supply chain is crucial in enabling MSF activities and ensuring that critical resources are delivered efficiently and effectively to those in need, regardless of the context or complexity of the operations.

In the last years, with the proliferation of big emergencies, Operational Cells are dealing with medium and small emergencies in their portfolios independently from the Emergency Unit. The Cell Supply Chain Officers are instrumental in shifting from a proactive, planned Supply Chain mode to an agile, reactive one by designing the Emergency Supply Chain.

The Supply Chain Officer (SCO) position belongs to the Supply Department (line manager: Front Office Coordinator) and is a member of the operational cell (functional manager: Operations Coordinator). You design supply strategies and set-ups to answer the operational needs, considering the general supply policies and standards, as well as ensuring that resources and means align with these strategies (technical support, budget, field HR skills…). You supervise and report the performance of the supply chain activities in the countries of operations (Lebanon, Syria, Iraq, Yemen, Egypt, Greece and Italy),and you are also responsible for the current situation in your contexts and proactively foresee the future challenges in order to avoid supply becoming a bottleneck for operations.


MAIN RESPONSIBILITIES

Operational Strategy and Technical Support

  • Lead the End-to-end design and monitoring of the supply chain for every operational project of the portfolio, using the assets at hand, understanding PESTEL context (Political, Economic, Social, Technological, Environmental, and Legal) of the project and gathering insights from project and country teams
  • Ensure that the design is patient/user-centred and adapted to the Med/Ops (Medical/Operations) ambitions and expectations, while also being aligned with the Transformation Roadmap
  • Foster innovation and change management to overcome challenges and support customized solutions
  • Participate in cell dynamics, budget building, strategy development and necessary meetings (AROs – Annual Review of Operations, budget revisions, monitoring, project proposals, etc.)
  • Design and monitor agile supply chains for emergency response with the Supply Coordinator
  • Design regional innovative supply chain solutions to enable operations (i.e. Cyprus base for Lebanon and Palestine, Oman pipeline for Yemen, etc.)


Quality Control, Standards and Compliance Assurance

  • Collaborate with the other SCOs of the cells to foster best practices and mitigate risks
  • Collaborate closely with the procurement experts and pharmacist in charge of quality as due to regional dynamics and importation constrains, a big portion of the needs are sourced locally
  • Ensure appropriate dissemination of supply chain policies, guidelines, and tools
  • Participate in setting adequate objectives for the Supply Chain department based on the operational needs
  • Serve as a liaison between the Supply Chain department and countries of operation


Resource Management

  • Ensure visibility of resources and enable creative solutions when limited
  • Report on supply chain performance using qualitative and quantitative analysis
  • Enforce data management policies for transparency and accountability
  • Contribute to the prevention of fraud, corruption, and misuse of resources


Stakeholder coordination - Internal and External communication and Representation

  • Connect with peers from other OCs and supply centres to promote synergies and mutualization opportunities
  • Negotiate access with external players (other INGOS, local partners, local governments...). On ad ’hoc basis, negotiate with global suppliers
  • Coordinate relationships between Operations and the European Supply Centres
  • Ensure implementation of collaborative demand and supply planning processes to enhance efficiency, mitigate losses and CO2 emissions, along with Med, Log & Fin profiles
  • Foster knowledge management and sharing within the supply community
  • Collaborate with key stakeholders in and out the Supply Chain department to develop the Global Supply workforce strategy


Team Management, Supervision and Development

  • Visit the country and project teams on a regular basis to provide adapted support and supervision, and ensure alignment of vision and priorities
  • Functionally manage the country Supply Chain Coordinators (with Country Coordinator as line manager). Provide guidance and support as a coach or mentor, mirroring and helping them to achieve their learning and development goals
  • Works in tight collaboration with the Regional Procurement Manager based in Amman, to identify priority categories and analyze procurement data
  • Contribute to the definition of Supply HR needs and recruitment processes at the country level
  • Ensure the alignment of priorities and objectives, and evaluate the performance of the Supply Chain Coordinator, as well ensures the long-term career development and capacity building of the country supply team
  • Promote continuous improvement while keeping the history and capitalization of the project's experience


Others (ad hoc or specific to the function)

Supply Chain Officers play a central role in many upcoming changes in MSF operations in the coming years. As such, agility and change management are key components of their role.

  • Follow the implementation of the Transformational Topics Agenda, led by the ESCC (Executive Supply Chain Committee)
  • Foster interoperability as defined and mentioned in the MSF WWTB/SPARC (MSF We Want to Be / Strategic Planning and Resource Cycle)
  • Ensure the implementation of the Collaborative Demand and Supply Planning process, a new way of understanding demand and supply in our operations
  • Act as a driving force in identifying and promoting innovative alternatives for international procurement in response to widespread access challenges across multiple countries

REQUIREMENTS

Education & Experience

  • Degree in supply chain management or equivalent by experience in international supply design or supply management
  • Minimum 3 years of international experience in supply chain management in humanitarian programs
  • Working experience with MSF or another similar INGO, at both project and coordination level, is a strong asset
  • Experience in different emergency contexts is an asset
  • Experience in project / change management is an asset

CONDITIONS

*Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium

  • Mobility: up to 35% in MSF projects
  • Contract type: Fixed-term contract - Full-time
  • Contract duration: 12 months
