Investing in the people behind resilient health systems At the 75th WHO Regional Committee for Europe, EUPHA President Tit Albreht delivered a statement on behalf of EUPHA and co-signatories NSA, welcoming the new European Programme of Work (EPW2): “United Action for Better Health.” We strongly support the renewed focus on health as a foundation for Europe’s resilience, peace, and prosperity — and emphasise that resilience begins with people. Across Europe, skilled and dedicated professionals in prevention, research, education, and community health form the living infrastructure of preparedness and prevention. Their knowledge, integrity, and connection to communities sustain the trust that underpins every effective public health response. 🌍 EUPHA at the European Week of Regions and Cities 2025 Health begins where people live, learn, and grow. This week was a strong reminder that science, policy, and local action must work hand in hand. EUPHA participated in two key sessions: 🏙️ With JOGG, in “Shaping a Healthy Generation in a Healthy City Together,” we saw how municipalities, regions, and national governments — from the Netherlands to Spain, Turkey, and Greece — can co-invest in prevention and create healthier environments for children and youth. 🏛️ With EUREGHA - European Regional and Local Health Authorities, at the Committee of the Regions, we explored “Where it Matters: Investing in Regions to Shape the Future of Health in Europe.” The discussion showed how aligning Cohesion Policy, EU4Health, Interreg, and Horizon Europe can drive transformation, reduce inequalities, and empower regions and cities to lead on health. 💬 EUPHA’s key message: Health is under attack, funding is fragmented, and prevention is undervalued — yet we have the science, tools, and partners to act. We called for new mechanisms connecting science, regions, and cities, making health, equity, and prevention true European common goods. Main takeaways: ✅ Health requires whole-of-government and whole-of-society mechanisms — bridging DGs and funding instruments to overcome fragmentation. ✅ Regions and cities are where health happens. This is also the theme for our EPH 2025 Conference on the Economy of Well-being. We know that €1 invested in prevention saves up to €14 in health care, but the savings often benefit national systems while the investments come from local budgets. We need mechanisms that recognise and rebalance this. ✅ Scale up what works — like @Utrecht Region’s health indicators — and create local observatories on health and equity as European commons. These should draw on science, inform policies, and monitor impact, because cooperation and data-sharing are key to resilience.
