The Diário da República is exclusively published by electronic means with free access to all its content and functionalities. Legally binding
The electronic edition of the Diário da República has been legally binding since 1 July 2006.
Series I: Constitutional laws; acts concerning international treaties and organic conventions; laws and laws issued by the Assembly of the Republic; decree-laws issued by the government; regional legislative decrees, issued by the regional legislative assemblies of Azores and Madeira; decrees issued by the president of the Republic or by the representatives of the Republic to the autonomous regions; resolutions issued by the Assembly of the Republic; decisions of the Constitutional Court, etc.
The European Legislation Identifier (ELI) is applied to all types of acts published in the 1^ series of the Diário da República from 2 January 1991.
Series II: Administrative orders and administrative regulations issued by individual members of government; results of local elections; budgets of administrative bodies, in the cases determined by law; all the main legal acts of the public administration, namely calls for applications for posts in the civil service, appointments, administrative decisions, public acts whose publication is determined by law; acts published at the convenience of the authority which has issued them.
A thematic gazette also exists: Boletim do Trabalho e Emprego (the Labour and Employment Bulletin) for regulations and other acts in the area of collective labour relations.

Financing
All acts published in the Series II of the Diário da República, pursuant to Article 16 (1) of Legislative Order No. 15/2016, are subject to payment by the entity that sends them for publication, in accordance with the table approved by INCM's Board of Directors and subject to approval by the Government member responsible for the edition of the Diário da República, https://dre.pt/application/conteudo/105579672

Measures to guarantee the integrity of the workflow and the authenticity of the electronically published texts include secure servers and certifications: texts directly sent from the state administrations to the publishing body are accompanied by a digital certificate whereas those of other bodies have a bank-type system (login + pin + matrix).

The production of badges, printed matter, stamps and other fiscal means that contain security features and are necessary for State services or other public or private entities;

Texts are drafted by all governmental departments, but no special text processing system exists: standard software (Microsoft Word, PDF and forms) is used for primary and secondary legislation.
The publishing authority (INCM) is in charge of proofreading and editing. The minimum period between reception of the draft by the publishing workflow and availability of the published text is five working days. This is carried out immediately for supplements.
