Introduction
The Maryland Insurance Administration (MIA) is an independent
State agency that regulates Maryland’s $46 billion insurance industry and
protects consumers by monitoring and enforcing insurers’ and insurance
professionals’ compliance with State law. Through the diligence of a
highly professional staff of market analysts, financial analysts, accountants,
lawyers, law enforcement officers, actuaries, complaint investigators, and
others, the MIA works to facilitate a strong and competitive insurance marketplace
where consumers are well informed and treated fairly. Staff members are
subject matter experts who serve as a resource for lawmakers, consumers, and
other public and private entities.
The MIA is charged with a broad range of responsibilities including
the licensure of insurance carriers and insurance producers (brokers/agents)
operating in Maryland, the conduct of financial examinations of companies to
monitor financial solvency, and the review and approval of rates and contract
forms. The MIA investigates reports of consumer fraud and consumer
complaints about life, health, automobile, homeowners, and/or property
insurance. Insurance carriers are subject to market conduct examinations
and other actions to monitor compliance with Maryland law. The MIA also
has a unit dedicated to consumer education and outreach, which participates in
hundreds of events and reaches thousands of individual consumers
annually.

POSITION DUTIES
The MIA is recruiting to fill an Assistant Chief Examiner position
in the Financial Regulation Division. This position oversees the planning and
conducting of statutory financial examinations of Maryland-domiciled insurance
companies, in order to assess companies’ financial condition, enforce solvency
standards, and determine compliance with applicable laws and regulations, in
accordance with MIA policies and procedures.
The Assistant Chief Examiner will monitor the process and direction of
the examinations; supervise the Examiner-in-Charge and staff examiners; review
examination workpapers to ensure examinations are carried out in accordance
with MIA policies and procedures and that deviations to the plan are
appropriate; and oversee the preparation and the submission of examination
reports. The Assistant Chief Examiner
identifies significant issues and solvency risk areas, recommends a course of
action to ensure these concerns are promptly and adequately addressed by the
MIA, and notifies the Chief Examiner of these issues.
The Assistant Chief Examiner may be required to travel on-site to the offices of insurance companies being examined. The incumbent in this position must be available to travel in-State and out of state. Travel may involve long commutes or overnight stays.
MINIMUM QUALIFICATIONS
Education:
Bachelor’s degree from an accredited college or university.
Experience:
Four years of experience with a state insurance department, public accounting
firm or similar audit entity, or another entity in a financial or audit-related
area; and three of those years must be in an in-charge or supervisory capacity.
Licenses, Registrations and Certifications: Active Certified Financial Examiner (CFE) designation in accordance with the National Association of Insurance Commissioner (NAIC) requirement for Financial Examiners.
