About us
The Ministry of Planning Development & Special Initiatives is headed by the Minister for Planning Development & Special Initiatives, who is member of Parliament of Pakistan. The Minister is also Deputy Chairman of Planning Commission of Pakistan. The administrative head of the Ministry is the Planning and Development Secretary of Pakistan. The main division under the ministry is the Planning Commission of Pakistan which is responsible for financial and public policy development institution of the Government of Pakistan. The Planning Commission's authoritative figures include; a Chairman who is the Prime Minister, assisted by the Deputy Chairman. Since 1952, the commission have had a major influence and role in formulating the highly centralized and planned five-year plans for the national economy, for most of the 20th century in Pakistan. Furthermore, the Public Sector Development Programmes (PSDP) also placed under the domain of the Planning Commission. The PSDP is an important public intervention to spur private investment by way of developing human capital and improving the infrastructure. The PSDP is aligned to the overall long-term development objectives of the government. Economically viable PSDP financed projects help boosting economic growth by bridging infrastructure and skill gaps. Other officials of the commissions include Planning and Development Secretary of Pakistan; Chief Economist; Director of the Pakistan Institute of Development Economics; and Members for Social Sectors, Science and Technology, Energy, Infrastructure, and Food and Agriculture, and Development Communication.

Federal Minister Prof. Ahsan Iqbal Chaudhary, addressed the inaugural session of the Aawaz II National Learning Event, emphasizing that inclusion, transparency, and accountability are central to Pakistan’s development journey under Uraan Pakistan; the Government’s National Transformation Framework. The Minister appreciated the collaboration between the Foreign, Commonwealth & Development Office (FCDO), Oxford Policy Management, and provincial partners for creating a model of governance that gives voice to the marginalized; women, youth, persons with disabilities, minorities, and vulnerable communities. Highlighting the vision of Uraan Pakistan, the Minister explained how its 5Es Framework; Exports, E-Pakistan, Energy & Infrastructure, Environment & Climate Resilience, and Equity & Empowerment — provides a comprehensive roadmap to build an inclusive, sustainable, and knowledge-driven economy by 2035. Prof. Ahsan Iqbal called for evolving traditional democratic models into more participatory ones, integrating community voice, citizen engagement, and data-driven accountability into national planning. He reiterated that Aawaz II offers a “proof of concept” for how citizen participation and institutional accountability can strengthen democracy and governance in Pakistan. The Ministry is now embedding this approach into the Uraan Pakistan monitoring and evaluation framework to ensure inclusion becomes part of Pakistan’s institutional DNA. “When people are heard, they become hopeful.
