A PARTICIPAÇÃO DA SOCIEDADE NA CÂMARA DOS DEPUTADOS – UMA ANÁLISE DA CONTRIBUIÇÃO SOCIAL NA COMISSÃO DE LEGISLAÇÃO PARTICIPATIVA EM 2018

Abstract

The purpose of this article is to analyze the participation of society in Câmara dos Deputados [Chamber of Deputies], especially in the Comissão de Legislação Participativa – CLP [Commission for Participative Legislation – CLP], in 2018. Transparency of information and social participation in political decisions are increasingly present in countries that are considered democratic. In this sense, the aim is to find out if the CLP, one of the main standing committees of the Chamber, is fulfilling its purpose and being responsive to the social demands that are presented, thus ensuring the participation and willingness expressed by Brazilian society. Therefore, it was necessary to use data referring to the number of legislative suggestions submitted, the number of civil entities that submitted demands, the parliamentarians’ participation in public hearings and, especially, the effectiveness of this social participation, taking into account the projects from the CLP that were transformed into legal norm. Also for this purpose, the teachings of some authors considered relevant to the completeness of the study were used, which corroborate for the construction of a thought and, consequently, a socio-political behavior increasingly compatible with the real needs of Brazilian people.
