About the Maritime and Port Authority of Singapore (MPA) The Maritime and Port Authority of Singapore (MPA) was established on 2 February 1996, with the mission to develop Singapore as a premier global hub port and international maritime centre (IMC), and to advance and safeguard Singapore's strategic maritime interests. MPA is the driving force behind Singapore's port and maritime development, taking on the roles of Port Authority, Port Regulator, Port Planner, IMC Champion, and National Maritime Representative. MPA partners the industry and other agencies to enhance safety, security and environmental protection in our port waters, facilitate port operations and growth, expand the cluster of maritime ancillary services, and promote maritime R&D and manpower development.   • ✅ 𝗧𝘂𝗿𝗻𝗶𝗻𝗴 𝗡𝗲𝗮𝗿 𝗠𝗶𝘀𝘀𝗲𝘀 𝗶𝗻𝘁𝗼 𝗦𝗮𝗳𝗲𝘁𝘆 𝗪𝗶𝗻𝘀 On 10 Oct, PSA Marine held its 5th Symposium on Safety for Singapore Maritime Pilots, highlighting the importance of building a safety culture through near-miss reporting. The event featured leaders from #MPA and the National Maritime Safety at Sea Council (NMSSC), who shared insights on strengthening Singapore’s safety culture through learning and open reporting. As NMSSC's Chairman Ishak Ismail puts it, safety culture is built on "one report, one observation, one lesson at a time." Every near-miss report shared today can prevent tomorrow's accident. MPA’s Deputy Chief Executive (Operations & Technology)/Chief Data Officer David Foo outlined the P.I.L.O.T principles for safe pilotage: - Prepare thoroughly before the task - Interpret using all available tools and aids - Learn from incidents - Own decisions and outcomes - Talk openly whilst building professional relationships PSA Marine’s Head of Pilotage and Digital Transformation Jimmy Koh emphasised how near-miss reporting strengthens maritime safety and encouraged pilots to share close calls for learnings. He also shared PSA Marine’s safety culture of "Tender, Loving, Care." Workplace Safety and Health Council's Senior Consultant Yew Kwong Chan presented the C.C.T.V model to build a reporting culture: showing Care and Concern, building Trust, and amplifying the Voice of the people. The Nautical Institute (Singapore)’s Hon. Chair Capt. Hari Subramaniam shared practical reporting tools, and the symposium also explored Gemba Walk principles for on-the-ground observations. Maritime safety is paramount in Singapore’s busy port waters. Every day, pilots ensure the safe passage of vessels. By actively reporting near-misses, pilots and the wider maritime community learn from each close call and raise safety standards across #MaritimeSG.

In his keynote address, Hoe Soon shared how Singapore is leveraging #innovation and #digitalisation to enhance safety and efficiency in the Port of Singapore. He also outlined MPA’s initiatives to accelerate the development and adoption of zero or near-zero GHG emission fuels and technologies. Hoe Soon highlighted that #Australia and #Singapore share complementary strengths and are collaborating closely under the Memorandum of Understanding on a Green and Digital Shipping Corridor. During the forum, the MPA delegation also met with various Australian port authorities and industry players to exchange insights and explore opportunities for collaboration. MPA extends our appreciation to Pilbara Ports for the kind invitation and warm hospitality.   • 𝗦𝗶𝗻𝗴𝗮𝗽𝗼𝗿𝗲 𝗮𝗻𝗱 𝗖𝗵𝗶𝗻𝗮 𝗣𝗮𝗿𝘁𝗻𝗲𝗿 𝗼𝗻 𝗚𝗿𝗲𝗲𝗻 𝗮𝗻𝗱 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗦𝗵𝗶𝗽𝗽𝗶𝗻𝗴 𝗖𝗼𝗿𝗿𝗶𝗱𝗼𝗿 🇸🇬 🇨🇳 #Singapore and #China have signed a Memorandum of Understanding (MoU) to establish the Singapore–China Green and Digital Shipping Corridor (GDSC). Under the MoU, both countries will collaborate with industry stakeholders to: ✅ Advance maritime #decarbonisation and enhance port and supply-chain efficiency ✅ Develop supporting technologies, infrastructure, and standards for a more sustainable and connected maritime ecosystem ✅ Strengthen #digitalisation in maritime transport through data-driven systems that boost efficiency, resilience, and transparency Building on earlier municipality and provincial-level GDSCs with Tianjin (2023) and Shandong (2024), this national-level partnership aims to deepen cooperation and drive innovation in the maritime sector. 🤝 The MoU was signed on 19 October 2025 by Singapore’s Acting Minister for Transport, Mr Jeffrey Siow, and China’s Minister of Transport, Mr Liu Wei. This partnership underscores both countries’ shared commitment to foster innovation, enhance maritime connectivity, and support the global transition towards a greener and smarter shipping future. This biennial platform brings together engineers, industry leaders and academia to advance a smarter, greener and more resilient future. Held from 22–24 Oct 2025, WES 2025 themed “Shaping Tomorrow: Engineering Smart Sustainable Cities” was graced by Mr Desmond Tan, Senior Minister of State, Prime Minister’s Office, and Deputy Secretary-General of NTUC. 💡 At the Plenary Session, Mr David Foo, Deputy Chief Executive (Operations & Technology), showcased the Maritime Digital Twin (MDT) - a data-driven simulation platform supporting smarter planning for green infrastructure and climate resilience. He highlighted use cases on coastal adaptation, electric harbour craft charging, and chemical spill preparedness, underscoring MDT’s role in strengthening Singapore’s maritime resilience and decarbonisation efforts. 🛳 Er Wai Wah Tham, Chief Engineer and Senior Director (Engineering & Project Management), delivered a keynote on “Technological Solutions for a Climate-Resilient and Greener Future.” He called for unified, urgent action to accelerate decarbonisation, safeguard maritime operations, and deepen global collaboration through the IMO to achieve the sector’s 2050 net-zero ambition.   • 𝗙𝗼𝘀𝘁𝗲𝗿𝗶𝗻𝗴 𝗦𝗮𝗳𝗲𝗿, 𝗦𝗺𝗮𝗿𝘁𝗲𝗿 & 𝗚𝗿𝗲𝗲𝗻𝗲𝗿 𝗦𝗵𝗶𝗽𝗽𝗶𝗻𝗴 🚢 Capt Daknash Ganasen, #MPA’s Senior Director (Marine Safety and Port Operations) and member of the National Maritime Safety at Sea Council, recently delivered the keynote address at the Safety4Sea Singapore Forum. Speaking to key maritime stakeholders and thought leaders, he shared that as we manage the world’s busiest ports, it is important to not lose sight of the 1.9 million seafarers – the human faces driving global trade. As a country situated along one of the busiest commercial routes in the world, maritime safety remains a top priority for #MaritimeSG. Capt Daknash highlighted MPA’s ongoing efforts to enhance safety through three key areas:   ✅ Embracing Technology and Innovation – to enhance ship and crew safety ✅ Building Up Our Emergency Preparedness – through multi-agency exercises to address today’s risks and anticipate future complexities ✅ Fostering a Safety-First Culture – through the Safety@Sea Singapore Campaign, which focuses on the human element "The maritime industry stands at an exciting crossroads. We have the tools, knowledge, experience, and the collective 'WILL' to create a future where maritime operations are fundamentally safer, not just more efficient," noted Capt Daknash.   His call to action was clear: be champions of change in your sphere of influence.   • 🚢 𝗡𝗮𝘃𝗶𝗴𝗮𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗡𝗲𝘅𝘁 𝗪𝗮𝘃𝗲 𝗼𝗳 𝗖𝗵𝗮𝗻𝗴𝗲 – 𝗜𝗦𝗦𝗔 𝟲𝟳 𝗶𝗻 𝗦𝗶𝗻𝗴𝗮𝗽𝗼𝗿𝗲 Earlier this month, #MPA Deputy Chief Executive (Industry & Corporate) Yi Zhuan Chin delivered the opening address at the 67th ISSA Shipsuppliers Association (ISSA) Trade Exhibition and Convention, organised by Singapore Association of Shipsuppliers & Services (SASS). The address set the tone for a day of bold ideas, collaboration, and forward-looking discussions. Yi Zhuan highlighted Singapore’s evolution from a humble trading port, where bumboats serviced anchored ships, to today’s thriving ship supplies ecosystem - a “one-stop shop” supporting vessels and their crews and playing a critical role for Maritime Singapore. He outlined two major waves shaping the maritime industry and how MPA is addressing them: 🤖 #Digitalisation – Transforming traditional operations into dynamic digital one-stop shops using AI for demand prediction and automated customer service. 5G networks are being rolled out across the port to enable data exchange and remote operations, while collaborations with research partners are helping develop AI-powered solutions to future-proof the sector. 🌱 #Decarbonisation – Climate action is no longer optional. All new harbour crafts in the Port of Singapore must be fully electric, capable of using B100 biofuel, or compatible with net-zero fuels. MPA is trialling electric supply vessels, building charging infrastructure, and exploring cleaner fuels to move Singapore towards a greener future. During the panel discussion on “Navigating the AI Wake,” moderated by Dr Edna Chan of Singapore Polytechnic, MPA Director (Technology & Innovation)/Chief Digital Officer Thomas Ting emphasized MPA's focus on digital transformation, highlighting that while AI is a key enabler, it must work alongside other technologies to drive meaningful and sustainable change across our maritime ecosystem. The event also provided opportunities to engage with industry leaders including ISSA President Rafael Fernandez, SASS President Danny Lien, and Minister of Parliament Edward Chia, alongside maritime professionals driving innovation in their organisations. Hosted by the United Arab Emirates in collaboration with the International Maritime Organization (#IMO), the event convened maritime leaders and policymakers under the theme “Our Ocean, Our Obligation, Our Opportunity.” With five panel discussions covering topics from waste reduction to capacity development for sustainable oceans, panellists exchanged ideas on advancing sustainable shipping, ocean governance, and maritime innovation. The discussions and partnerships forged in Dubai will continue to strengthen global cooperation as the maritime community works together toward a greener, safer, and more resilient future.
