The Health Minster has announced the appointment of Dr Paul Rice as Chief Digital Information Officer (CDIO) in the Department of Health (DoH). With over 25 years of experience in the NHS, Dr Rice took up post at the start of June and is responsible for leading the continuation of progress towards digitisation of health and care digital systems in Northern Ireland. He will also be the Senior Information Risk Officer (SIRO) for DoH, and the leader of Digital Health and Care Northern Ireland (DHCNI). Health Minister Mike Nesbitt said: “I am very pleased to welcome Dr Paul Rice as our new CDIO. RCSI’s seventh annual National Healthcare Outcomes Conference welcomed expert health professionals to explore the evolving landscape of digital healthcare. The NHS making news headlines is nothing new, but today’s launch of the long-awaited 10-Year Plan to save the NHS is front-page news. The plan commits to shifting care from hospital to community, from sickness to prevention, from analogue to digital, to ensure patients get the care they need, when they need it. But does it go far enough to deliver the step change needed in cardiovascular disease (CVD) prevention – one of the biggest causes of hospital admissions and premature deaths in England? What we know about CVD: ●     1 in 4 deaths in England are caused by CVD (source: British Heart Foundation) ●     The total annual healthcare cost of heart and circulatory disease in England is £10 billion (source: British Heart Foundation) ●     People in the most deprived areas are 4x more likely to die early from CVD (source: UK Health Security Agency) ●     It’s a major cause of economic inactivity and lost productivity - reducing heart attacks and strokes by a quarter would add £2.2 billion to GDP in 5 years (Tony Blair Institute for Global Change) ●     And it’s very preventable NICE-recommended treatments for high risk conditions like blood pressure, cholesterol, chronic kidney disease and diabetes are highly effective at preventing CVD but are substantially underused. At Into-Action.Health - Home of CVDACTION and UCLPartners, we’ve shown that CVDACTION – an impactful digital clinical tool and implementation framework – can help turn this around. It enables GP teams to identify and optimise treatment for high-risk patients, using actionable data and tailored support for delivery in real-world practice. The 10-Year Plan picks out secondary prevention of CVD as a priority with the announcement of  ‘Prevention Accelerators’ to improve uptake of CVD prevention treatments. To support this, CVDACTION has already helped 10 Primary Care Networks adapt care pathways, reduce inequalities, and optimise treatment. And new economic analysis shows that optimising blood pressure alone could generate £1.2bn for the economy over five years. More data, incentives, or new drugs won’t transform the nation’s heart health unless we tackle the real-world challenges to delivery in general practice: patients with complex conditions, limited time, and overstretched teams. We’ve shown what works. Now it’s time to scale.
