Authors are supposed to read the license agreements they sign, and CC-BY is quite explicit about allowing commercial use. I therefore do not see why author consent should be asked, provided that the commercial publisher complies with the -BY part of the license (i.e. clearly attributing the original source, to prevent the author from being accused of duplicate publication)
