Piotr Serafin, Commissioner for Budget, Anti-Fraud, and Public Administration, will join the Committee on Budgets on the afternoon of 5 November 2025 for an exchange of views on the Multiannual Financial Framework (MFF) Regulation, the Inter-Institutional Agreement, and the Own Resources Decision, which form part of the European Commission’s proposal for the next long-term EU budget presented on 16 July 2025.
Members will vote on Wednesday, 5 November, on the proposal to mobilise the European Union Solidarity Fund (EUSF) to provide assistance to Spain and France, following the devastating floods in the Valencia Region and the cyclones that struck Mayotte and La Réunion in 2024–2025.
In the context of the European Parliament Gender Equality Week, the Committee will receive experts to discuss how gender budgeting is planned to evolve in the next MFF.
Members of the Committee on Budgets (BUDG) and the Committee on Economic and Monetary Affairs (ECON) will hold a joint exchange of views with Director-General Céline Gauer to discuss the implementation of the Technical Support Instrument (TSI) in accordance with Article 15(3) of the TSI Regulation on Wednesday 5 November 2025.
On 16 October 2025, Jorg Kristijan Petrovič, reporting Member of the European Court of Auditors, will present the ECA Special report 18/2025 "EU budget flexibility – Allowed unforeseen challenges to be addressed, but the framework is too complex" to BUDG and CONT Members.
Following the vote on the 1 069 budgetary amendments to the Council’s reading of the 2026 EU Budget on 6 October, the Committee on Budgets will, at its meeting on 13 October, vote on a report prepared by the General Rapporteur on the 2025 budget (Section III - Commission), Mr Andrzej Halicki (EPP), and the Rapporteur for Other Sections, Mr Matjaž Nemec (S&D), which will reflect and accompany the outcome of the budgetary vote.
Members will discuss a proposal to mobilise the European Union Solidarity Fund to provide support to Spain and France following the devastating floods in Valencia and the cyclones that struck Mayotte and La Réunion in 2024–2025.
This meeting of the Committee on Budgets will mark an important milestone of the budgetary year, as Members will vote on a compromise package of the 1 069 amendments tabled to the Council's position on the Commission's Draft Budget 2026.
The Commission proposed to adopt the decision to mobilize the European Globalisation Adjustment Fund for Displaced Workers (EGF) following the application from Germany relating to 1 171 displaced workers whose activity had ceased in Goodyear Germany GmbH, after the company closed its production site in Fulda and opted for staff reductions at other locations, particularly in Hanau.
