Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Votei a favor deste acordo com o Conselho porque estas novas regras visam garantir que os trabalhadores das plataformas digitais tenham o seu estatuto profissional corretamente classificado e corrigir o falso trabalho por conta própria, devendo estas normas inspirar-se na legislação nacional e nas convenções coletivas, tendo em conta a jurisprudência da União Europeia (UE).
A diretiva também regula, pela primeira vez na UE, a utilização de algoritmos no local de trabalho. Uma pessoa que trabalhe numa plataforma não pode ser despedida com base numa decisão tomada por um algoritmo ou por um sistema automatizado de tomada de decisões. As plataformas devem assegurar a supervisão humana em decisões importantes que afetem diretamente os trabalhadores das plataformas e será também proibido o processamento de determinados tipos de dados pessoais.

Votei a favor do acordo alcançado entre o Parlamento e o Conselho sobre a criação do Espaço Europeu de Dados de Saúde (EEDS), do qual fui negociador pelo meu grupo político S&D na Comissão ITRE, porque o EEDS é um dos elementos centrais para a construção de uma União Europeia da Saúde forte.
O EEDS vem permitir dar um enorme passo em frente na forma como os cuidados de saúde são prestados às pessoas por toda a UE, uma vez que, por um lado, as habilitará a controlar e a utilizar os respetivos dados de saúde, e, por outro, promove um mercado único de produtos e serviços de saúde digitais. O EEDS irá libertar o potencial de investigação utilizando dados de saúde em formato anónimo ou sob pseudónimo, que poderão ser processados, por exemplo, para encontrar tratamentos para doenças raras. O sistema inclui igualmente salvaguardas sólidas em matéria de privacidade dos dados, dando a possibilidade aos doentes de impedirem que os seus dados de saúde sejam acedidos por profissionais e tratados para fins de investigação, exceto no caso de determinadas utilizações de interesse público.

Withdrawal of the Union from the Energy Charter Treaty (A9-0176/2024 - Anna Cavazzini, Marc Botenga) PT

Votei a favor da aprovação da retirada da UE do Tratado da Carta da Energia porque partilho da perspetiva de que o Tratado deixou de ser compatível com os objetivos climáticos da UE no âmbito do Pacto Ecológico Europeu e do Acordo de Paris, principalmente devido a preocupações quanto à continuação dos investimentos em combustíveis fósseis.
Lamento não se ter conseguido alcançar um acordo entre os Estados-Membros para a adequada modernização do Tratado e, face a essa impossibilidade, considero que deve continuar a ser uma prioridade a saída coordenada dos Estados-Membros que ainda não o fizeram, designadamente promovendo um acordo entre os Estados-Membros de forma a assegurar que o Tratado da Carta da Energia não se aplique em eventuais litígios entre investidores e Estados-Membros, neutralizando dessa forma a cláusula de caducidade numa base de reciprocidade.
