At IFLA WLIC 2023 in Rotterdam, The Netherlands (21-25 August), our Sales, Marketing and Communication Team was pleased to welcome several colleagues from the ISSN Network on our booth. We had conversations about ISSN assignments and questionable journals. Our subscribers enquired about ISSN linked and the update of the ISSN Portal. Our communication focused on Keepers Registry and our new service Submit-Retrieve-Reuse. Our presentation “Using the ISSN Portal to check the Status of a library’s Journal Collections regarding Digital Preservation” is available on Zenodo (https://zenodo.org/record/8282860). We are making a significant contribution to the development of ISBD Review Group by chairing the dedicated working group. We thank all our colleagues and our customers for their continued support!

The National Diet Library, Japan, (the NDL) plans to integrate two of its current web services: the National Diet Library Online Search and Request Service (NDL Online) and the NDL Search. These two will be launched as a new NDL Search web service in January 2024.

As of today, ISSN assigned for online resources published in Japan, which have been registered and maintained by the Japanese National Centre for ISSN, are available in the bibliographic records contained in NDL Search and NDL Online. WARP (Web Archiving Project) and National Diet Library Digital Collections (Online publications) provide online journals collected by the National Diet Library based on the National Diet Library Law or permission from the publishers.

Mir@bel network and ISSN International Centre have signed a partnership in order to exchange data, enrich mutual databases with updates and new links. This will notably enable to extend the exchanges that have been set up between ABES (the French bibliographic agency for higher education), ISSN France (BnF) and Mir@bel on the assignment of eISSNs and the curation of ISSN-related data.

The CLOCKSS community is growing! Content has been added to the archive from 556 participating publishers including 82 new ones. The CLOCKSS community is delighted to welcome all new publishers and note that they range in shape and size from OA monograph publishers hosted on OAPEN through to Kluwer Law International. This year the archive has grown to include 53 million articles and 467,000 books. This includes content from publishers in 61 countries.

CLOCKSS (Controlled LOCKSS) employs a unique approach to archiving (Lots of Copies Keep Stuff Safe) that was initiated by Stanford University librarians in 1999.

After more than three years of litigation, it took judge John G. Koeltl just hours to sign off on the parties’ negotiated consent judgment—but not without a final twist. In a short written opinion, Koeltl sided with the Internet Archive in a final dispute, limiting the scope of the permanent injunction to cover only the plaintiffs’ print books that also have electronic editions available.

The Digital Preservation Coalition (DPC) has made available the next in its series of Technology Watch Guidance Notes, Choosing a Persistent Identifier Type for Your Digital Objects by Remco van Veenendaal of the National Archives of the Netherlands.

The IFLA Statement on Libraries and artificial intelligence (AI) issued in 2020 outlined key considerations and recommendations for the use of AI technologies in the library sector. IFLA Artificial Intelligence Special Interest Group produced in June 2023 a reference document seeking to provide a useful non-technical resource for information library and information professionals. The members of the group try to point to authoritative sources which are open to all. After an introduction with definitions of generative artificial intelligence, they highlight ethical and information issues and various uses for information professionals as well as for end users.

On 23 May, the Council of the EU adopted a groundbreaking set of conclusions advocating high-quality, open, trustworthy and equitable scholarly publishing. The move drew widespread support from Europe’s academic community. To facilitate the move to diamond open access in the European Research Area, Horizon Europe has funded two projects: Diamas and Craft-OA. These will develop technical services and a federated infrastructure for institutional publishers and service providers to share resources such as software, know-how and training with the community.

The Hybrid Open Access Dashboard (HOAD) is an openly available data analytics tool designed for academic libraries and their consortia. Developed at the State and University Library Göttingen and funded by the German Research Foundation (DFG), HOAD combines open data from Crossref, OpenAlex, and the cOAlition S Journal Checker Tool. By doing so, the dashboard illustrates the ongoing transition of hybrid journal portfolios included in transformative agreements to full open access. Throughout the dashboard, users can explore variations in open access adoption among different countries.

In September 2018, a group of national research funding organizations, with the support of the European Commission, rallied behind an initiative to make research publications openly accessible to all:  Plan S. These visionary organizations came together as cOAlition S, and adopted a set of 10 principles that were intended to function as a catalyst for the accelerated transition to full and immediate Open Access. In five years, cOAlition S has grown from a dozen to a network of 28 funders. This is a good moment to reflect on what has been achieved so far, says Johan Rooryck, Executive Director of cOAlition S.

In late 2022, Copyright Clearance Center (CCC) and Media Growth Strategies undertook a thorough examination of metadata management across the research lifecycle. CCC is sharing this analysis with the scholarly communications community to spark dialogue and to drive action. This living infographic depicts the significant impact that a fragmented metadata supply chain has today on researchers, institutions, funders, and publishers. Stakeholders recognize that new strategies, inclusive policies, and a robust network of interoperable data and systems are essential for making critical infrastructure improvements, and much progress is underway.

This video is a guide for all librarians who are supporting researchers in finding the right home for their work and avoiding predatory publishers.

In June 2023, ISNI-IA provided a poster presentation at the Society of Scholarly Publishers (SSP) 45th Annual Meeting, with onsite support from Claire Holloway, Manager of Publishing Relations at OCLC.

• PIDs are now integrated into the majority of scholarly publishing workflows;
• PID exchange and wider interoperability are increasingly desirable features to support the widest possible dissemination of content.

The distribution platform African Journals Online has revamped its website and is launching a series of seminars on persistent identifiers. The first webinar will be dedicated to ISSN and the suite of services offered by the ISSN International Centre (CIEPS).

This event will take place as an academic conference during the Publisher Perspectives Forum at the Frankfurt Book Fair. This conference is free and open to all registered Frankfurt Book Fair attendees.

Two panel discussions will take place.

Speakers of the first panel discussion will shed light on Research Integrity: Technology, Trust, and Transparency. The second panel discussion will focus on Sustainability and the Future of Scholarly Communication: Looking Forward at Business Models, SDGs, and Beyond.

Within the explosion of natural language processing applications gaining academic and popular attention over the past year, reflecting on its implications on other important key trends in scholarly discourse is critical. In this mini-conference organized by the Society for Scholarly Publishing and its Scholarly Kitchen Blog, panelists will explore these two important issues facing the scholarly publishing community through the lens of artificial intelligence tools.

The OPERAS coordinated project, COESO, is organizing the Connect.Collaborate.Create conference in Paris on 19–21 October 2023,  where topics like participatory, responsible research and its funding schemes will be discussed.

The International Conference on AI for Libraries, Archives, and Museums (ai4lam) will take place November 15-17, 2023 at Internet Archive Canada Headquarters, the Permanent Library, in Vancouver British Columbia, Canada. This will primarily be an in-person event, but proceedings will be videotaped and made available freely online after the event.
