    Bring in technology that shall be in the hands of Passengers. It's not rocket science, but it has to be bundled into the ecosystem air travel. Transperency in costing is the key issue.     - The useful tips to help mitigate baggage loss or baggage mislabels are first and foremost, human efforts in ensuring * Well trained personnel or baggage handlers. * Crowd Management by tagging the counters in bold fonts and colour codes. * Introduce a software and colour code for different routes just like the airports code for both Local and International routes such that if Red tag is for Los to YYZ, all bags heading to Toronto will be on Red tags, when you as a baggage handler sees a different color, you know that bag doesn't belong to the flight I am sure this will curtail or completely help in loss of baggage, saves airlines and passengers time.

    Those are all great ideas , however one really needs to look at the human factor when it comes to baggage handling, tracking, transfers. When any airlines have personnel who have the mind set of its not mine and they can wait for the next flight out or gee that flight has already gone out with out really looking at the board if it had left. Once the airline straightens that issue out then the rest will slowly fall in place. Airlines now use tracking systems which help. Look, its also like in the medical field with Dr's and hospitals they all want their own system and like passengers with bags it leaves patients frustrated not being able to track down or look at their own files.
