    First, decide what the goals are for the program. Next determine the potential outcome of using the reports. Do the drivers answer to the fleet? Do the drivers report to operating groups? Is there a union involved? What role does HR play? All of these questions are critical to meet the final goals of the program. If drivers are not accountable, what is the point of adopting the program.
