About us
HL7 FHIR® is the communication standard for exchanging healthcare data being adopted worldwide. Past announcements from the FDA and current developments by the European Union (European Health Data Space, European Medicines Agency: IDMP, Unicom, Gravitate Health ) all prioritize FHIR as the underlying data transmission standard. Vulcan uses a non-competitive development environment to help boost the adoption of FHIR for clinical research. In the 2 years since launch, Vulcan has established 6 active projects, produced 3 implementation guides and now has a membership of over 40 organizations with global presence. Current Vulcan Projects: Vulcan projects are establishing standards across a broad spectrum of clinical research use cases. The first three projects are currently being balloted by HL7 International. 1. ePI: Electronic Product Information In collaboration with Gravitate Health), making Medicinal Product Information machine processable. 2. RWD: Real World Data Setting minimum standards for adoption of the International Patient Summary (IPS) to allow EHR data to be used for Clinical Research 3. SoA: Schedule of Activities Representing the schedule of activities in machine readable format. The basis for full protocol representation. 4. AE: Adverse Events The FHIR AdverseEvent resource has been updated for research; an Implementation Guide is being written for balloting in 2023 5. Phenotypic Data Representation of genomic data in the EHR using HL7 FHIR 6. FHIR to OMOP Establishing a gold standard mapping from the many that exist 7. UDP: Utilizing the Digital Protocol Bringing together multiple initiatives developing a digital representation of a Study Protocol

Big things happened in the European Health Data Space (EHDS) last week! In collaboration with TEHDAS2 joint action, Vulcan members gathered in Copenhagen, Denmark to meet with officials in the EHDS. We shared two productive days of panels and Tedtalks on Vulcan projects, sharing the progress and success of these initiatives. Perhaps the most fruitful part of the program was the Vulcan-hosted workshop and breakouts, where individuals from governments, academia, and industry worked together to articulate solutions in the EHDS. We'd like to extend a hearty thank you to our organizers and moderators: James McDermott, Sandy Vance, and Catherine E Chronaki, FHL7, FIAHSI, MBA, Jesper Kjær, and Lisa Collins. 🚀 HL7 Vulcan is proud to announce the launch of six new implementation guides as part of our Vulcan Interoperability Bridge (VIB) program — a significant milestone in bringing the power of FHIR standards to clinical research. With support from the ASTP and the FDA, 23 industry leaders collaborated on these 6 new guides, providing fully baked, ready-to-implement concepts that will bring tangible value to the world of clinical research. Focused on the areas of improved research site operations and the utilization of real-world data, these proofs of concept deliver faster reporting and reduced study costs. “This is only the beginning,” says Vulcan Founder Amy Cramer MMCi, BSN,CPHQ Cramer. “Clinical research needs to catch up with the technological infrastructure found in healthcare, and the VIB program is designed to illuminate these possibilities.” Through the VIB program, Vulcan is proving that interoperability can transform clinical research — for patients, providers, and the future of medicine. Big shout out to Sandy Vance for organizing and operating the VIB cohort, Amy Cramer MMCi, BSN,CPHQ and James McDermott for their leadership, and Stephen Konya and Mitra Rocca for their support of the project. Attendees will participate in testing and demonstrations, including a “Bring you own protocol" opportunity to apply the UDP FHIR specifications to your sample ICH M11-formatted protocol - guided by experts. HL7 Europe was pleased to participate in the Vulcan Utilizing the Digital Protocol Project track during the May 10-11, 2025 Working Group meeting in Madrid, Spain. Work progressed on the development and refinement of the eligibility criteria representation, improving data bundling strategies, and enhancing interoperability.
