INTOSAI Professional Standards Committee (PSC)

The 27th INTOSAI Professional Standards Committee (PSC) Steering Committee met on 26-27 June 2025 at the European Court of Auditors and online to reflect on critical challenges and define future priorities for public sector auditing standards. Chaired by ECA Member Helga Berger, the PSC Steering Committee coordinates the work of the PSC and ensures it supports INTOSAI’s strategic objectives. The 27th Meeting of the #INTOSAI PSC Steering Committee in Luxembourg is in full swing! Top representatives from supreme audit institutions across the globe have come together to collaborate, reflect, and help shape the future of public sector auditing. Day 1 featured three insightful roundtable discussions contributing to the development of the PSC Work Plan 2026 - 2028: 1️⃣ Challenges in Implementing ISSAIs 2️⃣ Artificial Intelligence & Technology in Auditing 3️⃣ Sustainability Reporting – Getting it Right We were pleased to welcome a range of inspiring panelists who brought valuable perspectives from their respective institutions – including Tribunal de Contas da União, UK National Audit Office, OECD - OCDE, The World Bank, SAI Saudi Arabia and Norway. As well from INTOSAI WGEA, INTOSAI DEVELOPMENT INITIATIVE (IDI), and IFAC , IIA Austria - Institut für Interne Revision Österreich, European Commission. Today, the focus is on the implementation progress of the Strategic Development Plan (SDP), a cornerstone for strengthening audit quality, coherence, and relevance worldwide for public sector auditing. The energy is high, the conversations are purposeful and the commitment to building strong, future-ready government audit institutions is shared by all 😊

Highlights from the ICS Meeting | 24–25 June 2025 | Luxembourg This week, the INTOSAI Internal Control Standards (#ICS) community came together in Luxembourg and online for two days of collaboration, knowledge-sharing, and strategic planning. The meeting brought together key representatives from the #INTOSAI community and beyond, including the PSC, GAO, The IIA, FIPP, ECA, and OECD to discuss: ✔️Perspectives from INTOSAI and ICS leadership ✔️ Progress on ICS activities and upcoming priorities ✔️ A first look at the #GAO Green Book 2025 ✔️ Review and discussion of the draft ICS Guidance on Auditing Internal Control ✔️ Updates from our partners #IIA and #OECD ✔️ Update on the state of play of our Strategic Development Plan #SDP ✔️ Next steps for the ICS work plan and support for the Strategic Development Plan 2023–2028 for INTOSAI Professional Pronouncements A big thank you to all participants - both in person and online - for your insights and engagement! 📢 Preparations are in full swing for the INTOSAI PSC Meetings 2025 in Luxembourg! From 24 to 27 June 2025, the following meetings of the INTOSAI Professional Standards Committee (PSC) will take place in Luxembourg in the European Court of Auditors: 📌 24–25 June - Meeting of the #INTOSAI Subcommittee on Internal Control Standards 📌 26–27 June 27th PSC Steering Committee Meeting 👥 We are looking forward to welcoming 83 participants – 53 on-site in Luxembourg and 30 online – representing 11 Supreme Audit Institutions (SAIs) from around the world, all four PSC subcommittees and our external stakeholders from IFAC, IIA, OECD, Worldbank, EU Commission, IDI. 🗣️ Key topics: 📌 Guidance on Auditing Internal Control, Cooperation Between Internal and External Auditors (ICS session) 📌 For the Steering Committee “Scanning the environment & planning our future – PSC subcommittees brainstorm for their new work programmes”. Yesterday, the European Court of Auditors had the great honour of welcoming His Royal Highness Hereditary Grand Duke Guillaume and Princess Stéphanie. During their visit, PSC Chair Helga Berger highlighted the important role the ECA plays as Chair of the #INTOSAI Professional Standards Committee and underlined how our work at the PSC contributes to global accountability, transparency, and good governance. In times of increasing complexity in the public sector, strong and consistent audit standards are essential. Standard setting is not an abstract exercise - it helps ensure transparency, accountability, and trust in public institutions. It was a great pleasure to visit the General Court of Audit - الديوان العام للمحاسبة and its President His Excellency Dr. Hussam Alangari alongside European Court of Auditors President, Tony Murphy (FCCA). We had fruitful discussions on future objectives and areas of cooperation, particularly on how #AI Artificial Intelligence and electronic audit systems can enhance our audit practices. The warm hospitality and open dialogue created an atmosphere of mutual respect and shared ambition. This visit was not only a valuable exchange of ideas, but also a step forward in building a strong and lasting partnership and in deepening our cooperation. Especially as the GCA is the Second Vice-Chair of #INTOSAI and member of its Governing Board and Chair of the Policy, Finance and Administration Committee (#PFAC).

“Collaborative and focussed” was the tone of the meeting between the PSC, Project groups and the #FIPP on the 6-7 May 2025 📄 We met to drive our Strategic Development Plan forward and bring our five initiatives to life. All parties were fully engaged in discussing the projects in detail and how best to coordinate them to reach the agreed milestones! A big thank you to the Comptroller and Auditor General of India for hosting the event 👏

Shaping the Future Together with the INTOSAI Financial Audit and Accounting Subcommittee (FAAS) Yesterday, we met with the Financial Audit and Accounting Subcommittee, Mr James Osborne, Director Financial Audit Practice and Quality, and Mr Steven McClenaghan, Senior Audit Manager at the UK National Audit Office in London. Together, we aligned our work plans for 2026–2028 and discussed key interfaces and areas of collaboration. It was a truly productive meeting – not least because FAAS is doing such fantastic work. Their dedication and expertise really set the stage for excellent future cooperation. I am very much looking forward to seeing how our joint efforts will strengthen the INTOSAI community and support our shared goals over the coming years. Today together with my PSC colleagues, I met Lee White, Chief executive Officer of IFAC - International Federation of Accountants, to discuss ways to further strengthen the cooperation between IFAC and the INTOSAI Professional Standards committee. As Chair of the INTOSAI Professional Standards Committee, I am convinced that closer collaboration is key to promoting high-quality public sector auditing standards worldwide. Our discussions were both inspiring and forward-looking, laying the groundwork for a new Memorandum of Understanding that will provide a solid framework for future meetings and joint activities.✨ I look forward to continuing this important dialogue and to working together to enhance trust, transparency, and accountability in the public sector globally.🌏 #transparency #audit #accountability
