LAGOS HOLDS POLICY DIALOGUE ON SUSTAINING HPV VACCINATION ...As WAVA Pushes for Stronger Financing and Roadmap in Lagos HPV Vaccination ...Experts Urge Wider Access, and Community Mobilization ...HPV Vaccination Seen as Key to Preventing Cervical Cancer in Lagos The Lagos State Government, in partnership with Women Advocates for Vaccine Access (WAVA), has convened in consortium with Management Sciences for Health and SCIDaR - Solina Centre for International Development and Research, a high-level research dissemination and policy dialogue aimed at sustaining the Human Papillomavirus (HPV) vaccination programme in the state. The event, held on Tuesday, September 30, 2025, at Protea Hotel, Alausa-Ikeja, brought together policymakers, researchers, and development partners to chart a sustainable pathway for HPV vaccine delivery in Lagos. In his remarks, the Lagos State Commissioner for Health, Professor Akin Abayomi, underscored the urgent need for clarity and sustainability around the programme. He noted that while staff attitudes had shifted positively, with vaccination targets being exceeded, stakeholders needed to better understand the real cost of the vaccine, separate from logistics and mobilization expenses. The Commissioner further raised questions on funding sources, stressing the importance of determining whether current financing came from external donors, federal channels, or directly from the Lagos State Government. “All stakeholders need to be clear on where responsibility lies, especially as donor funding continues to shrink,” he said. While acknowledging the cost-effectiveness of prevention, he stressed that policy justification would require calculating the total financial implications of vaccinating all eligible girls aged 9 to 14. He recommended integrating HPV vaccination into the state’s social health insurance scheme to ensure long-term sustainability. Special Adviser to the Governor on Health, Dr. Kemi Ogunyemi, highlighted the progress Lagos had made in overcoming resistance to HPV vaccination. Cervical cancer is one of the leading causes of cancer deaths among women in Nigeria, despite being both preventable and treatable. Through the Evidence-Informed Technical Advocacy for HPV Vaccine Introduction in Nigeria project, Management Sciences for Health and partners Women Advocates for Vaccine Access (WAVA) and Solina Health are helping turn evidence into action—strengthening planning, financing, and policy for sustainable HPV vaccination. HPV is responsible for 95% of cervical cancer cases in Nigeria, so efforts to expand HPV vaccination are crucial. In recent weeks, MSH and partners have convened High-Level Policy Dialogues on Sustaining HPV Vaccination, bringing together government leaders, legislators, youth advocates, and community representatives to chart a path toward long-term HPV vaccine financing and delivery. In #Lagos, we were honored to welcome the Honorable Commissioner for Health, who formally launched our Policy and Programmatic Recommendations (PPRs), joined by the Special Adviser to the Governor on Health. These state-specific PPRs outline clear policy and financing actions for sustainable HPV vaccine delivery, informed by new MSH-led financial and policy analyses. In #Kaduna, the First Lady, represented by her Chief of Staff, unveiled the PPRs and was decorated as HPV Vaccine Ambassador, underscoring strong state-level political will. The dialogue also featured participation from the Commissioner for Health, the Emir of Zazzau, members of the House Committee on Health and PHC, and the State Primary Health Care Board—along with a moving appeal from an adolescent girl advocating for sustained vaccine funding. Next month, a national launch, co-hosted with the National Primary Health Care Development Agency (NPHCDA), will further advance these commitments and reinforce Nigeria’s leadership in cervical cancer elimination. For decades, Management Sciences for Health has partnered with The Global Fund to strengthen governance in the fight against HIV, TB, and malaria. Today, as a prime recipient of the Fund’s CCM Technical Assistance (TA) contract (2024–2028), we are supporting Country Coordinating Mechanisms (CCMs) and Regional Coordinating Mechanisms (RCMs) with a renewed focus on transparency, inclusion, and accountable oversight. Our recent work reflects this commitment: 🔖 In Timor-Leste, we supported adoption of updated governance manuals in 2024. 📑 In Cameroon, we strengthened charters and civil society engagement plans, laying a foundation for more inclusive decision-making. 🧾 In the Pacific Islands, we co-developed community-led monitoring guidelines to ensure community voices shape health program decisions. This work builds on the legacy of the landmark Grant Management Solutions (#GMS) program (2012–2017), where we provided support to 23 countries to improve oversight of more than 350 Global Fund grants worth $13.3 billion—nearly half of the Fund’s portfolio at the time. We also helped develop the CCM Governance Toolkit, now a standard resource for advancing transparency, inclusion, and accountability in Global Fund governance.
