The World Bank mission led by Shiro Nakata, Team Leader of UIHERP (Ukraine Improving Higher Education for Results) and Senior Economist, Education Global Practice, visited the Kyiv training site of the the Training program for academic managers. This was Mr. Nakata’s second visit, focused on first-cycle results, improvements in the second cycle, direct participant feedback, and the next step — scaling. What’s new 🔹 MoES and partners are tracking impact through the implementation of institutional change projects developed by participant teams: updated strategies, new initiatives across universities, stronger internal processes and HR approaches, faster decision-making, and healthier organisational environments. 🔹 Participant ratings and feedback for the first module of the second cycle are significantly higher than in the first cohort — the Programme was refined based on alumni feedback and is now more dynamic and practice-oriented. 🔹 Universities are asking to multiply the Programme internally and to create targeted learning tracks for classical, technical, and specialised institutions. “Human capital is the key resource for recovery. We are investing in university management teams and are ready to extend training to a wider group of staff — from senior leaders to administrators and student-service professionals,” said Mykola Trofymenko, Deputy Minister of Education and Science of Ukraine. “Developing academic management in Ukraine is a priority for us. We see progress within teams and tangible changes at universities. We will therefore support the scale-up of the Programme and continue working with its graduates,” underlined Shiro Nakata. The Training program for academic managers is a unique initiative of the Ministry of Education and Science of Ukraine, implemented by the British Council within the joint project of the Ministry and the The World Bank «Ukraine Improving Higher Education for Results» (UIHERP).The next stage will strengthen monitoring of graduate outcomes and support HEIs that are ready to roll out the training within their own teams.

European Union Highly Praises Ukraine’s Progress in Education and Science Reforms 🇺🇦 Today, the European Commission published the 2025 EU Enlargement Package – Country Report on Ukraine, a key document assessing Ukraine’s progress and outlining the next steps on the path to EU membership. The European Commission recognized “good progress” (4 out of 5 levels) in two areas under the responsibility of the Ministry of Education and Science of Ukraine: 25 “Research and Innovation” and 26 “Education and Culture”. The report also notes improvements in Ukraine’s preparedness to integrate into these EU sectors. Key factors behind the positive assessment: 🔹 The EU-aligned Law “On Preschool Education”, which lays the foundation for improving the quality of early childhood education in Ukraine; 🔹 The EU-aligned Law “On Vocational Education and Training”, opening the way for a modern, flexible system aligned with labor market needs; 🔹 The Eurydice National Unit in Ukraine, established at the Institute of Educational Analytics, which provides systematic information about the Ukrainian education system; 🔹 Enhanced participation in the Horizon Europe programme through strengthening the national contact points network. PolyTECH SUMMIT 2025 gathered more than 1200 technical students from 32 Ukrainian universities at UNIT.City in Kyiv. The event brought together education, business, and government to discuss how Ukraine is building a new ecosystem for technical education — from dual learning models and startup development to AI integration in universities and the creation of innovation parks under the Science City framework. Among the speakers were Mykhailo Fedorov, Oksen Lisovyi, Mykola Trofymenko, Mary Krasnoschok, Pavlo Mykhailiuk 🇺🇦, and Volodymyr Pavlikov. The summit brought together representatives of leading tech companies and educational institutions — including Ajax Systems, Credit Agricole Bank, OMD | Optimum Media, Sigma Software Group, Defender Media, Juscutum, Wantent, MeltWater Inc., Proste ZNO, and EIT Community Hub Ukraine. On the Startup Stage, students explored how to develop deep-tech startups, visited stands of university-based startup schools, and young teams presented their own technological solutions in robotics, security, analytics, and artificial intelligence. 🏆 The Startup Stage winner — ScoreLab — received $25,000 in AWS credits from the Ukrainian Startup Fund and residency at Ecosystem Hub UNIT.City. 🇺🇦 Ukraine and 🇩🇰 Denmark continue to strengthen cooperation in science, technology, and defence innovation. On 16–17 October, the Ukrainian delegation led by Deputy Minister Denys Kurbatov held meetings at the Technical University of Denmark (DTU), DTU Science Park, the National Defence Technology Centre (NFC), and the BioInnovation Institute (BII) in Copenhagen. 🤝 Discussions focused on joint R&D in unmanned systems, AI, materials science, cybersecurity, energy, and biotechnology. 🔬 Danish partners presented initiatives such as RAMP-UP, Clearsight (involving KPI, Ukraine), Defence Tech Denmark, and the NATO DIANA accelerator — a platform for developing dual-use technologies across Europe. The meetings laid the groundwork for joint laboratories, researcher exchanges, and Ukrainian participation in DIANA and BII programmes within the International Coalition for Science, Research and Innovation in Ukraine. The Ukrainian side presented the renewed national R&I ecosystem — Science City, the upcoming network of CoRE Defence centres, the new system of state R&D procurement, and Ukraine’s participation in Horizon Europe. The visit became another step in strengthening the partnership between Ukraine and Denmark in science, technology, and defence innovation — reaffirming a shared vision of science as a key instrument of security and sustainable development for both countries.

🇺🇦 Ukraine and partners launched the International Coalition for Science, Research and Innovation in Ukraine On 15 October in Brussels, the Kick-off meeting of the International Coalition for Science, Research and Innovation in Ukraine took place — an initiative launched during the Ukraine Recovery Conference 2025 in Rome. The Coalition currently includes Ukraine, the European Commission, UNESCO, Italy, Germany, Poland, Sweden, Portugal, Slovakia, Austria, the United Kingdom, Croatia, Denmark, Spain, Lithuania, Bulgaria, as well as international organizations and institutions — UNDP, the European Federation of Academies of Sciences and Humanities (ALLEA), Wissenschaftskolleg zu Berlin (VUIAS), the Alliance of German Science Organisations, Volkswagen Stiftung, and RI Logistica. The Ukrainian delegation presented the country’s key priorities: rebuilding research infrastructure, supporting researchers, policy support and capacity building, and combating Russian propaganda and disinformation in science. Ukraine calls on Europe to invest in history education as a tool of democracy. On 16–17 October, the 5th Annual Conference of the Observatory on History Teaching in Europe (OHTE) “History at All Costs” is taking place in Strasbourg. The event was opened by Deputy Secretary General of the Council of Europe Bjorn Berge. Deputy Minister of Education and Science of Ukraine Mykola Trofymenko joined the opening panel online and set out a practical agenda for partners across Europe. Quality history teaching must be treated as a “vaccine against manipulation”: invest in academic freedom, digital archives, and support for researchers and teachers; expand joint Ukrainian–European projects to counter disinformation. “For Ukraine, history is the pulse of identity. Even during the war, we document the truth, restore memory, and teach young people to think critically. This is part of our national defence,” said Mykola Trofymenko. Key call to action for Council of Europe member States and education communities: continue and expand solidarity with Ukraine within OHTE; open data and materials for joint reports and expert work; launch partnerships with Ukrainian universities and schools to create Centres for European History, joint courses, textbook research, and fact-based approaches to history teaching. We thank the Council of Europe for the Budget Committee decision of 9 October 2025 extending, on an exceptional basis, the mechanism allowing other member States to voluntarily cover Ukraine’s obligatory contributions to the OHTE budget for 2026–2027. Ukraine has been a full OHTE member since 2024.
