About us

UN-OHRLLS was established in 2001 and today serves 91 vulnerable Member States of the United Nations. The 46 Least Developed Countries (LDCs), 32 Landlocked Developing Countries (LLDCs) and 38 Small Island Developing States (SIDS) are facing their own unique sets of challenges in achieving sustainable development and internationally agreed goals. At UN-OHRLLS, we mobilize international support and advocate in favour of the three vulnerable country groups. We raise awareness about the economic, social and environmental potential that exists in these countries and ensure that the pressing needs of the 1.1 billion people who live in them, remain high on the international agenda. UN-OHRLLS is headed by High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, Ms. Rabab Fatima.

    We are pleased to be in Harare, Zimbabwe, for the launch of the "From Data to Policy: Strengthening Trade & Transport Cost Analysis in LLDCs" National Workshop. Taking place on November 5-6, 2026, this two-day forum provides a vital platform for policymakers, analysts, private sector actors, and academia to collaborate, exchange knowledge, and develop actionable solutions to trade and transport challenges. The workshop aims to: - Strengthen capacity in estimating trade and transport costs - Identify constraints to trade competitiveness - Promote evidence-based policy development We are grateful for the partnership with the Government of Zimbabwe's Ministry of Transport & Infrastructural Development, UNCTAD, UNECA, the UN Resident Coordinator Office. Together, we strive to foster sustainable improvements in trade facilitation and regional integration through strengthened collaboration and innovative policy approaches.     From Data to Policy: Strengthening Trade and Transport Cost Analysis in Zimbabwe. This was the title of the workshop that concluded in Harare, Zimbabwe today. Without direct access to the sea, LLDCs face higher transport and transit costs, longer delivery times, and complex cross-border procedures. The workshop brought together government representatives, experts and development partners, and focused on practical ways to measure and address these barriers, from using macro-level analytical tools like gravity models and trade databases, to hands-on approaches such as the Time Cost Distance Model and the Border Performance Index. These efforts are part of the implementation of the Awaza Programme of Action for LLDCs for the Decade 2024–2034 (APoA), which calls for renewed action to reduce trade costs, improve connectivity, and strengthen the participation of LLDCs in global trade. 🔗 Learn more about it here: https://lnkd.in/e8vYvKNV

    Attending COP30 in Belém, Brazil? Register to join us for an important discussion on accelerating NDC Implementation in Small Island Developing States (SIDS). As the world grapples with the escalating challenges of climate change, the role of Nationally Determined Contributions (NDCs) becomes ever more crucial in steering countries towards the goals of the Paris Agreement, particularly maintaining global temperature rise within 1.5°C. COP30 serves as a vital platform for SIDS to showcase progress, address implementation gaps, and fortify strategies for effective climate action, in alignment with the priorities of the Antigua and Barbuda Agenda for SIDS (ABAS). This event will concentrate on the lessons learned from NDC implementation within the energy and transport sectors, crucial for the transition to low carbon economies.     Congratulations to Mongolia for taking bold initiatives toward implementing the Awaza Programme of Action for Landlocked Developing Countries (LLDCs)! Today’s national consultation in #Ulaanbaatar marked a significant milestone in translating the Awaza Programme of Action (2024–2034) into concrete action. Adopted by the UN General Assembly and endorsed at the Third UN Conference on LLDCs, this global framework aims to address the unique development challenges faced by 32 LLDCs worldwide. Mongolia’s leadership—having co-chaired the negotiations and now moving swiftly to integrate the Programme into national development plans—sets a strong example for others. By prioritizing structural transformation, trade facilitation, connectivity, climate resilience, and means of implementation, Mongolia is paving the way for inclusive and sustainable growth. Our USG and High Representative, Rabab Fatima, congratulated #Mongolia on these significant initiatives, saying: "I commend Mongolia for its leadership and commitment to advancing the Awaza Programme of Action for Landlocked Developing Countries. Your proactive initiatives toward national implementation set a strong example for all LLDCs as we work together transforming landlocked into land-linked developing countries."
