Enhancing health crisis readiness with AI, policy co-creation, and inclusive stakeholder engagement across Europe.

About us

PREPSHIELD aims to foster a more holistic and citizen-centric approach to health crisis preparedness and management, by co-creating policy recommendations, methods and an AI-powered platform for crisis management to better prepare for and address health emergencies from a social and societal perspective. To reach this objective, PREPSHIELD will rely on the participation of public authorities, citizens (specifically from vulnerable and non-compliant groups), CSOs, DROs and healthcare institutions. Based on the needs of these groups, PREPSHIELD will develop recommendations for health crisis preparedness, management and communication as well as tools to simulate future crises through an iterative process, involving various pilots for their evaluation. These pilots will include a communication pilot, tabletop exercises and an online exercise, which will include all these stakeholders and take place at different scales in different countries: local (Hamburg, DE), regional (Piedmont, IT) and national (Romania). The online exercise will rely on a PREPSHIELD platform and app (built on the proven CRIMSON platform) to reproduce real-life crisis communication conditions and provide decision-makers with simulations and feedback on the behaviour, wellbeing, capacities, and resources of the other stakeholders. The project brings together a complementary consortium of five universities, two public authorities, one RTO, two non-profit organizations, one SME and two large enterprises from seven European Union countries (and Switzerland)

  • 🚨 𝗖𝗼-𝗖𝗿𝗲𝗮𝘁𝗶𝗼𝗻 𝗠𝗼𝗱𝗲𝗹𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗚𝗿𝗼𝗻𝗶𝗻𝗴𝗲𝗻 𝗖𝗿𝗶𝘀𝗶𝘀 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗧𝗲𝗮𝗺 🚨 On 𝟮𝟮 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟱, Francesca Giardini and Echo Teng Li (University of Groningen, PREPSHIELD researchers) organized a 𝗰𝗼-𝗰𝗿𝗲𝗮𝘁𝗶𝗼𝗻 𝘄𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗮𝘁 Veiligheidsregio Groningen (𝗩𝗥𝗚) with Safety Region Experts.   • 🤝 Strengthening European Crisis Preparedness: Consortium Meeting The PREPSHIELD consortium gathered in Hamburg on September 17th for our pivotal consortium meeting at the historic Town Hall. Bringing together 13 partner organizations from 7 countries 🌍 (Italy, Netherlands, Norway, Germany, Switzerland, France, Greece, and Romania), we conducted comprehensive reviews and strategic planning sessions that will shape the future of our crisis management innovations. Key Focus Areas: 🔍 In-depth analysis of our first Tabletop Exercise in Steilshoop - identifying successes, challenges, and improvement opportunities; 📚 Training programme evaluation - refining our approach based on real-world implementation; 🚀 Next phase planning - integrating AI models and mobile app technology for upcoming exercises in Piedmont and Romania; 📱 PREPSHIELD app development - advancing content population and user experience; 💡 Communication strategies - enhancing health crisis communication approaches; 📊 Impact assessment - analyzing evaluation data to drive continuous improvement. The collaboration between universities, research institutes, government agencies, civil society organizations, and technology companies demonstrates the power of cross-sector partnerships in addressing complex societal challenges.   • 🚨 Milestone achieved! Last Tuesday marked the first Tabletop Exercise of the PREPSHIELD Project, hosted at local scale in Hamburg, organized by the Martin Luther King Church of Steilshoop and the city of Hamburg (Freie und Hansestadt Hamburg). This inaugural exercise (1 of 3 planned) broke new ground by reimagining citizen involvement in crisis preparedness. Unlike traditional formats, we created direct dialogue between the crisis management team and citizens, fostering respectful discussions with multiple perspectives. Key Achievements: ✅Crisis teams gained valuable insights on psychological health impacts in crisis communication ✅Citizens brought real-world COVID-19 experiences that enriched decision-making processes ✅Successful departure from classic tabletop formats enabled meaningful stakeholder dialogue ✅Transparency proved crucial - citizens valued hearing crisis management team discussions Critical Lessons Learned: 🔄 Importance of citizen and crisis management team interactions 📱 Need to introduce the platform early in the exercise 🎭 Importance of role-playing elements alongside discussion-based formats 💡 Importance of enhanced training for high-stress crisis simulations 🤝 Reliance on local networks for authorities Looking Ahead: The insights from this first exercise are directly shaping our approach for the remaining two exercises in Piedmont (February 19th) and Romania (April 22nd), where we'll integrate mobile apps and AI simulation models while ensuring methods remain realistic and scalable from local to national levels. This is just the beginning of transforming how we prepare for crises across Europe through inclusive, innovative approaches.
