The AI debate is vibrant, but the human rights impacts of government interventions in AI merit much deeper exploration. Top of mind for me are overbroad government demands for data (think: all your chatbot interactions) and overbroad restrictions on content (think: what models can be trained on or how they respond to prompts). This timely report from the Global Network Initiative covers these risks and much more, placing them in a broader framework for understanding the human rights impacts of government interventions in AI. The report also shows how relevant the GNI principles and implementation guidelines remain across multiple generations of technology development. Human rights teams (etc.) from all companies deploying AI should be familiar with these risks, not just AI developers. Thank you, Min Aung, for leading this effort. #bizhumanrights

📢 The Global Network Initiative (GNI) has released a statement ahead of the upcoming signing ceremony for the UN “Hanoi” Convention Against Cybercrime. We remain deeply concerned about the Convention’s implications for human rights. Its provisions risk enabling: 👁️ Extraterritorial surveillance of human rights defenders, 🧑💻 Harassment of tech company employees, and 💻 Compromises to systems protecting user privacy and security. Over the past 10 months, these concerns have only intensified as states continue to misuse cybercrime laws, expand surveillance, and undermine encryption. We urge rights-respecting governments not to sign or ratify the Convention. 🌍 Reflections on Internet Governance, Platform Accountability, and AI at FIFAfrica 2025 The Forum on Internet Freedom in Africa (FIFAfrica) 2025, held in Windhoek and organized by GNI member Collaboration on International ICT Policy for East and Southern Africa (CIPESA), brought key digital rights and governance issues into focus. GNI's new blog outlines insights from the forum, emphasizing the importance of: ✅ Multistakeholder participation in the WSIS+20 review, and the need for stronger African engagement in shaping a secure, open, and rights-respecting Internet. ✅ Greater platform accountability, especially in addressing biased content moderation and the underrepresentation of African languages and cultures in automated systems. ✅ The dualities of AI in Africa, where rapid growth exists alongside digital divides. Rights-respecting, inclusive AI governance and capacity-building remain urgent priorities.
