UNDP Climate’s flagship NDC Insights Series provides timely analysis and key updates as nations prepare and submit their new NDCs ahead of #COP30. This latest edition dives into emerging trends on ambition, quality and policy coherence - examining how NDCs align with national development plans. It also highlights just transition as a defining feature of this new generation of NDCs, linking environmental goals with social equity and decent work. -- Key insights and takeaways -- 🔹 62 countries have submitted new NDCs as of 15 October 2025 - representing around 31% of global GHG emissions. 🔹 Countries are applying a range of approaches to enhance mitigation ambition and strengthen adaptation. 🔹 Political moments like the United Nations Climate Summit 2025 and Pre-COP reaffirmed the central role of multilateral cooperation and UN support. 🔹 Policy coherence is emerging as a defining feature, aligning NDC targets with development and sectoral priorities. 🔹 81% of new NDCs include aspects of just transition. Tackling the climate crisis requires all countries to make bold pledges under the Paris Agreement, or NDCs, to reduce emissions of the greenhouse gases that cause global warming and strengthen adaptation to its impacts. At UNDP Climate, our commitment is to ensure that any country wishing to increase the ambition of their national climate pledge is able to do so. UNDP is now scaling up its support for countries to turn their NDC targets into concrete action – while continuing to push for greater ambition. Leveraging the NDCs as an umbrella, UNDP is bringing together its extensive infrastructure, networks and breadth of substantive offers to provide comprehensive support on NDC implementation. This effort is underpinned by strong support to green COVID-19 recovery measures, as well as leveraging UNDP's strength through measures that align UNDP’s broader portfolio with the Paris Agreement and NDCs.

How is locally led adaptation shaping a climate-resilient future? 🌏 From flood-prone villages in Bangladesh to the rangelands of Tanzania and the semi-arid farmlands of Brazil, communities are leading the way on climate adaptation — designing solutions rooted in local knowledge and innovation. Over the past 5 years, the UNDP - Adaptation Fund Climate Innovation Accelerator (UNDP-AFCIA) has supported 44 organizations across 33 countries to develop and scale locally led adaptation solutions. Together, they have reached more than: 🔹 2.6 million people 🔹 Created 1,300 green jobs 🔹 Restored 29,000 hectares of land 🔹 Strengthened the resilience of the world’s most vulnerable communities. At Pre-COP30 in Brasília, UNDP’s Marcos Neto highlighted the importance of investing in youth leadership for more ambitious climate action. Investing in resilience means protecting lives and livelihoods before disaster strikes. But resilience is not built overnight — it is planned, financed, and sustained. In 2017, GCF, UNDP, and the Government of Viet Nam launched an initiative to protect coastal communities from worsening storms and floods.
