The U.S. Plastics Pact is bringing together businesses, government entities, non-governmental organizations, researchers, and other stakeholders to work collectively toward a common vision of a circular economy for plastics, as outlined by the Ellen MacArthur Foundation’s New Plastics Economy Initiative. This vision aims to ensure that plastics never become waste by eliminating the plastics we don’t need, innovating to ensure that the plastics we do need are reusable, recyclable, or compostable, and circulating all the plastic items we use to keep them in the economy and out of the environment.

Washington’s Department of Ecology has long been a driving force in waste reduction and circular materials management in Washington State, from banning single-use plastic bags to setting ambitious targets for recyclable, reusable, and compostable packaging. Activator Accelerators are companies, governments, trade organizations, nonprofits, and public-sector organizations that have made a commitment to be USPP members through 2030 to help achieve the Pact’s five Targets. Having a state-level Department of Ecology at the table strengthens the U.S. Plastics Pact’s mission by connecting policy development, on-the-ground implementation, and industry innovation. Their regulatory leadership and infrastructure focus help ensure that packaging innovations have the systems in place to succeed so we can turn design ambitions into measurable impact in the real world. I was happy to speak on a panel yesterday at the Innovation Forum’s Sustainable Packaging Innovation Forum , where we dug into what it will really take to accelerate progress on circularity. My fellow panelists Renata Neri, Chris Bradley, Cait Green and I were asked an interesting question by Shira Lane - “If you had a magic wand, how would you use it?” In response, I said that I’d make sure we pull the demand lever and pair it with strong domestic sourcing requirements. Because when we match real, durable demand for postconsumer recycled content (PCR) with policy that supports North American recyclers, we create the conditions for true systems change. There’s really no magic 🪄 in it—just the hard, necessary work of aligning the market and the mission. And that’s exactly what we’re committed to at the U.S. Plastics Pact. At this month's Activator meeting, the US Plastics Pact Policy Workstream shared the draft of our updated Extended Producer Responsibility (EPR) position. Workstream participants representing the diverse membership of the workstream led the presentations and breakout rooms. And the best and most impactful thing about the US Plastics Pact was on full display. Everyone - from local municipalities to chemical recyclers to brands & retailers to packaging suppliers to NGO's - came together in respectful dialogue to discuss each other's real needs and challenges and ideas for solutions. Despite the differing backgrounds and priorities, there was a shared vision: identifying policy solutions that can drive meaningful progress toward circularity. We are at a critical moment for the long-term health of our planet - yet we're in a time of increasing division. Instead of finding solutions, efforts are focused on out maneuvering, mistruths, insults, and refusing to talk to each other. At this critical moment, organizations like the U.S. Plastics Pact are needed now more than ever to lead the way forward. And I'm proud to be a part of it. 🚨 Last week, we held the second meeting of the Reuse in Retail Initiative (RRI) Scoping Phase, a collaboration between the U.S. Plastics Pact, Upstream, and WRAP. During this session, participating brands and retailers received valuable guidance from leading reuse pioneers on how to identify the most operationally, commercially, and environmentally feasible product categories and SKUs for the future of the initiative. 🔑 A key takeaway: standardization—as seen in more mature packaging supply chains—is essential to cost-effectively and efficiently scale reuse across product categories. The discussion also emphasized that products offered in reusable packaging must be made intuitively convenient for all stakeholders: for consumers, through variety, education, and affordability; and for retailers and brands, through supply chain efficiency. 👏 A huge thank you to Tom Szaky, Helen Clements, and Stuart Chidley for sharing your learnings and expertise.
