Quantitative and qualitative data were collected in the study, and are presented in this paper. The researchers provide an analysis of both the quantitative and qualitative data, and discuss implications of the results. -

A pilot survey was carried out in the Spring Semester 2002 of 94 first-year engineering students to assess their foreign language competencies. We found proficiency levels in that survey high enough to suggest that global engineering education policies may be based on the abilities of 40-50% of Penn State engineering students to function well in foreign language environments, while recognizing that the provision of a preparatory intermediate level course or intensive language training may often be helpful. The survey was repeated for 221 first-year engineering students in the fall of 2002 to confirm the preliminary results, which they did. These local data are presented as a research note to address several policy issues that are not often formally addressed. We conclude that if these preliminary data are confirmed, student foreign language abilities should be viewed as a resource rather than as an impediment for globalizing the engineering education curriculum.

Based off of the successful INNOVATE in Asia Program (2006 - 2010), INNOVATE: Technology Globalization and Innovation in China is a study abroad program and international conference for undergraduate and graduate students in business and engineering that examines the relationship between technology, globalization, and leadership in the contemporary marketplace. Participants spend five days each in two exciting cities in China - Beijing and Shanghai - participating in meetings with key business, academic, and government leaders. Students will also engage in professional site visits to many leading multi-national and domestic Chinese companies. INNOVATE China is administered by the University of Pittsburgh's Engineering International Programs office with Rice University and other international institutions participating in the spring seminar course and ten-day program abroad.
INNOVATE involves students from multiple countries and numerous US and international universities. In the spirit of international collaboration, the program is designed to promote interaction among students of various cultures and backgrounds. Outside the formal framework of the program, the conversations that occur during dinner and sightseeing excursions are opportunities for participants to reflect on what they have learned and to challenge their thinking about their own cultures. INNOVATE prepares tomorrow's leaders to grapple with the issues of technology and globalization, not just in the abstract, but also through direct experience.
