🔊 CAIDP Advises Peru on the Proposed National AI Strategy 2026-2030 🇵🇪 The Center for AI and Digital Policy provided recommendations to Peru on the Proposed National AI Strategy 2026-2030. 👏CAIDP recognizes Peru's efforts to prioritize human rights and societal well-being while mitigating risks to democracy and fundamental freedoms. CAIDP has previously provided advice on Peru’s AI policies; we have: 🗣️Commended Peru’s first National AI strategy (2021). 🗣️Contributed to the Draft regulations of the Artificial Intelligence Act (2024) 👏👏We applaud Peru’s sustained leadership in AI governance, with the formulation of a new national strategy that builds on the AI Act. The proposed AI Strategy integrates established regional and global frameworks, including the OECD AI Principles, the UNESCO Recommendations on the Ethics of AI, and the Montevideo Declaration on AI Governance in Latin America and the Caribbean, which prioritize respect for human rights, democratic values, and the rule of law. CAIDP has provided key recommendations below to further strengthen Peru's proposed National AI Strategy (ENIA). 1️⃣Establish liability mechanisms within the legal framework to realize the principles of accountability. 2️⃣Ensure meaningful contestability mechanisms for those affected by adverse outcomes of automated decisions. 3️⃣Make human rights, non-discrimination, and due process binding constraints in the ENIA implementation. 4️⃣Integrate a stronger Human Rights-Based Approach to ENIA’s Vision and Objectives. 5️⃣Strengthen ENIA’s systematic and inclusive approach to Public Participation. 6️⃣Integrate human rights-based pillars into ENIA’s Strategic Implementation. 7️⃣Strengthen AI governance capacity as well as institutional independence for monitoring the Strategy’s implementation. 8️⃣Adopt the Council of Europe Framework Convention on AI to reinforce Peru’s leadership in ethical AI. CAIDP recognizes Peru’s progress in building an ethical and inclusive AI ecosystem. Africa Must Lead in the Age of Artificial Intelligence At the Pan-African Parliament (PAP) workshop on Artificial Intelligence (AI), President H.E. Chief Fortune Charumbira underscored a powerful message: Africa cannot afford to be a passive observer in the digital revolution. From healthcare and agriculture to governance and education, AI offers immense opportunities to deliver The Africa We Want under Agenda 2063. Yet it also poses risks—economic displacement, digital colonialism, and threats to sovereignty. That is why PAP is building parliamentary capacity for AI governance—to craft robust laws, ensure ethical oversight, promote digital inclusion, and harmonise policies across the continent. 👉 Africa’s youth bulge makes this mission urgent. By 2030, 30 million young Africans will enter the labour market each year. Harnessing AI can turn this demographic wave into a driver of jobs, innovation, and democratic participation. As President Charumbira stated: “The question is not whether Africa will be affected by AI. It is whether we will shape AI to serve the African people, or allow others to shape it for us.” The future begins with leadership. Breaking new ground! Our study, "Ethical oversight of Artificial Intelligence in Nigerian Healthcare", reveals the double-edged sword of AI in healthcare. While AI promises improved diagnostics and efficiency, Nigerian ethics committee members highlight significant hurdles: limited knowledge, financial barriers, data privacy concerns, and ethical risks. Through in-depth interviews with ethics committee members across southwest Nigeria, we uncovered key challenges and opportunities. The results underscore the need for comprehensive regulatory frameworks, collaborative governance, and trust-building through demonstrated AI accuracy and reliability. This pioneering study shines a light on the path forward: training, investment, and multi-stakeholder partnerships can unlock AI's potential in Nigeria's healthcare sector.
