      6 Months into the Procurement Act 2023: What Have We Learned? Tussell's latest report takes a deep dive into how the public sector has responded to the Procurement Act since it came into force earlier this year. The findings show both opportunities and challenges ahead: - Publishing gaps remain: Some sectors (like education) are publishing fewer notices than before the Act, raising compliance questions. - The Competitive Flexible Procedure (CFP) is gaining traction: Now used in 6% of tenders by volume, but a striking 27% by value, largely in big contracts and frameworks. - Social value is climbing the agenda: Mentions in award criteria have risen more than tenfold, and 4% of notices are now reserved for SMEs and VCSEs. - Localism is growing: Buyers are beginning to reserve contracts for regional firms, with Yorkshire leading the way. - Frameworks are being reshaped: Dynamic markets and open frameworks creating new entry points for smaller suppliers. The Procurement Act represents the most significant shift in public procurement in over a decade. While adoption is uneven, it’s clear that social value, transparency, and SME participation are becoming central to procurement strategy.       Public Sector Procurement: From Compliance to Real Value Working with procurement professionals in the public sector, one thing I keep hearing is how hard it can be to balance transparency, value for money, and agility. The reality is, public procurement has evolved. It’s no longer just about getting the lowest price. It’s about impact making choices that drive better outcomes for communities, encourage innovation, and support sustainable supply chains. What’s interesting is how much the mindset is shifting. I’ve seen more public bodies opening the door to early supplier engagement and collaborative partnerships, rather than treating procurement as a tick-box exercise. That’s a big step in the right direction. There’s still work to do, of course — especially when it comes to balancing compliance requirements with the need to move quickly. But the direction of travel feels positive: from process-heavy to purpose-driven.
