Yet, too often, we rush through design phases under cost and schedule pressure, only to discover downstream that what we 𝘴𝘢𝘷𝘦𝘥 early, we 𝘱𝘢𝘺 for many times over in rework, delays, and operational inefficiencies. That’s where 𝗜𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁 𝗗𝗲𝘀𝗶𝗴𝗻 𝗥𝗲𝘃𝗶𝗲𝘄 (𝗜𝗗𝗥) becomes a game changer. When done right, IDR isn’t about “checking design deliverables.” It’s about 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗶𝗻𝗴 𝗮𝘀𝘀𝘂𝗺𝗽𝘁𝗶𝗼𝗻𝘀, 𝘃𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗻𝗴 𝗱𝗲𝘀𝗶𝗴𝗻 𝗺𝗮𝘁𝘂𝗿𝗶𝘁𝘆, and ensuring the project is 𝗯𝘂𝗶𝗹𝗱𝗮𝗯𝗹𝗲, 𝗼𝗽𝗲𝗿𝗮𝗯𝗹𝗲, 𝗮𝗻𝗱 𝘀𝗮𝗳𝗲 long before steel is cut or concrete is poured. What I observed, leading execution teams across multi-billion-dollar projects, the best IDRs share three core traits: • 𝗧𝗿𝘂𝗲 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝗰𝗲: The review team has no stake in schedule or cost outcomes, their loyalty is to technical integrity and long-term value. • 𝗟𝗶𝗳𝗲𝗰𝘆𝗰𝗹𝗲 𝗽𝗲𝗿𝘀𝗽𝗲𝗰𝘁𝗶𝘃𝗲: They assess not just EPC deliverables, but how 𝘥𝘦𝘴𝘪𝘨𝘯 𝘤𝘩𝘰𝘪𝘤𝘦𝘴 𝘢𝘧𝘧𝘦𝘤𝘵 𝘤𝘰𝘯𝘴𝘵𝘳𝘶𝘤𝘵𝘪𝘰𝘯, 𝘤𝘰𝘮𝘮𝘪𝘴𝘴𝘪𝘰𝘯𝘪𝘯𝘨, 𝘢𝘯𝘥 𝘰𝘱𝘦𝘳𝘢𝘵𝘪𝘰𝘯𝘴. • 𝗔𝗰𝘁𝗶𝗼𝗻𝗮𝗯𝗹𝗲 𝗼𝘂𝘁𝗰𝗼𝗺𝗲𝘀: Findings translate into measurable design improvements. not reports that gather digital dust. Projects with early, high-quality design reviews show up to 𝟯𝟬% 𝗳𝗲𝘄𝗲𝗿 𝗰𝗵𝗮𝗻𝗴𝗲 𝗼𝗿𝗱𝗲𝗿𝘀 and 𝟭𝟱–𝟮𝟬% 𝗹𝗼𝘄𝗲𝗿 𝗿𝗲𝘄𝗼𝗿𝗸 costs during execution. In an industry where margins are tightening and stakeholder scrutiny is higher than ever, 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁 𝗱𝗲𝘀𝗶𝗴𝗻 𝗮𝘀𝘀𝘂𝗿𝗮𝗻𝗰𝗲 isn’t a luxury, it’s a strategic necessity. 🏗️ EPC ≠ Everything One of the most common causes of project delays and disputes is scope confusion. Developers and EPCs both say “turnkey,” but what’s really included? Here’s the reality: ✅ What EPC really means • Engineering → system design, drawings, simulations, value engineering • Procurement → sourcing modules, inverters, structures, cables • Construction → building, installing, commissioning the plant as promised ⚠️ What EPC doesn’t cover (unless defined separately) • Land → developer’s responsibility • Permits → EPC can support, but accountability stays with the developer • Financing → EPC doesn’t bring the money • O&M → requires its own contract • Grid connection → the “grey zone” that MUST be defined in detail 💡 When these aren’t clarified, the result is scope gaps, finger-pointing, and costly delays. 👉 Bottom line: EPC means turnkey up to commissioning — nothing more, nothing less. If you want on-time, on-budget delivery, define every scope item before you sign. Energy efficiency projects get designed beautifully on paper… until we reach the part about where the data actually lies. Submetering gets pushed to the end, or treated like a “nice-to-have.” Luckily, it's no longer optional for projects in Singapore due to BCA's Green Mark requirements. From a project management point of view, submetering isn’t just a technical item — it’s a foundation of accountability. - Define metering points early, not during testing. - Cross-check with the O&M team, not just the drawings. Especially for existing facilities. Remember, a project without credible data will always have credibility issues later.
