🌍 Beyond INTERPOL: how Ukrainian authorities pursue suspects without a Red Notice INTERPOL is often seen as the main international tool for locating suspects. But what happens when the organization refuses to issue, or even deletes, a Red Notice? 👮♂️ Ukrainian law enforcement has adapted by actively using temporary arrest mechanisms available under the European Convention on Extradition and bilateral treaties. These requests allow authorities to detain a person abroad without the formal involvement of INTERPOL. Case in practice: After INTERPOL refused publication of a Red Notice, a Ukrainian authority sent 26 temporary arrest requests across Europe and the UAE. When the individual attempted to cross a border, he was detained based on one of these requests, and extradition proceedings were launched. ⚖️ This approach is not used in every investigation. It is typically applied in high-profile or high-stakes cases, including those that may carry a political dimension. In such circumstances, temporary arrest becomes a powerful instrument to ensure international pursuit despite INTERPOL’s refusal. Key takeaway: The absence of a Red Notice does not guarantee immunity from international detention. Global China and the Solomon Islands: Bringing Security to a Commonwealth Nation the Chinese Way 09/22/2025 https://lnkd.in/eYBFvVE7 China has implemented an unprecedented overseas surveillance program in the Solomon Islands, where Chinese police are collecting fingerprints and biometric data from citizens under the "Fengqiao Experience" - a community policing model based on Mao Zedong's Cultural Revolution-era mass surveillance system. The program, which began in Fighter One township and has expanded to 16 villages across Malaita province, represents the first known export of China's domestic surveillance apparatus to a foreign nation and has drawn criticism from opposition politicians who view it as an illegal infringement on constitutional rights.
