Today, I chaired the Cabinet meeting at Qasr Al Watan in Abu Dhabi, where we approved the establishment of the Regulatory Intelligence Office. This office will create a comprehensive legislative plan that integrates federal and local laws using artificial intelligence, connecting them with judicial rulings, executive procedures, and public services. This new system will track the daily impact of laws on our society and economy, utilising large-scale data while suggesting updates to legislation. It will connect with leading global research centres to adopt the best practices tailored to the UAE’s context. This AI-driven legislative system promises to revolutionize law creation, ensuring a faster and more precise process aligned with global best practices. We also approved the restructuring of the Emirates Council for Balanced Development, chaired by HH Sheikh Theyab bin Mohamed bin Zayed Al Nahyan. The Council develops impactful projects that promote balanced growth across the country and has completed numerous initiatives in UAE villages. We discussed the Ministry of Industry and Advanced Technology's preparations for the upcoming "Make it in the Emirates" Forum, which strengthens our industrial sector with opportunities, financing solutions, and partnerships worth AED 160 billion. Our industrial sector contributes AED 210 billion to our GDP and has grown by 59% over the past four years. Furthermore, we approved the Energy Efficiency Global Alliance announced during COP28, aiming to foster international cooperation and develop policies to double energy efficiency across sectors by 2030. We reviewed the "Plant the Emirates" campaign, initiated this season, as well as the annual report on money laundering and terrorism financing risks in the UAE. We also assessed new financing mechanisms for the Sheikh Zayed Housing Programme, which has issued 9,400 approvals worth AED 7.5 billion over the past three years to meet housing demand. Additionally, we discussed advancements in the UAE’s tax system, which supports our financial sustainability. The UAE ranks fifth in tax policy efficiency and second in combating tax evasion, according to the International Institute for Management Development (IMD). Our teams have registered 520,000 companies under Corporate Tax and 470,000 under Value-Added Tax. This tax system is vital to our economic foundation, reflecting our competitive economy and marking a significant advancement. The meeting concluded with the approval of 44 international agreements and authorisation for negotiations on investment protection with 30 countries. The UAE is committed to strengthening economic ties with friendly nations while maintaining its status as a global economic hub connecting East and West.
