🚨 Publication Announcement This baseline evaluation provides the foundation for measuring how UHC reforms will transform access, quality, and equity in the Philippine health system. Some insights to get you unsettled: ⚠️ In a population survey we conducted, only 7.4% of respondents accessed preventive care — and one-third of them turned to traditional healers (hilot, herbalists). ⚠️ Insurance ≠ Access. Quality care remains inequitable, hampered by fragmented financing, weak local governance, and misaligned incentives. ⚠️ UHC is incomplete without strong frontline providers. The Philippines still lacks a standardized, equitable system to support, train, and retain healthcare workers—especially physicians. This weakens care quality, morale, and continuity. On paper, we have universal coverage.
