José Francisco Manssur at the Sports Summit São Paulo 2025! With a career marked by decisive contributions to football and sports regulation in Brazil, José Francisco Manssur is a lawyer and partner at CSMV Advogados, as well as a Guest Professor of Sports Law at the University of São Paulo (USP). In 2023, he served as Special Advisor to Brazil’s Ministry of Finance, where he played a key role in shaping the regulation of sports betting and online gaming in the country. Manssur was also instrumental in the creation of the SAF Law (Sociedade Anônima do Futebol), a landmark reform that modernized the governance and management of Brazilian football.
