OECD Improving Active Labour Market Policies in Spain: Lessons from a Qualitative Assessment [30 October 2025] https://lnkd.in/gSa3czxr or https://lnkd.in/gSaGD4Hq The report presents the findings of a qualitative assessment exercise covering 38 active labour market programmes (ALMPs) implemented under Spain’s Recovery and Resilience Plan (RRP), and managed either by the State Public Employment Service (SEPE) or by regional public employment services. The assessment is structured around nine criteria covering the full ALMP cycle, from evidence-based design and effective outreach, through implementation and delivery of support, to monitoring and evaluation to inform decision making. The report identifies good practices across Spain and offers targeted recommendations to support mutual learning and guide the future development of ALMPs across the Spanish National Employment System. This report on Spain is the twentieth in a series of country reports on policies to connect people with better jobs.

📢 New Publication! The International Labour Organization introduces new indicators to strengthen labour administration. This tool aims to help governments improve effectiveness, accountability, and inclusion in line with international labour standards. The tool includes three subsets: 1️⃣ whole-of-ministry indicators of effectiveness 2️⃣ service-specific indicators for labour inspection, public employment services, social dialogue, and research 3️⃣ and a governance index providing a consolidated picture of performance To support adoption, the ILO will provide technical assistance to help #governments apply the indicators in practice and reinforce labour administration’s contribution to sustainable development. They also aim to contribute to debates within the ILO on governance, fair mobility, and protection for temporary migrant workers. With Malta's new Labour Migration Policy coming into force, high employee turnover will now come at a cost. This Policy is more than an administrative update; it’s a shift in how the country manages access to its labour market. For industries heavily reliant on third-country nationals (TCNs), such as construction and hospitality, the message is clear: sustainability, not turnover, is the new compliance standard. It will be interesting to see whether employers view this as a hurdle, or else as an opportunity to strengthen retention, invest in training, and adopt more sustainable termination practices.

DESCRIPTION This paper examines a significant issue in South Africa’s labour landscape: the increase in unprotected strikes and informal employment. These challenges extend beyond mere policy or legal frameworks; they reflect the lived experiences of workers who feel marginalised, insecure, or excluded from established employment systems. Across various sectors, including agriculture, manufacturing, domestic work, and the gig economy, an increasing number of South Africans are engaged in work without formal contracts, benefits, or the essential protections typically associated with formal employment. Concurrently, there is a rise in unprotected strikes-actions taken outside of established legal frameworks-indicating a deeper sense of frustration and a diminishing trust in existing negotiation and resolution mechanisms. This paper utilises secondary data from reports published in 2024, academic research, and practical case studies to analyse the factors contributing to these developments. It addresses economic issues such as job scarcity and inequality, the decline of trade unions, and the challenges faced by employers in a difficult economic climate. Employing the Industrial Relations Systems model, we investigate the responses of key stakeholders-workers, employers, and the government-and the consequences that arise when these relationships deteriorate. 🔍“Know your Employment and Labour Law” presents country profiles from the Labour Rights Index 2024, co-produced by the WageIndicator Foundation (Netherlands) and the Centre for Labour Research (Pakistan). The Index and its detailed country profiles are aimed at workers, employers, labour inspectorates, and policymakers in a country, helping them identify rights, obligations, compliance points, and areas of improvement. 📊 South Africa is an Upper-middle-income country in #SubSaharanAfrica. Its population is 59.89 million, of which 25.47 million are in the labour force. Informal Employment in South Africa is 41%. According to the Labour Rights Index 2024, South Africa scored 81 out of 100, and its rating is "Approaching Access to Decent Work”. The country scores must be considered together with the detailed contextual indicators that form a country profile. 📘The #LabourRightsIndex is a de jure index that measures the presence or absence of relevant legislation in 145 countries. The Labour Rights Index compares local labour legislation with international labour standards and scores it accordingly. It has 10 indicators and 46 evaluation criteria or sub-indicators.
