Horizon grants have become a regular source of financing for these companies, rather than an opportunity to fund innovative ideas. In my last piece, I argued that Canada needs to focus on building complete homes and communities, not just houses. My new op-ed in The Hill Times continues this line of thinking, applying the public purpose lens to innovation. For too long, we’ve had a similar problem: our governments have focused on subsidizing technology creation by a few firms, rather than promoting the widespread adoption of technology by all firms. This narrow focus is a key reason we have a productivity problem. True innovation, as defined by the OECD, is about use and implementation. If a small business in our massive service sector adopts a new tool that improves its performance, that is an innovation. Since public money is being used, the effectiveness of our innovation policy must be measured by the public benefits it provides to citizens. It’s time to pivot. Our President, Dave Watters, has a new op-ed in The Hill Times today. He argues that to improve Canadian productivity, we must pivot from subsidizing technology "creation" to supporting widespread technology "adoption". Since public money is used, innovation's effectiveness must be measured by the public benefits it provides to citizens. 🚀 A pivotal moment for European innovation The European Innovation Council (EIC) Board has just released its statement on the Commission’s FP10 proposal - and the message is clear: Europe is doubling down on innovation. 💡 The Board welcomes the Commission’s strong commitment to a standalone innovation pillar centred around the EIC, with a proposed 3.5× budget increase - a powerful signal at a time when negotiations on FP10 are underway. 🔗 This vision keeps the EIC’s independence intact, reinforces the full innovation journey from research to scale-up, and strengthens Europe’s ability to turn breakthrough ideas into global impact. ⚙️ Yet, as the statement highlights, some key details remain to be defined -particularly around: • Reflows to the EIC Fund • The ARPA-like Challenge model • Synergies with the ERC and Pillar 2 🌍 For countries like Bulgaria, where innovators are increasingly active in deep tech and emerging sectors, a stronger, better-resourced EIC could open new pathways to scale European excellence from every corner of the continent.

𝗛𝗼𝘄 𝗰𝗮𝗻 𝗘𝘂𝗿𝗼𝗽𝗲 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲 𝘁𝗵𝗲 𝘀𝗶𝗻𝗴𝗹𝗲 𝗺𝗮𝗿𝗸𝗲𝘁 𝗯𝘆 𝟮𝟬𝟮𝟴? 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗔𝗿𝗰𝗵𝗶𝘁𝗲𝗰𝘁𝘂𝗿𝗲 𝗮𝘀 𝘁𝗵𝗲 𝗦𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝘁𝗼 𝘁𝗵𝗲 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗯𝗹𝗲𝗺. Previous observations have been confirmed that the European Commission's internal organisational structure suffers from coordination failures and information fragmentation between different Directorates-General (DGs). This institutional fragmentation is a direct barrier to the knowledge spillovers required by Romer's Endogenous Growth Theory, which are key to technology diffusion. Our proposed Interoperable R&I Resource Bank Format™ is a technical and institutional response to this problem. It offers an interoperable digital backbone (based on the EIRA architecture) that enforces coordination and enables information to flow seamlessly between the various pillars of FP10, ensuring the efficient utilisation of R&I investment.
