Data Innovation Fund: Western Indian Ocean Route Study

Produced in collaboration with UNHCR, the UN Refugee Agency and Mixed Migration Centre (MMC), the study connects data, protection, and operational realities to better understand the risks faced by refugees and migrants on the move. Behind every data point is a person, often moving with limited options and high risks. The Western Indian Ocean Route to Mayotte is one of the most underreported mixed movement corridors on the African continent.   A new joint brief by MMC and UNHCR, the UN Refugee Agency sheds light on the risks and lack of protection faced by people on the move in this route:   🔹 𝗝𝗼𝘂𝗿𝗻𝗲𝘆𝘀 𝗮𝗿𝗲 𝗹𝗼𝗻𝗴, 𝗰𝗼𝗺𝗽𝗹𝗲𝘅, 𝗮𝗻𝗱 𝘂𝗻𝘀𝗮𝗳𝗲. People travel from the Great Lakes, Somalia, Madagascar and Comoros to Mayotte, often via insecure boats, with limited access to food, water or protection. 🔹 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁𝘀 𝗮𝗿𝗲 𝗺𝗶𝘅𝗲𝗱 𝗮𝗻𝗱 𝗱𝗶𝘃𝗲𝗿𝘀𝗲. Some flee war and persecution; others move due to economic hardship or family ties. All face a route with few legal pathways and limited support.   🔹 𝗥𝗲𝗳𝘂𝗴𝗲𝗲𝘀 𝗮𝗻𝗱 𝗺𝗶𝗴𝗿𝗮𝗻𝘁𝘀 𝗳𝗮𝗰𝗲 𝘀𝗲𝗿𝗶𝗼𝘂𝘀 𝗿𝗶𝘀𝗸𝘀. Many reported being beaten, robbed, or abandoned by smugglers. Women and children described family separation and sexual exploitation.    🔹 𝗦𝗺𝘂𝗴𝗴𝗹𝗲𝗿𝘀 𝗽𝗹𝗮𝘆 𝗮 𝗰𝗲𝗻𝘁𝗿𝗮𝗹 𝗮𝗻𝗱 𝗰𝗼𝗲𝗿𝗰𝗶𝘃𝗲 𝗿𝗼𝗹𝗲. Powerful initiative — connecting data to protection is exactly what’s needed to move beyond abstract numbers and toward real impact. The Western Indian Ocean Route has long been under-documented, and this kind of evidence-based work can finally help shape more targeted, humane, and preventive responses. Behind every dataset is a human story — and it’s encouraging to see innovation being used to protect, not just to analyze.
