About us
The Department of Excise and Licenses (EXL) is the City and County of Denver's licensing authority for all business and professional licenses, except for motor vehicles and building/development. EXL qualifies applicants, conducts background checks, decides which licenses to issue, collects fees, and grants, renews and denies applications. EXL also holds hearings about liquor, marijuana, denied applications and violations and is the City's licensing authority for administering the Colorado liquor and beer codes. Additionally, the department works in conjunction with the State of Colorado to manage medical marijuana licenses.

That’s why we created our social equity program that gives exclusivity to apply for most marijuana business licenses in Denver until July of 2027 for those who qualify as a social equity applicant. Security guards in Denver play an important role to keep our city safe. On a recent Friday night, we came across Rosia, an employee of a licensed security guard company called Firstwatch. She was doing a great job helping improve safety at a bar in LoDo by making sure nobody was carrying any weapons into the business, checking IDs to prevent underage consumption and had her city license displayed as required in city security guard regulations. We believe Denver is home to some of the most qualified and trained security guards in America because all security guard companies and individuals are required to be licensed. All guards must pass a background check and complete yearly training to be licensed.
