In para 3 of the letter cited instructions were issued to the effect that in
respect of cases overlooked in the previous panels due to pendency of
punishment, such persons shall be moved to Selection Grade / Special Grade
only with effect from first January of the year following the year in which the
punishment was completed. It has been reported that this instruction has led to
prolongation of the period of advancement to Selection Grade / Special Grade to
several months, eventhough they are eligible to advancement to Selection Grade
/ Special Grade on the due date, if their suitability is assessed on that date.

2]. After careful consideration, the Government direct that the suitability of
such persons considered for advancement to Selection Grade / Special Grade
should be actually assessed on the date on which the individuals concerned
complete the 10 years period, as per G.O.Ms.No. 368, Personnel and
Administrative Reforms (S) Department, dated 18.10.1993 and subsequent
instructions issued then and there, notwithstanding the fact whether their names
have been included in the panel for advancement to Selection Grade / Special
Grade or not.
