G.O. Ms. No. 474

Read the following:D.O. Letter No. B1/1555/2011, dated 11.06.2013 received from the Special CS and
CCLA, AP Hyderabad.
-:o:ORDER :
It has been brought to the notice of the Government that Government land
assigned or alienated in favour of private individuals / organizations with certain
conditions where the allottees in total violation of the conditions of allotment are getting
the necessary statutory approvals from the Statutory Bodies and going ahead with
constructions in total violation of the initial conditions of allotment. This is making it
difficult to resume such lands at a later period of time. This issue was discussed in a
meeting held on 11.6.2013 and a decision has been taken to issue instructions in this
regard to curtail such practice so as to safeguard the scarce valuable government land.

Government after careful examination of the matter and in the circumstances
reported by the Special CS and CCLA as reported in the D.O. Letter cited, hereby direct
all the Statutory Bodies viz., Urban Development Authorities, Municipalities, Panchayats,
Pollution Control Board and the Registration Officers shall refer the applications where
permission / approval seeking for construction / development on the government allotted
/ assigned to the respective District Collectors for confirmation of fulfillment of conditions
before issuing approvals / permissions to the allottees / assignees who got government
land for the specific purposes. Only after clearance from the District Collector, necessary
approvals / permissions shall be issued as per their rules in vogue.

All the Departments of Secretariat are, therefore, requested to bring it to the
notice of their Controlling Offices and ensure that the instructions are followed
scrupulously.
