The Waneta Expansion Limited Partnership (WELP),

a partnership between Fortis Inc., Columbia Power Corporation and Columbia Basin Trust, is accepting applications for the 2017 Waneta Terrestrial Compensation
Program (WTCP). This program will provide a total of
up to $50,000 to projects in the Waneta area that promote
conservation and restoration through research, physical
works and other on the ground or applied projects.
The deadline for submissions is January 31, 2017. Visit

Eligible projects include research, species inventories,
educational programs, development of management
plans, habitat creation (restoration, rehabilitation), weed
control, habitat protection and land acquisition. This
program supports a wide range of projects from biological inventories to species research projects and habitat
restoration efforts, said Wendy Horan, manager of environment for Columbia Power. The program is designed
to be accessible to anyone, professionals and nonprofessionals, who has a project in mind which benefits the
natural environment.
The 335 MW Waneta Expansion Generating Station
is now in commercial operation. Columbia Power managed construction of the Waneta Expansion on behalf
of WELP. Project benefits included the injection of over
$300 million into the local economy through the purchase of goods and services and wages. Employment

Nakusp Landfill Improved!

Improvements at the Nakusp Landfill will be completed
by late October, including the installation of a new weigh
scale and the development of a new public drop-off recycling facility, the Regional District of Central Kootenay is
pleased to announce.
The project has gone well and no major issues were
experienced during construction. Staff training for the
scale was scheduled for Monday, October 24, following
which weight based charges will apply at the facility. To
ensure a smooth operation during the commissioning of
the new works, extra attendants will be on hand for the
first few weeks of the changeover.

Lyle Borkes 1954-2016

It is with heavy hearts that we announce the passing of Lyle Borkes.
Lyle passed quickly and peacefully while hiking in the Kootenay
region north of Christina Lake with his brother by his side.
He is survived by his two sons: Kyle (Crystal) of Ladysmith and
Justin (Sarah) of Nanaimo, three grandchildren Maci, Lyla (due October 31) and Holtby. As well as his wife Lidia of 30 years; although
recently separated they remained close friends.
Lyle was a 33 year veteran of the RCMP, stationed in Ucluelet,
Courtenay, then transferred to air services in Vancouver, Prince
George, Prince Rupert and Edmonton, where he retired as a helicopter pilot of 10 years. He loved his work as well as the communities and citizens he served.
Lyle loved the outdoors, and spent countless hours hiking the trails
and forests of Vancouver Island, as well as kayaking the waters off
Parksville and Courtenay. He loved fast cars and adventures and his
life was full of plenty of both. With a contagious smile, and zest for
life that was second to none, he lived each day as if it could be his last. To Lyle, family was everything, and he truly

Columbia Wetlands Complex

Receives Protection

After 16 years of tireless effort from a broad spectrum of

stakeholders, the final part of a three part boating regulation, created to minimize threats to the Columbia Wetland ecosystem and enhance public safety, was enacted on
October 18.
This precedent setting federal regulation, jointly
requested by the BC Ministry of the Environment and
local environmental organization Wildsight, restricts
boats over 20 hp on the main channel of the upper Columbia River and its tributaries, from Fairmont Hot Springs to
Donald (excluding Lake Windermere). The first two parts
of the regulation were passed in 2009, banning motor vessels from the wetland portion of the Columbia Wetland
Wildlife Management Area and eliminating waterskiing
and wakeboarding from the main channel of the upper
Columbia River.
This is a day for true celebration. Not only does todays
announcement recognize the ecological importance of the
Columbia Wetlands, the longest intact wetland in interior
North America, but it also recognizes our communities
perseverance and achievement, said Robyn Duncan,
executive director of Wildsight. What started out as a
jurisdictional question resulted in a groundswell of public engagement and support to protect the legacy of the
Columbia Wetlands for wildlife and clean water for future
generations.
The Columbia Wetlands are the source of the largest
river flowing into the Pacific Ocean in North America
the mighty Columbia. Internationally recognized as a
wetland of importance, its rich ecosystem forms the life
support system for hundreds of thousands of birds, fish,
reptiles, amphibians and mammals and freshwater to surrounding communities. This important regulation will
help prevent habitat degradation and negative impacts
on nesting waterfowl, like the great blue heron, species
extremely sensitive to even minor disturbance.
This is a gratifying and positive conclusion to over sixteen years of work. The best science along with the support
of the vast majority of Canadians has led to long term protection for wildlife in the Columbia Wetland ecosystem.
Its also the first time that the Navigable Protection Act has
been used for ecological protection, making it an example of how additional protections could be achieved for
important waterways across Canada, said Ellen Zimmerman, Wildsight lead on the Columbia Wetlands campaign.

Charles Bailey Theatre

More renovations are waiting in the wings at the Charles

Bailey Theatre in Trail. Phase Two of the project to upgrade
the Kootenays largest performance theatre will take centre
stage starting in 2017. Columbia Basin Trust is providing
$200,000 to the $620,000 project.
We are renovating our kitchen and building a permanent bar and lounge for guests to enjoy a beverage before
a show and at intermission. We are building a marquee
sign that is era appropriate with our new branding and will
create a nice warm welcome as you enter the theatre. And
we are purchasing our own sound and lighting equipment
which is a step towards our sustainability and keeping the
theatre affordable to renters, says Nadine Tremblay, guest
services manager at the theatre.
The Trail and District Arts Council (TDAC) operates
the 719 seat theatre along with the Regional District of
Kootenay Boundary (RDKB) and has been working hard
to make the facility a thriving part of the arts and culture
scene. All of this is about providing a better overall experience to our patrons. The Bailey Theatre has had overwhelming support from our patrons and Im so grateful
that people are coming out to shows more now than they
have in the last 10 years. They are excited at all the new and
varied programming and local businesses are enjoying the
vibrancy that the theatre brings to downtown Trail, Tremblay adds.
The theatre is a vital cultural asset for Trail and surrounding communities. These upgrades boost the theatres
community impact and the increasing theatre activity
helps ensure the Trail and District Arts Councils sustainability, says Kelvin Saldern, manager, community relationships at the Trust. Supporting the arts and culture
