1. Introduction & Scope of Work

1.1 Project Overview


QS016 comprises a new road running from Salwa International Highway in the south and
connecting to Dukhan Highway in the North. The total road length will be in the order of 44km
when completed. Package 01 of the road falls within the 64m corridor and ties into an upgraded
roundabout at the Salwa Road dumbbell interchange at the south end and runs for 8.7kms, in a
northerly direction, to a roundabout providing access to Rawdat Rashed village. Refer to the
Project Location Plan, Drawing Number DS016-P01-AEC-HW-0010 revision D00.

1.2 Scope of Work:


The scope of this Memorandum of Procedure is to provide a work procedures for construction of
Project which includes, but not limited to:
 Demolition and Site Clearance; Surface Water Drainage Work including Manholes, Gullies,
Swales, Culverts, and Infiltration Tanks; Construction of SSD manholes and laying of Ducts;
Construction of QAF manholes and laying of Ducts; Construction of Power-ITS Chambers and
laying of Ducts; Power Cables (LV & MV); OOREDO Works; Earthworks- Infrastructures; Sub-
base & Road Base; Flexible Surfacing (60/70 & PMB); Kerbstone and Footways; Traffic Signs
& Road Markings; Street Lighting Works; Traffic Signals; Safety Barriers.

2. Permits and Licenses Required &


Mobilization

2.1 Permits and Licenses Required:


Alcat will obtain all the necessary licenses, permits and approvals from the relevant Authorities for
the obtained project to commence and continue the work without any stoppage. Before starting
the work, licenses and permits will be obtained from the relevant Authorities.
If applicable, the following authorities will be dealt with, but not limited to:
 Infrastructure Affairs of PWA
 Assets Affairs of PWA
 Qatar General Electricity & Water Corporation, QGEWC
 OOREDO
 Qatar Petroleum, QP
 Civil Aviation Authority
 Ministry of Interior (Civil Defense Department, Traffic Police, Department of Immigration, etc.)
 Ministry of Municipal Affairs and Urban Planning
 Municipalities
 Ports and Customs Authority
 Supreme Council for the Environment and Natural Reserves

2.2 Mobilization:
The mobilization will commence upon possessing the site. We will prepare site logistic and obtain
required approval from Engineer, and required permits from the Authorities. The site mobilization
will include the following, but not limited to:
 Temporary Fence, the sign boards.
 The contractor and Engineer site offices.
 Temporary site facilities such as electricity, water supply, drainage, etc.
 Health and rest areas for Labors.
 Stores for Materials.
 Work Shop area.
 Any other Requirements.
Also Alcat shall prepare any Pre-request Submittals, such as:
1. Human Resources:
1.1. Organization chart and administrative staff list for approval.
1.2. Subcontractors Logs.
2. Construction Machinery and Equipment will be listed and submitted for approval.
3. Samples of materials and sources will be submitted for approval before supply to the site.
4. Quality & HSE plans will be submitted for approval.
5. Method statement, construction sequences and programme will be submitted for approval.
6. Take over the surveying control points provided by the Employer, and built survey control
network/benchmarks.
7. Submit Shop Drawings Submittals and approvals Logs.
8. Site mobilization (preparing the site layout & logistic plan for approval).
9. Commercial Submissions:
9.1. Submit advance payment guarantee, performance bond, and insurances as stipulated
in the contract.
9.2. Obtain any required regulatory and statutory approvals from concerned authorities for
the project.

3. Reference Documentation

All project activities/works shall be executed in accordance with the following specifications,
regulations, notices, circulars, applicable codes and other contract binding by the PWA (where
applicable), and its assigned and approved programme management contractors and general
engineering consultants:

 Qatar Sewerage & Drainage Design Manual (QSDDM), Public Works Authority, Drainage

4. Drawings & Sketches

We shall prepare at the beginning of the project list of required shop drawings for different areas and
different types of work. The mentioned list will be recorded in log forms and linked to the construction
program to show the dates required for the job.
Detailed construction drawings from Consultant will be handed over to us, it will be reviewed to
identify any omissions or queries. After receiving the “Issued for Construction (IFC)” drawings from
the Engineer, work shall be started. We strongly believe in the active role of the coordination during
both the Engineering and Construction phase of the Project. According to the requirement of the
project, all Engineering needs will be fulfilled prior to start of work.
Also, sketches will be prepared for quick and simple clarifications and to facilitate the flow of work.

5. Management & Project


Organization Chart

For the effective management of the project, Alcat will ensure that all necessary resources such as
manpower, equipment will be defined and assigned a definite role to properly perform and implement
the project management plan through review, implementation, feedback & improvement and regular
updates of the plan. Also, this shall define the requirements for coordinating and controlling the
interfaces within available resource and organization. The project management plan will be made and
approved by the Engineer prior to the start of work, it will include the organizational processes to
organize, manage, and lead the project team. The project team will be comprised of the personnel
with assigned roles and responsibilities for effective project execution. Below is the organizational
chart showing key personnel of the project team, and when necessary more resources shall be
added as per project requirement:

6. Methodology & Sequence of Works

6.1 Schedule Methodology


 Latest version of Primavera Enterprise (Project Manager) and Primavera Web Scheduling
software will be used for the preparation and updating of project schedules and cost.
 The schedule will fulfill the requirements provided in the memorandum of procedures.
 Detailed schedule for the sample project is attached to this technical submittal.

6.2 Project WBS


The work breakdown structure (WBS) is a crucial component of our planning approach
because it helps to organize the scheduled activities. A carefully thought out WBS is one that
encompasses the project’s scope of work and distributes it in a simple and manageable way.
With that in mind, we split the WBS into five primary levels consisting of the following:
Level 0: Project Name,
Level 1: Disciplines
Level 2: Area A 1,
Level 3: Zones (Zone1, Zone2, Zone3, Zone4)
Level 4: Type of works
Level 5: Activities
6.3 Zoning Strategy
The zoning strategy proposed has considered the prioritizing of the main Project drawing. The
project is considered in single Area A1, which is further divided into 4 Zones, namely Zone 1,
Zone2, Zone3 and Zone4. For detail, refer to below figure:

6.4 Workflow Sequence


Our Proposed workflow methodology adopted the following principles in view of the special
circumstances of project execution, based on possibility of existing other contractors in the area.
 Work shall be constructed in zones to suit the overall Main Project logistics/deliverables and
to avoid the interfacing as much as possible. Work shall be carried out from Zone 1 to Zone 4
by two Crews, i.e. Crew#1 and Crew#2. The traffic on the existing road shall be untouched till
completion of the new road on both sides of the existing road (left & right). Once construction
of new road on both sides will be completed, traffic shall be diverted to newly constructed
road, and existing road shall be demolished and reconstructed to joint with newly constructed
on both sides.
 The overall zoning and sequence of construction will be coordinated regularly with PMC and
/GEC, and other contractors which present at the Site during project life cycle.
We propose to start moving from South side towards North side.
During the construction stage, the workflow will move in two paths, i.e. Crew#1 and Crew#2
simultaneously as shown in below figure.

6.5 Sequence of the Work


The scheme as shown below is presented to give a summary of the work sequence related to the
proposed method statement. During the construction works, traffic management shall be followed as
per the traffic management plan.
• Handing over of Site, Engineers Site and Contractors Facilities, Preliminary Permissions, NOC, Licenses,
Permits & Approvals, etc.

• Preparing and Submission of Shop Drawings, Material Submittals, Project Required Plans and Documents,
1 Method Statements, ITPs & Approvals etc.

• Mobilization of Resources (Staff, Labor, Plants and Equipment), Procurement of Materials, Stockyard Area,

6.6 Monitoring & Controlling of Project Works

All activities monitoring and controlling will be carried through the process of tracking, reviewing and
regulating the progress to meet the client requirements. Our monitoring process will include status
reporting, progress measurement and forecasting. Our controlling process includes controlling scope,
resources, schedule, cost, quality and risk.

6.7 Project Major Risks & Mitigation Plan in terms of:

6.7.1 Scale & Complexity:


ALCAT is one of the leading groups in the construction sector and has expertise in
specialized construction fields in roads and infrastructure, water supply and sewerage
projects. ALCAT was engaged, from the very inception, in execution of large size
infrastructure construction projects. The Company has played a major role in the
development of State of Qatar by executing turn-key projects of national importance to the
utmost satisfaction of its Clients. In the past, we finished Umm Birkah Road consisting of
16 km of 6-lane road with 3 bridges and over 25 km of service roads. We also finished
AlKhour infrastructure project consisting of construction of substations, water and sewer
networks, and roads. With our sizeable pool of construction equipment and capable
personnel, we have been able to complete our contracts in accordance with the
specification and standards.
The following below Project Management processes and procedures at each stage of the
project, combined with our expertise in this specialized area of construction of roads and
infrastructure will enable us to curtail the complexity of the project, and to meet with the
Client expectations:

1) Initiating
Develop Project Charter, Identifying Stakeholders.
2) Planning
Development of realistic and final Project Management Plan and performance
measurement baseline, Resoure Plan, Risk Identification & Risk Response Plan/ Risk
Management Plan, Procurement Plan, Communication Plan, Process Improvement
Plan, Change Management Plan, Logistic Plan, HSE Plan, Quality Plan, Stakeholder
Plan, Traffic Management Plan, Sustainability Plan etc.
3) Execution
To ensure work shall be executed in accordance with Project Management Plan in
alignment with above mentioned plans, Interface Management, Quality assurance,
managing Stakeholders expectations etc.
4) Monitoring & Controlling
Monitoring and controlling the project execution by measuring performance against the
performance measurement baseline, performing quality control, Project risk
assessments and audits, Administer Procurements, Perform integrated change
control, Controlling cost etc.
5) Close out
Close procurements, close project.

6.7.2 Sequencing, tight construction duration and Programme, Site Constraints:

As mentioned above, all plans shall be prepared and implemented in accordance with the
Project requirements and specifications. With consideration of Project duration, scope of
works and constraints, we have prepared the construction schedule which will be
monitored and strictly controlled during the construction stage to complete the project on
time. The construction programme has been made considering the sequencing of works,
tight construction duration and the site constraints to give a smooth cumulative
progression of trades and works and to complete the project on time. The Resource
management plan will be developed right after the project is awarded. A detailed WBS will
be made which will consider all inputs such as an activity resource requirement, Enterprise
Environmental factors, and Organizational process asset, all these will give rise to
Resource Management Plan. Processes and procedures for procurement of services,
equipment and material shall be defined to ensure timely procurement against the
baseline programme and budget constraints. This plan will be properly managed and
implemented throughout the project, to ensure effective quality, safety, environmental
sustainability, cost and time management.
Following below major risk factors shall be focused from initial to completion stage
throughout the project to ensure success of the project:

6.7.3 Interfaces with contractors and various stakeholders in the vicinity of and affected by
the proposed works.

ALCAT has a formalize approach and methodology for controlling and addressing risks
and impacts from construction works/activities on businesses, residents and the public
particularly around the site location. Prior to the start of the construction works, an
assessment shall be carried out on the site location and the impacts, the findings shall
then incorporated into a detailed Construction Impact Mitigation Plan detailing the impacts
and proposed mitigation measures. Our objectives is to prepare a Construction Impact
Mitigation Plan prior to the start of construction activities considering the projects impacts
on vehicular or pedestrian traffic, resident and business access to their premises, the
public and eliminate or reduce the identified impacts.
The Construction Impact Mitigation Plan shall contain the approach and methodology to
control the impacts in accordance to the Section 11 - Health and Safety of the Qatar
Construction Standard 2010, the Construction Impact Mitigation Plan shall include;
 A detailed project description, informing the public about the scale and complexity of
the works including site maps and a zone by zone schedule depicting the proposed
location and nature of construction activities
 A detailed analysis and description of the potential physical, environmental and other
impacts of the construction activities on residents and businesses within the location

of the construction site, incorporating by reference the analysis of physical and


environmental impacts identified.
 A detailed Communications Plan outlining the steps that will be taken during the
course of construction of the project to eliminate or reduce the identified impacts,
which shall include, but not be limited to the following: a schedule of regular meetings
with the surrounding businesses and residents throughout the course of construction,
a display of maps and construction schedule information posted in and around the
construction area and roads, a schedule of meetings with the surrounding community,
the potential impacts to businesses within the site location such impacts as low
patronage due to impediments to pedestrian and vehicular access, visual
impediments to signage; loss of on street parking, or perceived safety issues, forced
temporary business closure due to loss of utilities, loss of access for patrons and
employees, loss of access for services such as deliveries or garbage service etc.

Below are identified list of impacts that may arise from our construction activities on
businesses, residents and the public, and it will be controlled during construction stage:

6.7.4 Deep excavation, shoring for various areas and dewatering, design and verification

Prior to the start of the project excavation and dewatering works, an assessment shall be
carried out on the site location.
A general risk assessment shall be carried out before and during deep trench excavation
and dewatering works. Before the start of excavation works, soil test and investigation will
be carried out to determine the soil type and depth of ground water, so as to determine the
mitigation measures to put in place and construction methodology/procedure to be used
during construction works.
All effects/risks will be mitigated, base on construction best management practices
appropriate for excavation and dewatering works requirements. Appropriate mitigation
measure will be put in place to ensure the deep excavation and dewatering works are
carried out safely without affecting the surrounding environment, activities and the public.

Proper shoring of the excavated trench shall be performed to mitigate the potential
collapse of soil, collapse of equipment and wind erosion of loose top soils. In the shoring
system, we will consider the loads applied due to construction equipment working behind
the top of the excavation and any other surcharge loads and also the type and standard of
shoring materials to be used such as timber. The deep excavation shall be barricaded with
concrete barriers and hoarding fence to avoid unauthorized access, with all safety signs
properly placed to inform worker and the public of the activities going on and it dangers.
Where necessary, route diversion shall be implemented to create alternative access for
surrounding premises and public access. Workers to work in the deep excavation shall be
trained and given the proper PPEs to work in the deep excavation.

Dewatering of water within and below excavations shall be performed by using well
pumps/points in small excavations and dewatering wells in deep excavations. The
dewatering system shall be designed so that the groundwater outside the excavation is
not affected or changed in areas where adjacent structures may be affected. Mitigation
measures would include the use of groundwater recharge wells, dewatering in small
sections, or use of barriers (e.g., sheet piles, diaphragm walls) to isolate the groundwater
table within the excavation. The dewatering wells shall be carefully constructed to the
specified design of the excavation depth and length. All pumped out water shall be
channeled into approved government outlet with written approval/permission from
concerned agency. Proper maintenance of the pumping wells shall be carried out regularly
to ensure that they are working as required and we will ensure it does not cause any
environmental impact or public nuisance.

Monitoring of the groundwater table and settlement outside of the excavation should be
performed to confirm that the dewatering system is working as designed. The
effectiveness of these systems will greatly depend on the soil conditions at the dewatering
location.

6.7.5 Founding material, ranging from rock, engineering fill and other underlying
structures

The existing ground conditions will be carefully studied by carrying out necessary
geotechnical investigations and all founding materials will be carefully understood. The
materials used on the project will be as per specifications and of required quality
standards that match with the existing site conditions as such any non-conformity will be
avoided.
We are having our own Quarry, which is covered at about 700,000 m2, and used for
limestone mining and crushing with the Crusher, it is located near Karana on Salwa Road.
For the filling and unbound pavement materials, we shall use our Quarry material, which
also complies with the QCS 2010. At the initial stage of the Project, material shall be
submitted and approved by the Engineer, then it shall be shifted to the Project Site in the
designated stockpile areas for usage. After complying with all the requirements of Project
Specifications and Standards, the material shall be shifted to Site.

6.7.6 Services relocation, EHV diversions, long lead items, approval from QGEWC (E)

Before final design and construction, service utilities agencies such as Kahramaa
(QGEWC), Qtel (Ooredoo), Fire departments, and other appropriate agencies shall be
consulted and drawings will be collected, then the exact locations and depths of
underground utilities will be field/site verified (by trial pits, scanning using hi-tech machines
utility lines where appropriate), and condition checks will be conducted as necessary, to
plan for relocation works and reliable emergency alternatives. This would include alternate
plans and routes to avoid delays, and ensure that general the public service utilities are
not interrupted or compromised.

During final design, Alcat will develop construction methods, risk assessment and in
consultation with the utility service providers to provide site-specific spacing and protection
measures. The mitigation measures would minimize issues such as lack of access and

damage to utilities. In additional a public service contact plan that identifies up to two
contacts for each service provider shall be provided at site and to construction team, in the
event of emergency or conflicting details, where necessary utilities service agencies shall
be asked to station their personnel to monitor relocation works.

Alcat would perform relocation and installation according to utility provider agencies
regulations, Qatar standards and guidelines meeting all targeted requirements.

Alcat would prepare a consolidated utility relocation plan for both short-term and long-term
relocations, consisting of key elements that include existing, temporary, and new locations
for utilities, sequence and coordinated schedules for utility work, and a detailed description
of service disruptions. This plan would need to be reviewed and approved by the affected
utility providers prior to the start of construction to reduce and mitigate against any
effects/Impacts.
Qatar standards and guidelines would be used to determine which underground utilities
would need to be relocated on a case-by-case basis. Existing piping, conduits, buried
cable, and buried utilities that encroach on areas required for construction would be
removed and relocated within the existing right-of-way wherever possible.

Alcat will prepare a coordinated utility communication plan to pass information to


customers in coordination with utility service agencies to minimize or avoid temporary
disconnections each time a utility line is relocated. The limits on shutdowns would be
documented in the plan as specified by the utility provider to minimize long-term effects.
Utility providers will need to notify customers in advance of planned service
disruptions/relocation as per our communication plan. Other mitigation measures as when
necessary will include:

 Provision of backup on-site electrical generation as applicable, to provide temporary


electric service to customers as determined by service provider on a case-by-case
basis.
 Development of a notification and response plan for unplanned utility outages,
including a customer service plan and contact information for utility customers to be
used during construction.
 Mitigation measures to avoid or reduce operational effects of the project include
designing the project to avoid or minimize effects, preparing a consolidated utility
relocation plan, and ensuring that adequate access to utility facilities for maintenance
and repair will be maintained in the built condition.
 Getting necessary advance approvals from relevant utility service authorities/agencies
before and after relocation/diversion and installation works.

6.8 Closing out:

All contractual obligations will be carried out and completed as specified in the contract agreement
ensuring the client satisfaction of our work., and meeting high quality standards for continuous
relationship with the client.

7. Specific Health & Safety Issues

In order to follow and apply the safety issues at work site the following procedures will be
implemented:-
7.1 A comprehensive safety plan will be prepared as per QCS2010 Section 11 and any
amendments or additions in Project Specifications, and to be approved by the Engineer.
7.2 Training sessions will be conducted with site personnel to explain safety issues and
precautions.
7.3 Health and Safety Inspections.
 ALCAT will conduct health and safety inspections daily/weekly/monthly to identify hazards
associated with works at site ensuring it complies with HSE plan. Records of the inspections
shall be kept.
7.4 Emergency Plan & Response
 ALCAT will establish, implement and maintain a procedure to handle potential emergency
situations and responses to emergency situations in order to prevent adverse health & safety
consequence.
 This procedure/process consists of:
 Preparedness – Preparing for an emergency situation
 Response - Planned response to an emergency situation
 Recovery- Process to return to a normal situation
 Mitigation – Prevention of the effect of the emergency situation.
 This procedure/process shall be achieved by:
 Constituting an emergency Response team of experienced and trained personnel
 Developing site location -wise emergency preparedness Plan, providing Emergency
contacts Numbers and practicing through Mock Drills.
 Assembly point will be defined and Recognized by all people.
 Medical emergency procedure, which is a part of this procedure, shall be followed.
7.5 First Aid
 First aid kits will be installed at convenient locations in the work site.
7.6 Fire Protection and Prevention
 Temporary Firefighting System will be provided in satisfaction of the Engineer.
7.7 Personal Protective Equipment (PPE)
 ALCAT will insist that all Site workers and subcontractors will wear and use the personal
protective equipment (“PPE”) appropriate to the task while delivering the services.
 Finally the ALCAT will ensure that the requirements of the approved safety plan will be
followed during all construction stages until the project closeout.
7.8 Traffic &Transportation Management
This section outlines the procedure and guidelines for avoidance of motor vehicle accidents.

 Every person driving a motor vehicle or operating a machine must possess a valid driving
licenses appropriate to the class of vehicle being driven.
 All drivers should observe posted speed limits. Adverse weather conditions, traffic and light
(visibility) require lower speeds than posted speed limit.
 All vehicles shall be parked uniformly and, where provided, in designated parking areas.
Parked vehicle shall not be obstructing other vehicle, roads, and access ways for fire
hydrants.
 The vehicle shall be maintained in good condition and regular inspection carried out to check
steering system, foot and parking breaks, tyres, seat belts, horn, Head lights, tail lights, stop
light and indicators, rear view mirrors, windshield wipers and washer, crank case and radiator
level.
 Drivers and passengers in all vehicles including buses should wear seat belts
 Diversion shall be maintained adequate following distance and be alert for unexpected and
sudden moves from other drivers.
 Driver shall slow down in intersection, blind corners and stop completely at all stop .

8. Risk Assessment

ALCAT will carry out risk assessment process in order to have ready plans, if any, of the expected
risk events happened, the plan will be based on the following:
 Creating awareness of hazards and risks.
 Identifying who may be at risk (employees, visitors, contractors, the public, etc.).
 Determining if existing control measures are adequate or if more should be done.
 Determining the possibility of dealing with the risk event.
8.1 Steps of Risk Assessment
 Identify the risk items.
 Decide what is the probability of the risk.
 Define the impact of the risk (time or cost impact)
 Define the Strategy of dealing with risk. (Face - Avoid - Mitigate).
In view of the above mentioned, the risks also will be classified as the category of predictability, for
example, there may be non-predictable risks which cannot be justified except it happens like
extraordinary circumstances (disasters, wars, strikes etc).
Other category of predictability is the risks which may hardly observed by some signs to happen,
which is tolerable risks, this risks can be controlled by various measures to reduce it is impact.
Also, there are risks which we may easily predict and take measures to avoid its impact.
Risk matrix will be used in analyzing the risk and define its probability, impact & strategy to deal with.

9. Environmental Issues

ALCAT will prepare a comprehensive environmental plan as a part of the HSE Plan and will submit
for approval.
In the next few lines we brief the measures intended to be applied in order to make Environment
Protection Management effective & protective at all stages of project activities. The following key
environmental areas to be protected are identified and the environment plan shall be implemented
and monitored by the Environmental Manger, the area includes the following:
Water - Surface and ground water Vegetation - vegetation in the operating area.

10. Quality Issues

A comprehensive Quality management plan will be prepared and submitted for approval within the
time defined in the contract. This plan will include all procedures and measures intended to be
followed in order to ensure the work quality. The plan will include procedures of submittals for shop
drawings, roles and responsibilities, document submittals and records, purchasing procedures and
controls, material samples and their testing, manufacturers, the method of third party inspection,
method of transportation, storage conditions on site, Handing and installation, checking and
inspection of work on site, Internal Auditing, Corrective and Preventative Action, Noncompliance
Reports, and Key Performance Indicators, Etc.
For each work activity, method statement and Inspection and Testing Plan (ITP) will be prepared
according to which execution, inspections and testing during work will be carried out. The inspection
programme shall be agreed by the Engineer prior to the commencement of the inspection and test
activities. Regular testing of the materials shall be carried out as per the ITP.
The ITP will provide a description of the inspection and testing activities, specifications, acceptance
criteria, evidence of records, the responsible parties and reference to the project standards.
The status of test and inspection will be indicated and tracked by a control log. All inspection & test
records will be maintained and submitted to the Engineer as per project requirements.
Request for Site Inspection (RFSI) will be issued to inform the consultant that the works are ready for
inspection. The contractor will give the adequate prior notification of any inspection or tests that are to
be witnessed by the Engineer. For off-site inspections, the Engineer will be notified in writing at an
agreed date by both parties before the inspection activity. The result of the inspection, including any
comments or observations will be recorded on the Inspection Report.

The work, failing to pass the inspection requirements will not be allowed to proceed until the required
corrective actions have been carried out.
Project Key Performance Indicators (KPI) shall be identified in the Quality Plan, and KPI goals and
targets shall be achieved on a monthly basis to comply with the Project Quality requirements.
Inspection and test of Substantial Completion of partial target or Milestones will be carried out
according to Hand-over & Certification Procedure.
All below, but not limited to, shall be integrated to achieve the project quality objectives:
 Human control: It shall define the processes and procedures for human hiring, controlling,
training, managing, and appreciating them.
 Material control: It shall define the processes and procedures for material procurement,
testing, storage and usage etc.
 Machinery & Equipment: It shall define the processes and procedures for procurement of
machinery and equipment, handling and maintenance of equipment, tracking performance
parameters, and their calibration etc.
 Construction Methods: It shall define the processes and procedures to control all the
construction methods involve in the project.
 Environmental Control: It shall define the processes and procedures for controlling all
construction works to reduce/eliminate it harmful impacts on the environment, thereby,
maintaining great environmental conversation and sustainability.
 Health & Safety Control: It shall define the processes and procedures to make sure all
construction works are carried out in a safe work environment, safe equipment, and militating
against all foreseeable risks and dangerous occurrence.
 Logistic Control: It shall define the processes and procedures to make sure the flow of
resources between the points of origin and in order to meet some requirements. It will ensure
that all the material, resources required in the project, will be procured at the right and in
efficient manner.
 Traffic Management Control: It shall define the processes and procedures to manage all
traffics relating to the project site and its surrounding.
 Stakeholder Management Control: It shall define the processes and procedures for assuring
and controlling the Stakeholder and meeting the project requirements.

11. Supervision
Responsibilities
11.1 Checking of Documents
We shall check and verify all the drawings, specifications and Bills of Quantities.
11.2 Inspection of Site
We shall inspect the site and ensure the surrounding conditions and accessibility to and out
from the site, storage areas, site offices and labour accommodation will be considered in the

contractor`s arrangements.
Acat shall execute complete and maintain the Works in strict accordance with the Contract
documents and to the satisfaction of the Engineer, and shall comply with and adhere strictly to
the Engineer instructions and directions.
11.3 Program
We shall prepare the work program as per requirements and obligations shown in the related
section of contract documents.
11.4 Staff
 All necessary Staff shall be provided during the execution of the Works and the minimum will be
as per the contract requirements.
 A qualified and competent Project team shall be assigned, which shall meet with the Project
requirements
 Roles and responsibilities of all Staff shall be defined properly.
11.5 Setting Out
We shall be responsible for the true and proper setting-out of the works in relation to original points,
and levels of reference given by Engineer`s Representative.
The provision of all necessary instruments, appliances and labor in connection therewith.
If at any time during the progress of the Works any error shall appear in the position, levels,
dimensions or alignment of any part of the Works, we shall rectify such error to the satisfaction of
Engineer's Representative.
11.6 Boreholes and Exploratory Excavation
We shall make boreholes or carry out exploratory excavation which are necessary for the execution
of the Works.
11.7 Watching, Lighting And Fencing Etc.
We shall in connection with the Works provide and maintain all lights guards fencing, watching, sign
boards, warning and guidance signs when and where necessary for the protection of the Works or for
the safety and convenience of the public or others.
11.8 Care of Works
We shall take the responsibility for the care thereof, and of all Temporary Works and in case any
damage loss or injury shall happen to the Works or to any part thereof, or to any Temporary Works
(except the excepted risks as defined in the contract documents, shall repair and make good the
same, so that at the completion the Works shall be in good order and condition and in conformity in
every respect with the requirements of the Contract.
11.9 Protection of Materials and Plant Etc.
We shall protect and safeguard the materials and equipments at the site boundary.
11.10 Interference with Traffic and adjoining Properties
We shall save and take care of the public convenience or the access to use, and occupation of public
or private roads and footpaths.

11.11 Extraordinary Traffic


We shall use every reasonable means to prevent any of the highways or bridges communicating with
or on the routes to the Site from being damaged or injured by any traffic of the Contractor or any of
his Sub-Contractors and in particular shall select routes choose and use vehicles and restrict and
distribute loads so that any such extra-ordinary traffic as will inevitably arise from the moving of plant
and materials from and to the Site shall be limited as far as reasonably possible.
11.12 Supply of Plant Materials and Labor
We shall at his own expense supply and provide all the Constructional Plant Temporary Works
materials both for temporary and for permanent works labor (including the supervision thereof)
transport to or from the Site and in and about the Works and other things of every kind required for
the construction completion and maintenance of the Works.
11.13 Ordering of Materials
We shall be responsible for calculating the quantities of materials required for the proper completion of
the works and make the necessary orders.
11.14 Clearance of the Site
During the execution of the Works, we shall clear away and remove from the Site, all the rubbish and all
surplus materials not required for the execution of the works and shall keep the Site and Works clean to
the satisfaction of the Engineer.
At the completion of the Works, we shall clear away and remove from the Site, all constructional plant,
surplus materials, rubbish and temporary works of every kind and leave the Site and works clean, and
in a workmanlike condition to the satisfaction of Construction Manager or any other authority.
11.15 Engagement of Labor
All required labor shall be involved early stage of the Project to complete the project on time. All
welfare facilities shall be provided to them as per the law and standards.
11.16 Supply of Water
We shall be responsible for, the supply of water necessary for the works.
11.17 First Aid Facilities
We shall provide and maintain adequate First Aid Facilities on the Site.
11.18 Quality Of Materials, Workmanship and Tests
We shall ensure that all materials and workmanship shall be of the respective kinds described in
the Contract.
We shall conduct all the tests according to the Project Specifications, Standards and Project ITPs.
11.19 Contractor to Prepare Shop Drawings and Final Drawings
We shall be responsible for the preparation and provision of shop and final drawings.
11.20 Temporary Roads, Etc.
We shall provide and maintain all temporary roads and tracks and other means necessary for
movement of plant and materials.

11.21 Storage of Materials


Location of the storage and stockpile areas shall be proposed in logistic plan, and it shall be

13. Document Control

Document Control System will be implemented using Microsoft share point, for correspondences, the
responsibility and communication matrixes will be defined, reviewed and approved by the Engineer,
This will allow smooth and auto flow of the correspondences, proper archiving and retrieving it.
Also Primavera Contract Management (PCM) will be installed on the server and used for flow and
documentation of the project control forms, each control form will have the relative flow chart as per the
contractual responsibilities of the project team.
