Publish and assign a bid
Use Case name: Publish and assign a bid;
Brief Description: activity related with issuing a bid for a public utility work and determines the
winner company of the bid assignment;
Level: Summary goal;
Primary Actor: the team designated by government to manage the bid process;
Stakeholders and interests: a public sector which needs a company for providing a service;
Precondition: the government has a need of some service provided by a private company, that
himself cannot do;
Minimal Guarantee: find some company that can provide the service needed;
Success Guarantee: the public sector which requested the bid issuing will find the best options
into the set of companies that can provide the service needed;
Main Success Scenario:
1. Publish the call for the bid on the Italian official gazette;
2. Assemble a committee and evaluate the preliminary documentation and select the
companies that are able to apply for the bid;
3. Await and gather the offers of the selected companies within 60 days from the day in
which the committee met;
4. Assemble the two committees to evaluate the offers;
5. Open and verify folders integrity;
6. Perform the technical evaluation of the proposal (after 15 days from the first session in
which the folders were evaluated);
7. Technical evaluation results are passed to the administrative committee and this one
performs the economical evaluation;
8. Announce the winner of the bid;

1. Whether the value of the bid is higher than 1 M€ it has to be published on the
European official gazette too;
• Exceptions:
2. No company applies;
3. Companies don’t send their offers within 60 days.

Use Case name: Open and verify the folders;
Brief Description: session held to open and verify the folders integrity as well as the required
documentations and specifications;
Level: User goal level;
Primary Actor: Administrative committee;
Stakeholders and interests: the public sector be aware of the final set of companies
competing for the public bid;
Precondition: the companies have applied to the bid, have sent the folder sealed up with all
the requirement documents inside and the candidate firms be presented for the opening
session;
Minimal Guarantee: an unready company is taken out of the bid;
Success Guarantee: confirm that all companies are able to apply to the second part of the bid;
Main Success Scenario:
1. Administrative committee checks the folder integrity for each company;
2. It opens the administrative envelope to validate the required documentation and the
guarantee value;
Extensions:
• Exceptions:
1. Folder integrity violated;
2. Documentation insufficient, the company is excluded from the bid;
