2. Facts of the Case
At about 6:30 PM of February 20, 2022 at Brgy. 10 Manalpac, Solsona, Ilocos
Norte, an shooting incident was transpired, wherein victim one Primo Isaac Rabueno y
dela Vega, a legal age, and a resident of the said barangay, was shot by the suspect
Joselito Macni y dela Vega, 21 years old, who was shot by his father Joselito Macni y
Guevarra, 45 years old, married, construction worker, both residents of the same place.
3. Brief Background of the Case (Sypnosis):
On February 20, 2022 at about 3:40 PM, in Brgy. 10 Manalpac, Solsona,
Ilocos Norte, wherein Primo Isaac Rabueno y dela Vega, 21 years old and a resident of
said place, was the victim. Initial investigation disclosed that victim was doing his paper
works outside their house when the suspect came home from work and he was drunk,
and shot the victim yet to be determined caliber of firearm. The victim sustained multiple
gunshot wounds that caused his immediate death (DOS). The suspect fled after the
incident with the weapon used and now a subject manhunt operation.
4. Sequence of Events:
a. February 20, 2022:
At about 3:40 PM, the victim was doing his paper works outside their
house when the suspect came home from work and he was drunk, and shot
the victim that caused his immediate death (DOS), and the suspect fled
after the incident with the weapon used.
At about 8:00 PM, Devoura Michelle Rabueno y dela Vega personally
reported at Solsona Municipal Police Station that a shooting incident was
happened at above mentioned place.

5. Summary of Action:
a. February 20, 2022:
At about 8:00 PM, this station received a report from a concerned
citizen that a shooting incident transpired in Brgy. 10 Manalpac, Solsona
Ilocos Norte, wherein the Primo Isaac Rabueno y dela Vega, 21 years old,
and a resident of said place was the victim.
At about 11:00 PM, SS taking of witness by the Investigators-on-case
and the cadaver of the victim was subjected to Autopsy Examination at the
Provincial Crime Laboratory Office, Laoag City.
b. February 21, 2022:
At about 8:30 AM, this station request that will be given enough time
to investigate the case in order to build a solid case against the suspect.
Additional Development reports will be sent to the office when the case will
be referred to the OPP.
c. February 22, 2022:
At about 9:30 AM, the suspect voluntary submitted himself to Solsona
Municipal Police Station and confessed that he did the crime and claimed
that it was unintentional.
d. February 23, 2022
At about 8:00 AM, a case of Parricide punishable under Article 245 of
the Revised Penal Code against the suspect was referred by this station at
the Office of the Provincial Prosecutor’s Marcos Hall of Justice, Laoag City
under NPS Docket No. 1-02-INV-328-00135. The suspect was committed at
the Ilocos Norte Provincial Jail, Laoag City.
6. Recommendation:
Request to this station will be awarded for successful investigation and
operation against the suspect one Joselito Macni y dela Vega.
7. Disposition:
At about 8:00 AM, a case of Parricide punishable under Article 245 of
the Revised Penal Code against the suspect was referred by this station at the
Office of the Provincial Prosecutor’s Marcos Hall of Justice, Laoag City under
NPS Docket No. 1-02-INV-328-00135. The suspect one Joselito Macni y dela
Vega was detained at the, Ilocos Norte Provincial Jail, Laoag City.
