PNP’s OPERATIONAL ACCOMPLISHMENT REPORT
4° Quarter 2019
For the year thai was seemingly a never ending challenges, and
difficulties, but also a year that was nevertheless filled with lessons, victories and
blessings along the way, the PNP continue to move forward towards attaining a
truly peaceful and drug-free nation. With the relentless war on illegai drugs raging
more intensely and amidst the incessant noise of critics of the drug war, the PNP
soldiered on while constantly reassuring the Filipino people of its sincere
adherence to the requirements of due process, human rights and the rule of law.
At the same time, the PNP intensified the momentum of the campaign against
crime and sustaining in the process, the decline in the crime rate, particularly of
the eight focus crimes namely, murder, homicide, physical injury, rape, robbery,
theft, carnapping of motor vehicles and motorcycles.
Enhanced Managing Police Operations
The Enhanced MPO widened the anti-criminality operational plan on regular
jaw enforcement activities through poiice presence and focused law enforcement
operations; security measures through target hardening, border control, social
investigation, community partnership, proper deployment of resources; information
operations through maximum use of quad media in intensifying public awareness;
contingency planning through regular conduct of SIMEX, CEREX, COMMEX;
organization of red teams to challenge security preparations; feedback
mechanism; and offensive stance through tactical operations and iegai offensive
are likewise included in the EMPO.
Eight Focus Crimes
One of the most significant result of the campaign against criminality is the
impact on Crime Volume, including Index Crimes where Focus Crimes (murder,
homicide, physical injury, rape, robbery, theft, camapping of motorcycles and
motor vehicle) generally decreased by 3,789 incidents or 21% from 18,361 in 4”
Quarter 2018 to 14,572 for the same period of the current year.

Reguiar Law Enforcement
Police Presence. The reductions of the eight focus crimes, street crimes
and other prevaieni crimes were sustained due io the police presence on the
‘streets. For the period, a total of 5,620,761 foot and mobile patrol operations were
conducted wherein 63,538,567 man-hours of foot patrols and 30,633,905 man-
nours of mobile patrois were spent.
Focused Law Enforcement. Aggressive poiice operations and other
police interventions led to the arrest of lawless elements that somehow reduced
the number of crimes that they may commit.
Campaign against iliegai Drugs. For the period, there were 1,707 iliegai
drug personalities who surrendered to police stations nationwide. Meanwhile,
21,576 were arrested, and the confiscation of illegal drugs with an estimated DDB
vaiue of more than Pip4.9 Billion.

Campaign against Carnapping. During the period in review, there were
995 camapping incidents reported of which 96 are four-wheeled vehicles and 899
are motorcycles. Of these incidents, 40 motor vehicles and 232 motorcycles were
recovered which translate to a recovery efficiency rating of 28%. In addition, 266
suspects were arrested and nine (9) were killed during police operations while 207
cases were filed in courts.
Campaign against Kidnapping-for-Ransom (KFR). Twenty-three KFR
incidents were reported for the said period. Of the total incidents, 58 personalities
and 19 cases were solved.
Campaign Pian “Clean Rider”. Tne Enhanced ianaging Police
Operation was reinvigorated with the implementation of Campaign Plan “Clean
Rider", a comprehensive approach that aims to totally eliminate crimes committed
by moiorcycie riding criminais/suspects. It likewise ensures the safety and security
of motorcycle and prevents the use of impounded/stolen motorcycles for criminal
activities.
Campaign against Motorcycie Suspecis. Of the 816 incidents invoiving
motorcycle suspects, only seven (7) are drug related. A total of 178 were cleared
and 156 were solved while the remaining 482 are still under investigation. As to
the status of suspects, 152 were arrested, 13 were killed during police response
and the rest remained at large.
Campaign against iliegai Gambling. The campaign against illegal
gambling was also prioritized. In support of Small Town Lottery (STL), 4,698operations were conducted resulting in the arrest of 9,954 violators and
confiscation of more than Php2.4 Million worth of cash and articles used in illegal
gambling. Three Thousand Seven Hundred Thirty-three cases were filed in courts
Heeding to the special instruction of PRRD on the Banning of Government
Employees from gambling in Casinos, all RDs were directed to coordinate with the
management of casinos in respective AOR to have signages posted at the
Campaign against Loose Firearms. The relentless efforts to account
ioose firearms resuiied in the confiscation, recovery and surrender of 3,541 smali
arms and light weapons (SALW). The campaign likewise resulted in the arrest of
2,256 suspects and filing of 1,531 criminal cases in courts for violations of
Republic Act No. 10591.
Campaign against Private Armed Groups (PAGs). For the period
covered, 14 PAG members were arrested, one (1) surrendered and five (5) died
during police operations. Eight (8) firearms were confiscated/recovered.
Campaign against Smuggiing and Piracy. PNP operations resulted in
the confiscation of Php 623,680 Thousand worth of smuggled and pirated goods.
Thirty-two persons were arrested and three (3) cases were filed in courts, while
other cases were turned-over to the Bureau of Customs.
Campaign against Illegal Logging. There were 1,038 operations against
illegal logging that led to the arrest of 844 suspects. In these operations, a total of
650,475 board feet of logs/lumber with an estimated worth of Php22.2 Million was
confiscated. Two hundred ninety-two cases were filed in courts.
Campaign against illegal Fishing. A total of 3,461 suspects were
arrested for illegal fishing and 240 cases were filed in courts. The operations also
resulted in the confiscation of more Php106 Million worth of fish and fishing
paraphernalia.
Campaign against Criminai Gangs (CGs). Fourieen were disbanded with
546 leaders and members, of which 532 were arrested and 14 killed in police
operations nationwide. Also, 17 firearms were confiscated/ recovered and 29
cases were filed in courts.
Campaign against Wanted Persons with Reward. The crackdown on the
country’s Top Most Wanted Persons (TMWPs) with monetary rewards for their
captures, resulted in the arrest of four.
Campaign against Other Wanted Persons. Likewise, the crackdown on
other Wanted Persons (OWPs) resulted in the arrests of 15,976; surrender of 39,
and death of eight (8) in police operations.Security Measures
Target Hardening is the next line of defense when prevention through
intelligence fails. These are aciivilies conducted to strengthen the security of our
police stations, camps and other vital installations in order to protect them in the
event of enemy attack and eliminate the element of surprise. For the period, a
totai of 1,338,910 target hardening activities were conducted such as preventive
patrols, inspection of motor repair shops, inspection of vital installations, and
police route security assistance among others.
Border Control is protecting our entrance and exit points from the illegal
movement of contraband and lawless elements while promoting safety and
security of the community. A total of 390,987 operations were conducted during
the period.
The PNP uilizes Social investigation in geliing io know the community.
Before they are organized and mobilized, police units conduct preliminary studies
of every barangay in terms of physical environment, economic status or lifestyle,
so thai appropriate interventions are undertaken in operationalizing PNP MC
2015-009, or the Revitalized Barangay Peace Action Team (BPAT). Social
Investigation makes the target community responsive to the disaster
preparedness and peace and order peculiarity of the barangay/sector studied.
For the period, there were 182,498 social investigation activities conducted.
The PNP internai Security Operations Campaign Pian ‘KATATAGAN”
2017-2022 was developed to complement the AFP Development Support and
Security Plan "KAPAYAPAAN” 2017-2022. It intends to develop the PNP
capability against threat groups; enhance legal offensive againsi insurgents;
promote public safety and order; and adhere to the rule of law, human rights and
social justice.
Joint Peace and Security Coordinating Center (JPSCC). JPSCCs are
organized in the regional, provincial and highly urbanized city (HUC) levels.
Meetings are regularly conducted to promote interoperability and maintain the
inighest ievei of coordination between and among PNP and AFP territorial units.
Campaign against Communist Terrorist Groups (CTGs). The PNP
figured in 16 government-initiated encounters that resulted in three (3) captured,
and seven (7) killed CTGs during police operations and the confiscation of 13
‘small and light weapons (SALW). In other operations conducted against CNN, 29
were arrested, 733 surrendered and one (1) killed, and 285 SALW confiscated.
Campaign against Local Terrorist Groups (LTGs). One (1) government-
initiated encounter was reported during the period. In other operations against
LTGs, six (6) were arrested and three (3) surrendered while 15 SALW were
confiscated.Public Safety. The enhanced the capabililies of the 1,978 Tourist
Assistance Desks (TADs) maintained nationwide. Thi in addition to the 558
Tourist Assistance Centers (TACs) established by the Department of Tourist
(DOT) and Local Government Units (LGUs). Also, there were 6,059 Tourist Police
deployed in 30 Priority Tourist Destination Areas
Conduct of SIMEX/CEREXICOMMEX
The conduct of Simulation Exercises (SIMEX), Crisis Emergency Response
Exercises (CEREX), and Communication Exercises (COMMEX) established
interoperability among participating agencies. A total of 33,025 exercises were
undertaken such as earthquake drills, fire drills, camp defense, and hostage
taking among others.
Red Teaming
The PNP recognized Red Teaming as vilal in the crafling and
implementation of security and contingency plans for major and special events. It
aims to expose the vulnerabilities within the organization so that these can be
properly addressed. The PNP, as a major securily provider, has institulionalized
Red Teaming. Local Red Teams were organized in all sites of major events. Also,
a National Red Team (NRT) has been organized and deployed composed of eight
(8) PNP members.
The PNP Red Team validated the operational implementation of the
election security plan during the midterm iocal and national election. For the 30*
SEA Games 2019, Red Team assisted in the formulation of peace and order,
security and emergency preparedness plans including validation of performance
in the execution of the said pians.
Feedback Mechanism
Various inter-agency committees institutionalized measures in the form of
meetings, resolutions, and review activities as feedback mechanism.
National Law Enforcement Coordinating Committee (NALECC). The
Chief, PNP chairs the NALECC that has 66 member agencies. Strengthening of
linkages with these other law enforcement agencies was sustained through
regular meetings and lateral coordination with committee members. At the
regional levels, RLECC are likewise organized and chaired by the PNP RDs.
Joint Anti-Bank Robbery and Cybercrime Coordinating Committee
(JABRACC). One Meeting was held to fortify measures against bank robbery,
fraud and other related crimes. The Committee serves as the main task force of
the PNP in the campaign againsi organized crime groups and criminal gangs
involved in bank robbery and related crimes. The JABRACC, composed of thePNP, other government agencies and stakeholders from the banking sector, holds
regular meetings to further strengthen coordination among its members.
Offensive Siance
Tactical Operations. The Inter-Agency Committee on Legal Action,
wherein the PNP is a member agency, strengthened the inteligence gathering
and cooperation, investigation, prosecution and monitoring of cases against threat
groups. Out of the 112 incidents involving threat groups, 42 cases were referred at
the Prosecutors Office and 20 cases were filed in court, while the remaining 50
were under investigation.
