GUIDELINES IN ACCOMPLISHING AND SUBMITTING THE MANILA BAY DATA

CAPTURE FORMS (DCFs)

General Guidelines

1. The Manila Bayanihan Forms 1, 3, and 4 are to be accomplished and signed by the Manila
Bay Task Force, Monitoring Team or its authorized representative. Manila Bayanihan Form
2.1 it shall be accomplished and signed by the City or Municipal Environment and Natural
Resources Officer (C/M ENRO) or its equivalent as the entity that prepared the report, while
Manila Bayanihan Form 2.2 shall be accomplished by the Committee Chair on Environment
or its authorized representative.
2. The Local Chief Executive (LCE) shall affix his/her signature to certify that the data
indicated in the forms are true and correct.
3. The City/Municipal Local Government Operations Officer (C/MLGOO) shall affix his/her
signature in the ‘Noted By’ portion as an entity recommending approval of the submitted
forms.
4. Scanned copies of the certified DCFs shall be submitted to the Provincial DILG Office for
Region III and IV-A, and DILG Regional Office for NCR.
5. Mailing of soft copies of accomplished DCFs with electronic signatures shall be considered
as sufficient submission.
6. Basic information pertaining to the quarter and year covered by the reporting period, the
name of the City/Municipality, and the province where such city/municipality is situated
should be supplied in each form.
7. The Manila Bay Database System (MBDS) Forms used as attachment does not have a form
for Factories. With this, it is instructed that for the said attachment, all Factories shall be
included/counted as establishment provided that it shall be indicated in the Remarks Section
that said establishment is a Factory.

Definition of Terms

a. Agricultural waste - waste generated from planting or harvesting of crops, trimming or


pruning of plants and wastes or run-off materials from farms or fields;
b. * Commercial Establishments (CEs) - public or private structure utilized or operated for
business or profit;
c. Composting – a controlled decomposition of organic matter by micro-organisms, mainly
bacteria and fungi, into a humus-like product;
d. Controlled Dump - a disposal site at which solid waste is deposited in accordance with the
minimum prescribed standards of site operation;
e. Department - the Department of the Interior and Local Government
f. Disposal - the discharge, deposit, dumping, spilling, leaking or placing of any solid waste into
or in an land;
g. Disposal site - a site where solid waste is finally discharged and deposited;
h. Ecological Solid Waste Management - the systematic administration of activities which
provide for segregation at source, segregated transportation, storage, transfer, processing,
treatment, and disposal of solid waste and all other waste management activities which do not
harm the environment;
i. Effluent - the discharge from known sources which is passed into a body of water or land, or
wastewater flowing out of a manufacturing, industrial plant, including domestic, commercial
and recreational facilities;
j. Effluent Standard - any legal restriction or limitation on quantities, rates, and/or
concentrations or any combination thereof, of physical, chemical or biological parameters of
effluent which a person or point source is allowed to discharge into a body of water or land.
k. * Factories (Fs) - includes all buildings and premises wherein, or within the close or curtilage
of which, steam, water, or any mechanical power is used to move or work any machinery
employed in manufacturing;
l. Functional Wastewater Treatment Facility - refers to facilities that effectively treat
wastewater of an establishment or factory to meet existing effluent standards;
m. Generation - refer to the act or process of producing solid waste;
n. Informal Settler Families (ISF) - underprivileged members of society whose family income
falls within the poverty threshold. Must abide with the eligibility requirements stated under
Section sixteen (16) of Republic Act No. 7279 or the Urban Development and Housing Act of
1992;
o. Informal Settlement - structures used as a dwelling/commercial establishment situated within
a waterway’s easement area not covered by any existing land title or secured by any legal
document that can prove ownership by a private individual or entity of said land where the
structure is situated;
p. Local Housing Board - refers to a local special body devoted to addressing shelter concerns
in the formulation, development and implementation of a comprehensive and integrated
housing and land development program of the LGU;
q. * Manufacturing - is the processing of raw materials, components, and parts while building
finished goods based on a customer's specifications and expectations. It commonly employs a
man/machine setup with division of labor in a large-scale production;
r. Materials Recovery Facility - includes a solid waste transfer station or sorting station, drop-
off center, a composting facility, and a recycling facility;
s. Monitoring Team - the Manila Bay Task Force established within each City and Municipality
covered by the Manila Bay Program;
t. Municipal waste - wastes produced from activities within local government units which
include a combination of domestic, commercial, institutional and industrial wastes and street
litters;
u. Open Dump - a disposal area wherein the solid wastes are indiscriminately thrown or disposed
of without due planning and consideration for environmental and Health standards;
v. Private Homes (PHs)- or Residential Units shall refer to an apartment, house and/or land on
which another's dwelling is located and used for residential purpose and shall include not only
buildings parts or units thereof used solely as dwelling places, boarding houses, dormitories,
rooms and bed spaces offered for rent by their owners, except motels, motel rooms, hotels,
hotels rooms, but also those used for home industries, retail stores or other business purposes
if the owner thereof and his or her family actually live therein and use it principally for dwelling
purposes (Section 4, Paragraph b, Republic Act No. 9161) (For purposes of the MBCRP
Program, Informal Settlements do not fall under Private Homes.);
w. Recyclable Material - any waste material retrieved from the waste stream and free from
contamination that can still be converted into suitable beneficial use or for other purposes,
including, but not limited to, newspaper, ferrous scrap metal, non-ferrous scrap metal, used oil,
corrugated cardboard, aluminum, glass, office paper, tin cans and other materials as may be
determined by the Commission;
x. Sanitary Landfill - a waste disposal site designed, constructed, operated and maintained in a
manner that exerts engineering control over significant potential environment impacts arising
from the development and operation of the facility;
y. Segregation - a solid waste management practice of separating different materials found in
solid waste in order to promote recycling and re-use of resources and to reduce the volume of
waste for collection and disposal;
z. Segregation at Source - a solid waste management practice of separating, at the point of
origin, different materials found in solid waste in order to promote recycling and re-use of
resources and to reduce the volume of waste for collection and disposal;
aa. Septic Tank - a watertight receptacle that receives the discharge of a plumbing system or a
part thereof, and is designed to accomplish the partial removal and digestion of the suspended
solid matter in the sewage through a period of detention. The septic tank should have the
following minimum requirements:
i. It shall be generally rectangular in shape. When a number of compartments are
used, the first compartment should have the capacity from one half (1/2) to two
thirds (2/3) of the total volume of the tank;
ii. It should be built of concrete whether precast or poured in place. Brick, concrete
blocks, or adobe may be used; and
iii. It shall not be constructed under any building and within twenty-five (25) meters
of any water supply.

bb. Solid Waste - all discarded household, commercial waste, non-hazardous institutional and
industrial waste, street sweepings, construction debris, agricultural waste, and other non-
hazardous/non-toxic solid waste. Unless specifically noted otherwise, the term “solid waste”
as used in this Act shall not include:
a. Waste identified or listed as hazardous waste of a solid, liquid, contained gaseous
or semisolid form which may cause or contribute to an increase in mortality or in
serious or incapacitating reversible illness, or acute/chronic effect on the health of
persons and other organisms;
b. Infectious waste from hospitals such as equipment, instruments, utensils, and
fomites of a disposable nature from patients who are suspected to have or have been
diagnosed as having communicable diseases and must therefore be isolated as
required by public health agencies, laboratory wastes such as pathological
specimens (i.e. all tissues, specimens of blood elements, excreta, and secretions
obtained from patients or laboratory animals) and disposable fomites that may
harbor or transmit pathogenic organisms, and surgical operating room pathologic
materials from outpatient areas and emergency rooms; and
c. Waste resulting from mining activities, including contaminated soil and debris
cc. Solid Waste Management - the discipline associated with the control of generation, storage,
collection, transfer and transport, processing, and disposal of solid wastes in a manner that is
in accord with the best principles of public health, economics, engineering, conservation,
aesthetics, and other environmental considerations, and that is also responsive to public
attitudes;
dd. Solid Waste Management Facility - any resource recovery system or component thereof; any
system, program, or facility for resource conservation; any facility for the collection, source
separation, storage, transportation, transfer, processing, treatment, or disposal of solid waste
ee. Treatment - any method, technique, or process designed to alter the physical, chemical or
biological and radiological character or composition of any waste or wastewater to reduce or
prevent pollution;
ff. Waste Diversion - activities which reduce or eliminate the amount of solid waste from waste
disposal facilities; and
gg. Waterways - refers to water bodies, natural or man-made whose waters flow directly or
indirectly through tributaries into the Manila Bay.

* Definitions are subject to clarifications with the DENR-EMB


Manila Bayanihan Form 1 (INVENTORY AND INSPECTION OF COMMERCIAL
ESTABLISHMENT, FACTORIES AND PRIVATE HOMES WITH SEPTIC TANK AND
WASTE WATER TREATMENT FACILITIES)

• Indicate the Year and the Quarter covered by the DCF


• Underline City or Municipality, whichever is applicable before writing the name of the Local
Government Unit (LGU) concerned
• Write the Province (for LGUs in Region III and IV-A) where the City or Municipality is located

Part A. Basic Information


1. Write the total land area in square meters of the City/Municipality.
2. Indicate the total number of Barangays in the city/municipality.
3. Total CEs, or Fs - refers to the difference between the summation of the existing and new
CEs, or Fs data and the data on closed CEs/Fs. [(Existing + New)-Closed]
For PHs, Total is solely the summation of the existing and the new data. [Existing + New]
4. Existing Private Homes, Commercial Establishments, or Factories- refers to the Total
number of PHs, CEs, or Fs reflected in the previous reporting quarters in the submitted
DCF, provided that said data should reflect the entire number of PHs, CEs, or Fs within
the LGU territorial jurisdiction, or at least a close estimate of it which requires supporting
documents as proof.
5. New PHs, CEs, or Fs- refers to PHs, CEs, or Fs that are built or established during the
quarter being assessed.
6. Closed CEs or Fs- refers to CEs or Fs that were closed due to bankruptcy, closure order,
or the decision of its owner/operator.
7. Indicate the data source of all information.
8. Use the “Manila Bayanihan Form on Private Homes and Establishments” as the attachment
(i.e. List of PHs, CEs, and Fs)

Part B. Existence of Septage and Sewerage Management Ordinance (SSMO)

1. Tick “Yes” if the LGU has an approved Septage and Sewerage Management Ordinance
(SSMO), otherwise tick “No”.
2. If the LGU has an approved Septage and Sewerage Management Ordinance (SSMO),
indicate the Ordinance Number.
3. If the LGU does not have an approved Septage and Sewerage Management Ordinance
(SSMO), indicate the current status of the SSMO by ticking the appropriate box
corresponding to its status. (Draft, First Reading, Second Reading and Public Hearing).

Part C. Compliance to Septic Tank and Waste Water Treatment Facilities

C.1. Inspection/ Inventory


1. Indicate the number of barangays within the city or municipality covered by the inspection
for each type of structure (PH, CE, F)
2. Total Number of Inspected Structures refer to the number of PHs, CEs, and Fs monitored
by the LGU or any of its instrumentalities with regard to the compliance of
structure/establishment to having a septic tank or functional wastewater treatment facility.
3. The data indicated in ‘Inspected Structure’ is broken down to two categories, whether
structure is Compliant or ‘Non-Compliant’. The number of compliant structures is further
broken down into two categories, compliant structures that are connected to sewage or
treatment facility and compliant structures that are connected to septic tank with right
requirements and desludging. Supply the necessary information. Note that total number
indicated in the Compliance columns should tally in the total number of inspected
structures.
4. For the attachment, use the Manila Bayanihan Private Homes and Establishment Monitoring
Forms.
C.2 LGU Actions Against Non-Compliant PHs, CEs & Fs
1. LGU action includes the issuance of compliance notices/closure order/order for the
cessation of operations, etc.
2. Specify the number of issuances, notices, or other forms of sanctions imposed by the LGU
for non-complying structures.
2. Timeline refers to the period given to the establishment to comply, period of suspension,
effective date of closure, etc.
3. In the Reason for Non-action, state valid reasons as to why an LGU has failed to act
against non-compliant PHs, CEs, Fs. Upon stating its reason, the LGU shall mandatorily
provide a plan of action for addressing the same complete with documentary evidence to
the foregoing.

C.3. Result of LGU Actions


1. “No. of Issued Notices w/ Commitment” are the issued notices of the LGU that have
periods that have yet to lapse.
2. “No. that Complied after LGU Action” includes structures and establishments that
constructed septic tanks or wastewater treatment facilities, whichever is applicable, after
the issuance of notices or related enforcement activities conducted by the LGU.
3. “No. of Given Sanctions” are divided into Closure/Closed and Penalties/Fines.
Closure/Closed applies to CEs and Fs that are closed down by the LGU as a sanction for
non-compliance either temporarily while construction of adequate treatment facility is on-
going, or permanently subject only to future compliance of the owner of the establishment.
4. Attach the list of PHs, CEs, and Fs, that complied after LGU actions were taken.
Part D. Water Served Population
1. “Name of Service Provider” refers to where the PHs are connected.
2. “Type of Water Service Providers” refers to whether the water service provider is operated
by the LGU, Subdivision, Cooperatives, Peoples Organization, from Bulk Sellers, etc. If
the LGU is catered by Water Concessionaires such as Maynilad and Manila Water, leave
the item blank.
3. Indicate the number of PHs within the city or municipality covered by the water service
provider.

E. Water-served Population Offered Sanitation Services


1. “Name of Service Provider” refers to where the PHs are connected.
2. “Sanitation Activities Offered” refers to the sanitation services that the water service
provider offers to the PHs.
3. Indicate the number of PHs within the city or municipality provided with Sanitation
Sevices by the water service provider.
Manila Bayanihan Form 2 (SOLID WASTE MANAGEMENT)

1. Indicate the Year and the Quarter covered by the DCF


2. Underline City or Municipality, whichever is applicable before writing the name of the
Local Government Unit concerned
3. Write the Province (for LGUs in Region III and IV-A) where the City or Municipality is
located.

Part A: Local Solid Waste Management (SWM) Board and Plan


1. For Item 1.1, tick “Yes” if the LGU has a Local Solid Waste Management Board, and is
created through an Executive Order or Sanggunian Bayan (S.B) Resolution. Tick “No” if
otherwise. Further, if the answer to 1.1 is “Yes”, write down the E.O or S.B No., but if the
answer the Item 1.1 is “No”, write “N/A”.

2. For Item 2.1, in accordance to Section 12 of the Act, the following members of the Board
stated in the DCF shall be present. Tick “Yes” if member is present in the SWM Board,
and tick “No” if no representative is assigned. Tick “N/A” if the representative is not
available in the area due to inexistence of organization/institution in the locality. Note that
LGUs may opt to include representatives outside their locality/jurisdiction provided that
said representative is either connected to the LGU (through existing
partnerships/coordination, etc), or if at the minimum, belongs to the same province. Such
case shall only be acceptable for the following representatives: a) local environmental NGO
that promotes recycling and the protection of air and water quality, b) recycling industry,
and c) manufacturing or packaging industry.

3. For Item 2.2, tick “Yes” if LGU has caused the formulation of the local 10-Year SWM
Plan, and put a (✔) on the box indicating current status of the plan. Tick “No” if otherwise.
For SWM Plan which was approved two (2) years ago or so, tick “Yes” if the LGU is
updating the SWM Plan every two years, and tick “No” if LGU does not have an updated
plan. If plan is not due for the two-year updating, leave the item blank.
4. On the conduct of meetings, tick “Yes” if the SWM Board has met at least once within the
quarter, where minutes of the meeting must be attached in the Manila Bayanihan Form.
The following information must be present: 1) Attendance sheet where quorum of SWM
Board members must be reflected; 2) SWM-related agenda and agreements made; and 3)
Photo documentation, if available.

5. On Technical Assistance, tick “Yes” if the LGU received assistance in the formulation of
their 10-Year SWM plan, otherwise tick “No”.

Part B: Institutional Set-Up for Solid Waste Management


1. For Item 3.1, tick “Yes” if the LGU has established LGU Municipal/City Environment and
Natural Resources Office (M/C ENRO), and is duly created through an E.O or S.B
Ordinance. An equivalent institutional set-up/regular office may be considered provided
that roles to be undertaken by LGU particular on waste management must be indicated in
the approved E.O or S.B Ordinance. In cases where E.O or SB Ordinance is not available,
LGU may provide any valid/legal document proving creation of equivalent office. Tick
“No” if otherwise. For Item 3.2, if the answer to Item 3.1 is “Yes”, indicate the E.O or S.B
No, but if the answer to Item 3.1 is “No”, write “N/A”.

Part C: Mandatory Segregation of Wastes at Source


1. For Item 4.1, indicate the total number of barangays in the LGU.
2. For Item 4.2, the LGU must consolidate results in Manila Bayanihan Form 2.2 (Barangay
DCF) Item 4 by tallying the number of LGUs that scored 70% and above, and are
considered compliant for the said indicator.
3. For Item 4.3, the answer should be in percentage form, where the formula to be used is
indicated in the DCF. Use answers in Items 4.1 and 4.2 to compute required data. Total
number of compliant barangays shall be divided over the total number of barangays of the
LGU to determine its compliance.
4. Refer to result of computation in Item 4.3 to answer Item 5. If the percentage of compliance
as indicated in Item 4.3 is 70% or higher, tick “Yes”, if it is 69% or below, “Tick No”.

Part D: Segregation and Collection of Wastes


1. For Item 6, tick “Yes” if LGU has a “No Segregation, No Collection Rule” and is covered
by an E.O or S.B Ordinance. Note that the “No Segregation, No Collection Rule” of the
LGU must be implemented at the barangay level.

2. For Item 7, put a (✔) mark on the box which corresponds to the type of waste that is
collected by the LGU at the barangay/household level.

3. For Item 8, put a (✔) mark on the box which corresponds to the applicable schedule and
mode of collection of waste for households/barangays.

4. For Item 9.1, indicate the total number of barangays in the LGU.
5. For Item 9.2, indicate the total number of barangays serviced/covered by the LGU’s
collection system. Memorandum of Agreement (MOA) with haulers, if applicable, must be
used as reference in determining number of serviced barangays.
6. For Item 9.3, the answer should be in percentage form, where the formula to be used is
indicated in the DCF. Use answers in Items 9.1 and 9.2 to compute required data. Total
number of covered barangays shall be divided over the total number of barangays of the
LGU to determine its compliance.

7. Refer to result of computation in Item 9.3 to answer Item 10. If the percentage of
compliance as indicated in Item 9.3 is 70% or higher, tick “Yes”, if it is 69% or below, tick
“No”

Part E: Functional Materials Recovery Facility


1. For Item 11.1, indicate the total number of barangays in the LGU.
2. For Item 11.2, the LGU must consolidate results in Manila Bayanihan Form Form 2.2
(Barangay DCF) Item 8 by tallying the number of LGUs that scored 70% and above, which
are considered compliant for the said indicator.
3. For Item 11.3, the total number of compliant barangays (answer indicated in Item 11.2)
shall be divided over the total number of barangays of the LGU (answer indicated in Item
11.1) to determine its compliance.
4. Refer to result of computation in Item 11.3 to answer Item 12. If the percentage of
compliance as indicated in Item 11.3 is 70% or higher, tick “Yes”, if it is 69% or below,
“Tick No”.

Part F: Waste Generation and Waste Diversion


1. For Item 13.1, data on Waste Generation of the LGU per capita is located in the Waste
Analysis and Characterization Study (WACS) of the 10-Year SWM Plan. Waste
Generation per capita refers to the estimated amount of waste generated of one (1) person
per day. Note that even if 10-Year SWM Plan of LGU is not approved (under
review/approval), LGU must still implement and monitor activities accordingly to meet
targets as stated in the plan. Write “N/A” if LGU has not conducted WACS yet, and has no
basis in determining Waste Generation per capita.
2. Use the formula indicated in the DCF to get the estimated waste generation of the LGU per
quarter. Note that data on LGU Population shall be based on what is indicated in the 10-
Year SWM Plan, which is based on the most recent census computed yearly using PSA
data on population growth.

3. For Item 14.1, tick “Yes” if the LGU has conducted clean-up activities within the quarter,
and tick “No” if otherwise.

4. For Item 14.2, in the number of sacks of solid waste collected, a standard 50kg sack will
be considered as one (1) sack. However, note that it is NOT assumed that one (1) 50kg sack
of waste shall weigh the same. Supply the necessary information. To avoid duplication of
records, both LGU and barangay must agree to which party the clean-up activity will be
credited to.
5. Supply the necessary information in Item 15 by checking existing records from haulers,
barangay MRFs, junkshops, etc, or records indicating waste diversion. Add the total
number of kilograms for all types of waste, and indicate answer in the box beside “TOTAL
VOLUME”.

6. Note that in cases where ALL households practice backyard composting, it will be assumed
that all biodegradables are diverted, hence biodegradable data stated in the WACS shall be
used. Provided, however, that LGU must present proof that backyard composting per
household is effectively being implemented, must have a supporting ordinance/resolution
or other related documents to enforce backyard composting in the locality.
7. As business entities, junkshops must report to LGUs the volume of waste collected in the
households.
8. For Item 16.1, refer to the WACS of the 10-Year SWM Plan to determine the waste
diversion target of the current assessment year. Write “N/A” if LGU has not conducted
WACS yet, and has no basis in determining waste diversion target.
9. Use the formula in the DCF to answer Item 16.2. Refer to Item 15.1 to supply the volume
of compost, recyclables, and others wastes, while refer to Item 13.3 to supply information
for EWG per quarter.

10. Refer to result of computation in Item 16.2 to answer Item 17. If the answer to Item 16.2 is
above the Waste Diversion Target (refer to Item 16.1), tick “Yes”, but if the answer is
below the indicated waste diversion target (which means the LGU did not meet target), tick
“No”.

Part G: Disposal Facility


1. For Item 18, put a (✔) on the box corresponding to the type of disposal facility that services
the LGU. If the LGU has an Open/Controlled Dumpsite, put a (✔ ) on its appropriate status
(whether with or without existing Safe Closure Rehabilitation Plan (SCRP).
2. On the type of disposal facility, LGU may check more than one (1), depending on what is
applicable.
3. For Item 19, if a disposal facility services the LGU, indicate the complete location/address.
Otherwise, write “N/A”

Part H: No-Littering and Related Ordinances


1. For Item 20.1, tick “Yes” if the LGU has a No-littering Ordinance, and tick “No” if
otherwise.
2. For Item 20.2, if the LGU has a no-littering ordinance, indicate the Ordinance No., and
date of approval, and if none, write “N/A”.

3. For Item 21.1, indicate the number of barangays in the LGU.


4. For Item 21.2, the LGU must consolidate results in Manila Bayanihan Form 2.2 (Barangay
DCF) Item 15 by tallying number of barangays that ticked “Yes” to apprehending violators,
and therefore are considered compliant.
5. For Item 21.3, the total number of barangays with apprehension shall be divided over the
total number of barangays of the LGU to determine its compliance.

Part I: Next Steps


1. For next steps, indicate reason for low compliance, or if there are other remarks that need
to be considered. Further, indicate in the next steps what LGU needs to be done, or
assistance that LGUs need to improve compliance to particular indicators.
MANILA BAYANIHAN FORM 2.2 BARANGAY DCF
SOLID WASTE MANAGEMENT

Part A: Barangay Solid Waste Management Committee


1. For Item 1.1, tick “Yes” if the barangay has a Barangay Solid Waste Management
Committee, and is created through an Executive Order. Tick “No” if otherwise.
2. For Item 1.2, if barangay has a SWM Committee, indicated the E.O No. and Date of
Approval. If the barangay has none, write “N/A”.

3. For Item 2.1, in accordance to Section 7 of the IRR of the Act, the following members of
the Board shall be present. In accordance to the Act, if the barangay has a SWM Committee,
the barangay captain shall serve as its chairperson. Tick “Yes” if member is present in the
Barangay SWM Committee, and tick “No” if no representative is assigned Tick “N/A” if
the representative is not available because institution/organization does not exist in the
barangay.

Part B: Mandatory Segregation of Wastes at Source


1. For Item 3.1, indicate the total number of household, where said data shall be based on
what is indicated in the 10-Year SWM Plan, which is based on the most recent census
computed yearly using PSA data on population growth.
2. In Item 3.2, indicate the number of households which are compliant to the segregation of
waste at source. To guide barangays in determining compliance of households, the
following mechanisms/measures are recommended to be conducted:
a. Door-to-door interviews/surveys; or
b. Monitoring of household collection by contracted haulers, where haulers may
submit data on the number of households that practice segregation at source based
on the waste collected;
3. As indicated in the DCF, households shall be considered compliant when wastes are
segregated into residual, biodegradable, recyclable, and/or special waste and disposed of
in separate containers.
4. For Item 3.3, the total number of compliant households (answer indicated in Item 3.2) shall
be divided over the total number of households of the barangay (answer indicated in Item
3.1) to determine its compliance.

5. Refer to result of computation in Item 3.3 to answer Item 4. If the answer to Item 3.3 is
70% or higher, tick “Yes”, if it is 69% or below, “Tick No”.

Part C: Segregation and Collection of Waste


1. For Item 5, put a (✔) mark on the box which corresponds to the type of waste that is
collected by the barangay at the household level.
2. For types of waste, waste collected by the LGU shall not be considered particular for this
indictor, only those collected by the barangay.
8. For Item 6, put a (✔) mark on the box which corresponds to the applicable schedule and
mode of collection of waste for households.

Part D: Functional Materials Recovery Facility


1. For Item 7.A, tick “Yes’ if the barangay has a Materials Recovery Facility, or “No” if
barangay does not have an MRF. List of type of facility are enumerated in the form. Since
Materials Recovery System is not part of the Act, for purposes of validation by the DILG,
a system shall be considered an MRS if the LGU has an existing MOA with
junkshops/collectors, and if LGU has records of waste collection by the junkshops.
Centralized MRFs shall be considered provided that LGU must show proof that it has the
capacity to process all wastes coming from covered barangays. For clustered
MRFs/Centralized MRFs, barangays serviced shall form a MOA with LGU (for central
MRF) or barangay with MRF (for clustered MRF). Said indicator in equivalent to 50%.
2. For Item 7.B, check if the MRF/MRS is functional, with complete facilities, and addresses
the recyclable and biodegradable waste. Said indicator is equivalent to 50%.
3. For Item 8, if both Item 7.A and 7.B are applicable, then the score is 100%, therefore LGU
is compliant. If only one or none is applicable, then barangay is non-compliant.

Part E: Waste Generation and Waste Diversion


1. For Item 9.1 and 9.2, data on Waste Generation per capita can be located in the LGU’s 10-
Year SWM Plan. Write “N/A” for Items 9.1 and 9.2 if LGU has not yet conducted their
WACS. Waste generation per capita refers to the estimated amount of waste one (1) person
generates per day. Use the formula in Item 9.2 to determine waste generation of barangay
per quarter. Note that population of barangay indicated in the 10-Year SWM Plan shall be
used, which is based on the most recent census computed yearly using PSA data on
population growth.
2. For Item 10.1, tick “Yes” if the barangay has conducted clean-up activities within the
quarter, otherwise tick “No”.
3. For Item 10.2, if the answer to Item 10.1 is “Yes”, supply the total number of sacks of
marine debris collected. For the number of sacks of solid waste collected, a standard 50kg
sack will be considered as one (1) sack. However, note that it is NOT assumed that one (1)
50kg sack of waste shall weigh the same. To avoid duplication of records, both LGU and
barangay must agree to which party the clean-up activity will be credited to.

4. For Item 11, to determine waste diversion of barangays per quarter, it is expected that
barangays have existing records from haulers, MRFs, junkshops, etc.

5. Use the formula in the DCF to answer Item 12. Refer to Item 11 to supply the volume of
compost, recyclables, and others wastes, while refer to Item 9.2 to supply information for
EWG per quarter.

Part F: No-Littering and Related Ordinances


1. For Item 13, tick “Yes” if the barangay has a No-littering Ordinance, and tick “No” if
otherwise.
2. For Item 14, tick “Yes” the barangay implements the city/municipality no-littering
ordinance. To check enforcement of the no-littering ordinance, barangay must check
apprehended violators, records of violations made, etc. Tick “No” if barangay does not
implement existing ordinance, or if LGU does not have an ordinance.
3. For Item 15, tick “Yes” if the barangay apprehends violators the Act.

Part G: Next Steps


1. For next steps, indicate reason for low compliance, or if there are other remarks that need
to be considered. Further, indicate in the next steps what barangay needs to be done, or
assistance that barangay needs to improve compliance to particular indicators.

structures are considered as a single unit regardless of the number of Informal Settler Families

5. Number of families resettled refers to the number of families within the area cleared who are
given units in existing resettlement areas and/or have availed of the government financial
assistance for such purpose. This does not include professional squatters or those families who
failed to meet the eligibility requirements stated under Section sixteen (16) of Republic Act No.
7279 or the Urban Development and Housing Act of 1992.
6. “Transferred to” indicates the barangay address of the area where the ISF families subject for

1. Rehabilitation projects refers to projects or activities aimed at preserving easement areas of


waterways through the building of deterrents that would hamper the construction of dwelling
