Do you agree that the quality of teachers in the country is dependent on the kind of
formation that they have during their pre-service training? Why?
 Yes, I do agree that the quality of teachers is dependent on the formation of the
pre-service teachers.  The pre-service training is very crucial because this stage
mould the dedication, passion and wisdom of teachers in teaching. This is where
the teachers developed their philosophy in teaching. Aside from philosophy,
teacher also gain knowledge of their subject matter and pedagogical strategies
in teaching. Pre-service training provides a simulation for aspiring teachers
about the nature of the job. 

Concept Check 8.2


Based on the competencies required to be developed between a BEED and BSEd
graduate, what explains the DepEd policy allowing a BSED graduate to teach in the
elementary level and forbidding a BEED graduate to teach in secondary level? 
 CMO No. 74 s 2017 provides the different competencies that a BEED graduate
must develop upon the course of the pre-service training. The CMO No. 75 s.
2017 specifies the different competencies needed for a BSED graduate. A
BEED graduate has more general roles in terms of the development of the
children. BEED teachers focuses more on the early childhood development
which means that they do not wholly focuses on the teaching of subject matter.
BSED graduates, on the other hand, obtain extra units to master their major
subjects. Although BEED graduates are equipped with general knowledge for all
subjects, it is not enough to sustain the need of the secondary education’s
curriculum for extensive knowledge. BSED graduates are not only equipped with
knowledge in their chosen field but also to educate the young.

What are the similarities and differences in the curricula of BTLED and BTVTEd
programs? What strands in the Tech-Voc are they responsive to?
 The Bachelor of Technology and Livelihood education (BTLEd) and Bachelor of
Technical-Vocational Teacher Education (BTVTEd) program curriculums are
different. BTLEd focuses more on technology and livelihood while BTVTEd
focuses on technical-vocational. However, the two programs follow the same
competencies under CMO No. 78 and 79.

Are the BPED and BCAED programs created in response to the Sports Track and Arts
Track in Senior High School Curriculum? Why? 
  Yes, I think that the BPED and BCAED programs are created in response to the
curriculum of the Senior High School. This programs produces graduates who
are able to teach Sports and Arts track better than BSED graduates. I believe
that this kind of programs needed teachers who are experts of the field.

To become a professional teacher, one must undergo training to learn the rudiments of
the profession and this continues until retirement. Does this mean that no one is born a
teacher rather every good and effective teacher is made? 
  Yes, a good and effective teacher is made and not born. Teaching is a
profession that is highly regulated because its contribution to nation building is
very essential. Skills in teaching is not naturally occurring but rather a cultivation
of the environmental and mental factors.

Teacher applicants are ranked according to a set of criteria such as educational
qualification, teaching experience, BLEPT rating and relevant trainings/seminars,
among others. What hiring principle is applied in the process? 
 The hiring principle applied in the process of Teachers is the “Evaluation and
Selection of Qualified Applicants”. In order to ensure the effectiveness of the
teachers, the department must impose requirements.

A teacher applicant submitted himself/herself for evaluation and obtained a rating of
69.25. Can his or her name be included in the Registry of Qualified Applicants (RQA)?
Why? 
 If a teacher applicant obtained an overall rating of 69.25, then his/her name cannot
appear in the Registry of Qualified Applicants. An overall score of 70 points is a
requirement for a teacher applicant to be qualified. The teacher applicant still needs
0.75 to be qualified.

To whom will a teacher applicant address his/her application letter? To the Schools
Division Superintendent or the School Principal? Where will the teacher applicant
submit his/her application letter? 
 According to DepEd Order No. 22, s. 2015, teacher applicant must address the
application letter to the School Principal where they intend to apply. Alongside
the application letter are the requirements to be submitted. This requirements
can be submitted to any public school of choice. A school selection committee is
created to ensure the completeness of the documents submitted. The school
committee then forwards the documents to the division selection committee. The
Superintendent will then evaluate and select the teacher candidates.

What happens to the documents of a teacher applicant that are found incomplete and
invalid by the School Screening Committee? Why?
 It is a mandate that the School Screening Committee must not refuse any
application. This means that even the documents found to be incomplete or
invalid by the School Screening Committee will still be submitted to the Division
selection committee. However, the document will be marked due to its
incompleteness or invalidity. 
Concept Check 8.10 
Is it possible that a teacher applicant be hired with the recalibration of scores of
applicants? Why?
 Yes, it is possible for the teacher applicant to be hired with the recalibration of
scores provided that they satisfy the minimum requirement of 70 points. This is
because one of the Division Selection Committee’s function is to recalibrates or
update the scores of the applicants. 
Concept Check 8.11
Mr. Canay graduated from his BSED degree on June 8. Prior to his graduation, he
attended a teachers’ training on Journalism that is very much relevant to his field of
specialization. Can he utilize the certificate obtained in the training for ranking
purposes? Explain. 
 Yes, Mr. Canay can use the certificate for ranking purposes. One of the criterias
provided in the DepEd Order No. 22, s. 2015 is the ‘Specialized Training and
skills’. The certificate that Mr. Canay obtained from Journalism training can be
considered as a means of verification (MOV) to prove his competence in the
field. 

Concept Check 8.12


The Schools Division Superintendent appointed his or her own daughter to Teacher I
position as she ranked third in the evaluation of applicants. The first-and-second-
ranked applicants complained the Superintendent to the Civil Service Commission for
nepotism and abuse of discretion. Is the complaint valid? Why? 
 The complaint of the first and second rank teacher applicants is not valid.
According to the Section 59 of the Revised Administrative Code of 1987, there
are no restrictions whatsoever for a principal or superintendent to hire their son
or daughter. Aside from this, the act could not be considered as nepotism or
unfair because the daughter of the superintendent have undergone evaluation.
The superintendent is not the only one who evaluated the performance of the
teacher applicants but also the other three members of the Selection
Committee. 
Concept Check 8.13 
A principal cancelled classes in the school for 2 days purposely to conduct the INSET of
teachers. Is the decision of the principal correct? Why? 
 The decision of the principal is incorrect. Although the motive of conducting the
INSET is good, it is still not enough to cancel the classes. The DepEd orders
every school to have atleast 200 days of class in every Academic Year. Unless
the school will make up for the days loss, the principal violates the mandate of
DepEd. 
Concept Check 8.14 
Teacher Digna was transferred to another school district after rendering 2 years in her
current school assignment. The memorandum from the Schools Division
Superintendent stipulates that one teacher from her new school assignment took an
Absence Without Official Leave (AWOL) and was dropped from the rolls, hence the
order. Teacher Digna did not comply as she contested the legality of the order. Is the
non-compliance of Teacher Digna tenable? Why?
 Yes, Teacher Digna’s non-compliance to the order is tenable. According to the
DepEd order No. 22 s. 2013, the SDS has four guidelines to be followed in
transferring teachers. Now, none of the four guidelines satisfies the condition of
Teacher Digna which means that she can contest the legality of the order. The
Superintendent must find a teacher that can replace the other teacher who had
gone AWOL which satisfies either one condition in the guidelines. 

Concept Check 8.15


Teacher Tommy was sent for scholarship and enjoyed the privileges of free tuition and
other fees, stipend, book allowance, thesis grant, and transportation assistance. What
is required of him after finishing his schooling?

 After Teacher Tommy finishes his schooling, he is expected to render return


service as stipulated by the Teacher Induction Program Implementation Manual
(2007). The number of years that Teacher Tommy must render depends on the
contract of the Scholarship. For example, if Teacher Tommy availed the
scholarship of DOST SEI, he is required to render return service depending on
the time that he enjoyed the scholarship.

Concept Check 8.16


James Comer once said; “No significant learning can occur without a significant
relationship.” How does this statement relate to professional networking and linkaging
of teachers?

 The statement of James Comer means that in order for education to occur,
educators must have professional linkages to both private and public
organizations for the provision of resources. Education can occur anywhere but
it is more conducive of it is done in the right place. Students in remote areas find
it difficult to attend school because the school itself lack resources for learning.
In this situation, teachers tap the LGUs and other private institutions for possible
donations. Professional linkages help eradicate barriers in education making it
accessible to students. Aside from resources, professional networking and
linkaging contributes to the growth and development of the teachers through
sharing of knowledge. One example of this is the practice of benchmarking
wherein teachers visit other schools to observe the best practices of another
school which they can implement. 

Concept Check 8.17 

What factors are to be considered by a teacher in choosing his or her membership in


any professional organization? Why? 

 In choosing a membership, the following factors are to be considered:


international and local. In international linkages, Filipino teachers can link with Pi
Lambda Theta, SEAMEO INNOTECH and World Council for Curriculum and
Instruction. In local linkages, teachers can participate in either consortium,
discipline-based networks or teacher education institutions. 

Concept Check 8.18

What actions and decisions must a teacher do to reach the age of retirement and enjoy
the fruits of his or her toil in the profession?

  A teacher must submit himself/herself to the code of ethics specified for


teachers. He/she must display competence in the teaching profession. Aside
from that, a teacher must be able to serve for 15 years before he/she can be
granted an early retirement. In order to reach atleast 15 years in service, the
teacher must learn to love the profession not just because of the benefits but
because of the students. As much as possible, the teacher must make teaching
their vocation to make it until retirement.
